City of Assumption City Council met Feb. 4.

Here are the minutes provided by the council:

Meeting called to order at 7:00 p.m. at the Bromwell Lodge by Mayor William Herbord who led the Pledge of Allegiance.

Roll call was answered by Alderpersons Gary Nelsen, Herb Palmer, Kim Porter, Travis Sullivan and Donny Walden. Also, present were Mayor William Herbord, Attorney Andrew Jarmer, Water Supt Jack Duncan, Treasurer Angel Palmer, Water Collector Tanya Rhoades and City Clerk Janet Waller.

Present in the audience were Engineer Daniel Luca from Chastain’s & Associates, Janis Herbord and Ben Thompson.

Absent was Alderperson Ricky Bradshaw, Jr.

Council Member Nelsen, seconded by Council Member Walden, made a motion to approve the minutes of January 7, 2026 City Council Meeting. Motion carried with Alderpersons Walden, Sullivan, Porter, Palmer and Nelsen voting aye and 0 nays. Bradshaw was absent.

Approval of Bills:

Council Member Walden, seconded by Council Member Nelsen, made a motion to approve the payment of the bills as they appear on the Warrant Sheets. Motion carried with Alderpersons Nelsen, Palmer, Porter, Sullivan and Walden voting aye and 0 nays. Bradshaw was absent.

Public Comments:

A member of Public would like to extend the Community Garden behind City Hall with a couple of more raised gardens.

No update at this time.

Communications from the Treasurer:

No report.

Communications from the Alderpersons

The tornado siren information is being completed for installation in the near future.

The School Resource Officer was discussed as their was a contract change for the Moweaqua School Resource Officer.

Under New Business:

Water Supt Jack Duncan would like the Mayor and an Alderperson to come to the Water Plant to go over some issues with a contractor.

The Water Plant will have an open house in the fall.

Engineer Update:

There are issues at the Water Treatment Plant that will need addressed. The equipment is starting to come in.

The 8 water lead services are waiting on the contractor to schedule.

IEPA was on site last week for the Sanitary Sewer Phase 2 and the project will be closed out soon.

Motion to approve invoice for Water Treatment Plant:

Burdick Heating and Plumbing Disbursement $303,097.80

Chastain Invoice $9,484.20 Total $312,582.00

Council Member Nelsen, seconded by Walden, made a motion to approve the Burdick disbursement for $303,097.80 and Chastain pay request for $9,484.20 for a total of $312,582.00. Motion carried with Alderpersons Porter, Sullivan, Walden, Nelsen and Palmer voting aye and 0 nays. Bradshaw was absent.

The cost of the 2026 audit with Adam Mathias is $27,290.00. Council Member Walden, seconded by Council Member Nelsen, made the motion to approve the 2026 audit for $27,290.00 with Adam Mathias. Motion carried with Alderpersons Nelsen, Porter, Sullivan, Walden and Palmer voting aye and 0 nays. Bradshaw was absent.

The cost of decals from Dynographics for the new Police Squad is $1,100.00. Council Member Nelsen, seconded by Walden made the motion to approve $1,100.00 for decals from Dynographics for the new Police Squad. Motion carried with Alderpersons Sullivan, Palmer, Nelsen, Porter and Walden voting aye and 0 nays. Bradshaw was absent.

Council Member Nelsen, seconded by Council Member Walden, made a motion to adjourn the meeting at 7:14 pm. Motion carried with Alderpersons Nelsen, Palmer, Porter, Sullivan and Walden voting aye and 0 nays. Bradshaw was absent.
