City of Carlinville City Council met March 16.

PRESENT: Alderman Ober, Alderman Link, Alderman Reichmann, Alderman Gracey, Alderman LeVora, Alderman Brockmeier, Alderman Fogle, Mayor Doug Downey, City Clerk Mary Heller, Treasurer Bill Fanning, Police Chief Derek Graham, Bobbi Bates Zoning Administrator/Econ Dev/Grant Writing.
ABSENT: Alderman Reese.
Approval of Previous Minutes – Motion was made by Alderman Reichmann to approve the minutes of the March 2nd, 2026, Council Meeting and place on file, seconded by Alderman LeVora, motion passed unanimously. 7-0
Approval of Bills – Motion was made to approve the bills and place on file by Alderman Ober, seconded by Alderman Brockmeier, motion passed unanimously. 7-0
Correspondence
Imagine Rural Arts – Motion was made to approve and place on file the Imagine Rural Arts – Art Festival Request for Saturday September 26, 2026, 9am-2pm to use the grass in the middle of the square and 14 parking spots around the middle of the square by Alderman Link, seconded by Alderman Brockmeier, motion passed unanimously. 7-0

New Business
Bee City – Presentation was given by Logan Ullrich and Macy Walker. There are 4 new committee members Logan Ullrich, Macy Walker, Jennifer Lynn, and Luke Bell. They are taking over Bee City and want to introduce themselves to the Council. They went over the different species that are pollinators here in Carlinville and talked about how important these pollinators are to our community. They spoke a little about the history of pollinators at Blackburn College here in Carlinville.
Incentive Program Discussion – Bobbi Bates spoke about the Incentive Program on how to get more residential developers. Looking at different ways to develop in the future to get ahead of the game.
WWTP Boiler Burner Renovation – Motion was made to approve the bid from Henson Robinson Company for the WWTP Boiler Burner Renovations for $24,806.00 by Alderman Link, seconded by Alderman Reichmann, motion passed unanimously. 7-0
Shipman Blacktop Stoplight Repairs – Motion was made to approve the bid from NECA (National Electrical Contractors Association) for Shipman Road & Loveless Parkway Video Detection at the stoplight for $38,642.76 by Alderman Ober, seconded by Alderman LeVora, motion passed unanimously. 7-0
Purchase of Hot Patch Machine – Motion was made to accept the purchase of a new Hot Patch Machine from K M International for $35,472.00 by Alderman Link, seconded by Alderman Ober, motion passed unanimously. 7-0
2026-2027 Budget Update – Alderman Reichmann (Chairman of the Finance Committee) updated the Council about the 26-27 Budget, it will be ready for their review by April 1st, 2026.
Kratom Ordinance – Motion was made to approve and place on file an Ordinance Amending Chapter 27 of the City Code (MDPV and Kratom Prohibited) by Alderman Brockmeier, seconded by Alderman Link, motion passed unanimously. 7-0
Purchase of CEMA Computer – Motion was made to accept the purchase of a new computer for our CEMA representatives from Illini Tech Services for $1,149.00 by Alderman Link, seconded by Alderman Brockmeier, motion passed unanimously. 7-0
Motion to adjourn was made by Alderman Reichmann at 6:24 p.m., seconded by Alderman LeVora, motion passed unanimously. 7-0
