City of Assumption City Council met March 4.

Here are the minutes provided by the council:

Meeting called to order at 7:00 p.m. at the Bromwell Lodge by Mayor William Herbord who led the Pledge of Allegiance.

Roll call was answered by Alderpersons Ricky Bradshaw Jr., Gary Nelsen, Herb Palmer, Kim Porter, Travis Sullivan and Donny Walden. Also, present were Mayor William Herbord, Attorney Stephen Hedinger, Police Chief Seath Hubbs, Police Officer Kevin Hughes, Treasurer Angel Palmer and City Clerk Janet Waller.

Present in the audience were Engineer Daniel Luca from Chastain’s & Associates, Janis Herbord, Ben Thompson, Derek Page and Lynn Zuber.

Council Member Porter, seconded by Council Member Palmer, made a motion to approve the minutes of February 4, 2026 City Council Meeting. Motion carried with Alderpersons Bradshaw, Nelsen, Palmer, Porter, Sullivan and Walden voting and 0 nays.

Approval of Bills:

Council Member Bradshaw, seconded by Council Member Walden, made a motion to approve the payment of the bills as they appear on the Warrant Sheets. Motion carried with Alderpersons Walden, Sullivan, Nelsen, Palmer, Porter, Sullivan voting aye and 0 nays.

Public Comments:

A member of the public informed the council he didn’t agree that a resident wasn’t reimbursed for a new sidewalk. The City has a 50/50 program for sidewalks.

Another member of the public thanked Police Chief Seath Hubbs for his service to the City of Assumption and wishes him luck in his next position.

Communications from the Mayor:

Nothing to report at this time.

Communications from the City Attorney:

213 Sarah Street will be discussed later on as we go over the agenda. 101 N Chestnut has a pending lawsuit

Communications from the Treasurer:

Treasurer Palmer updated the council on questions from the Committee of the Whole meeting.

Treasurer Palmer will be renewing some CD’s and transferring money from the savings to a CD. Treasurer Palmer went over rates.

The Illinois Gaming Board overpaid the City due to an accounting system error. Communications from the Alderpersons:

Alderperson Palmer reviewed 2 quotes for the door at the City Shed. The council discussed which option and will put it on the April agenda.

2 cars on First Street were discussed and if any action can be taken.

The council discussed why there are multiple Ameren accounts and if they could be combined.

Under New Business:

Engineer Update by Daniel Luka from Chastain and Associates:

The Water Plant is coming along and has had setbacks on equipment deliveries. It may prolong the completion date.

The lead service project still has more to go and the rain has pushed back the work. The completion date of the first of May may need to be adjusted.

There are issues with the subcontractor and the flooring. The work was done without notification from the subcontractor so no one was around to address the issues. There was discussion if the floor would need to be redone or possible solutions to address the issues. The council would like the Engineer to resolve the issue and keep them updated on the status.

Motion to approve invoice for Water Treatment Plant:

Burdick Heating and Plumbing Disbursement $244,916.00 Chastain Invoice $12,201.16 Total $257,117.16

Council Member Nelsen, seconded by Walden, made a motion to approve the Burdick disbursement for $244,916.00 and Chastain pay request for $12,201.16 for a total of $257,117.16. Motion carried with Alderpersons Porter, Sullivan, Walden, Nelsen, Bradshaw and Palmer voting aye and 0 nays.

The Assumption Fest will be held on May 21 thru May 23, 2026. The council would like to approve the street closure for the Assumption Fest. Council Member Bradshaw, seconded by Council Member Nelsen, made the motion to approve the street closure for the Assumption Fest May 21—23, 2026. Motion carried with Alderpersons Sullivan, Nelsen, Porter, Walden and Bradshaw voting aye and 0 ayes. Palmer abstained.

The Assumption Fest will need a temporary liquor license for the Assumption Fest. Council Member Bradshaw, seconded by Council Member Nelsen, made the motion to approve a temporary liquor license for the Assumption Fest. Motion carried with Alderpersons Nelsen, Porter, Sullivan, Walden and Bradshaw voting aye and 0 nays. Palmer abstained.

The Assumption Fest has requested $2,000.00 for advertising. Council Member Nelsen, seconded by Council Member Porter, made the motion to approve $2,000.00 for advertising for the Assumption Fest. Motion carried with Alderpersons Nelsen, Porter, Sullivan, Walden and Bradshaw voting aye and 0 nays. Palmer abstained.

There were concerns of the safety of the Assumption Fest with the condition of 101 N Chestnut.

The motion for purchase of a generator for the Street Shed was tabled until a price could be presented to the council.

The council discussed the purchase of mowers for the Baxmeyer Subdivision and tabled the motion until more information could be presented to the council. The cost of hiring a service or buying equipment was discussed. It was also questioned if the current mowers the City owns could be used. The council would like more information before making any decisions.

The Baxmeyer Subdivision could use some grass seed. Alderperson Palmer spoke with John Holthaus and he agreed to plant the grass seed if the City would purchase it. The council would like to approve $2,500.00 for grass seed. Council Member Palmer, seconded by Council Member Sullivan, made a motion to approve $2,500.00 for grass seed for the Baxmeyer Subdivision. Motion approved with Alderpersons Bradshaw, Nelsen, Palmer, Porter, Sullivan and Walden voting aye and 0 nays.

Attorney Stephen Hedinger updated the council on 213 Sarah Street. The City has a judgement against David Riley. He has 2 weeks to comply with the judgement. Then the City will be able to take over and do what is needed. A lien could be placed on the property for the costs of fumigation or other service.

The approximate costs of $500.00 for the continuing education for the Police Officer will be for a leadership course. Council Member Nelsen, seconded by Council Member Bradshaw, made a motion to approve $500.00 for continuing education for the Police Officer. Motion carried with Alderpersons Sullivan, Palmer, Nelsen, Porter, Walden and Bradshaw voting aye and 0 nays.

The Police Chief Seath Hubbs has turned in his resignation. The council thanked Chief Hubbs for his service to Assumption. Council Member Nelsen, seconded by Council Member Palmer, made a motion to approve the resignation of Police Chief Seath Hubbs. Motion carried with Alderpersons Bradshaw, Nelsen, Palmer, Porter, Sullivan and Walden voting aye and 0 nays.

Mayor Herbord would like to appoint Police Officer Kevin Hughes to the Police Chief. Council Member Bradshaw, seconded by Council Member Palmer, made the motion to appoint Kevin Hughes to the Chief of Police. Motion carried with Alderpersons Palmer, Nelsen, Porter, Bradshaw, Walden and Sullivan voting aye and 0 nays.

Mayor Herbord swore in Kevin Hughes as Chief of Police.

The council will look into hiring another officer with further discussion at the Committee of the Whole Meeting.

Chief Hubbs contacted the company regarding the Taser Contract to see if it can be amended.

The new squad car will be getting the graphics done soon.

Chief Hubbs reached out to the state and got 12 radios donated to the school. Chief Hubbs thanked everyone for there help.
