Macoupin County City Council met April 15.

Here is the minutes provided by the council:

PRESENT: Alderman Bilbruck, Alderman Brockmeier, Alderman Campbell, Alderman Downey, Alderman Heigert, Alderman Ober, Alderman Oswald, Alderman Toon, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held, Zoning Administrator Steve Parr

Approval of Previous Minutes - Motion was made by Alderman Toon to approve minutes, seconded by Heigert, motion passed unanimously.

Budget Officer Report/Treasurer’s Report/Police Report/Approval of Bills/Approval of Lake Bills/Lake Ashco Bills/Lake Watershed - Motion made to approve all listed by Alderman Oswald, seconded by Heigert, motion passed unanimously.

Matthew Perry Correspondence

Motion was made to approve and place all correspondence on file by Alderman Oswald, seconded by Bilbruck, motion passed unanimously.

Public Comment

Mayor reminded the public of Earth Day Celebrations going on tomorrow.

Old Business

IARWC Update – Alderman Campbell stated that there had not been a meeting since our last council meeting. She hoped to bring updates of the test wells and environmental studies to the next meeting.

Ordinance Amending Water & Sewer Rates & Charges for City of Carlinville – Second Read Motion was made by Alderman Campbell to approve ordinance, seconded by Ober, motion passed unanimously.

Ordinance to Authorize Execution of an Easement Agreement between MJM

Electric Cooperative Inc and City of Carlinville – Second Read

Motion was made by Alderman Downey to approve seconded by Heigert, motion passed unanimously.

Budget Ordinance 2020 – Budget hearing took place prior to the city council meeting where a member of the public made suggestions and the aldermen had the opportunity to ask questions. A motion was made to pass the 2020 budget by Alderman Oswald, seconded by Campbell, motion passed unanimously.

Ordinance to Replat 868 S. Locust – First Read

Façade Grants Façade Grants – Alderman Oswald, Chair of the Finance Committee explained all applications were looked at for the façade grants by the committee. Six applications were applied for two were for one business. It was decided to give five grants for 2,000.00 each, one to the Sullivan building on the square, Heinz Furniture, Advanced Eye Care, Crowe Boot and one to Reno’s for windows.

Standard Addition Final Pay Request – Council approved paying the final pay request for the standard addition water line project. Payment of $25,960.47 was approved, consisting of payments to Haier Plumbing for $18,085.47 and Heneghan and Associates for $7,875.00, this motion was made by Alderman Oswald, seconded by Downey, motion passed unanimously.

Citywide Cleanup /April 26th-27th

Public Works Director Held announced citywide clean up dates of 26th and 27th of April from 7am to 4pm, and let the public know that electronics, paint, tires, batteries, televisions and chemicals were not allowed.

New Business

Proclamation National Donate Life Month – Mayor gave a proclamation to Liz Hager of the Secretary of State’s office proclaiming April 2019 Donate Life Month in the City of Carlinville. Several organ donor recipients and a donor’s family member were here to be honored.

Sidewalk Bids - A motion was made for the mayor to open sidewalk bids for the city by Alderman Heigert, seconded by Downey, motion passed unanimously. One bid was opened from Quarton Construction and was referred to the Public Works Director Dan Held.

Health Insurance RFP’s – Motion was made to open the health insurance RFP’s by Alderman Oswald, seconded by Heigert, motion passed unanimously. Request for proposals were opened from United Financial Services, Dowland Financial, Goodman Agency, Glen Insurance Agency and Diamond Brothers. The RFP’s were referred to committee for comparison.

Zoning Advisory Report /Ellison Street – Zoning Board voted 4-1 to vacate a 40 ft. wide section of Ellison Street, which is ravine and brush. Alderman Downey made a motion to authorize the city attorney to draw up an ordinance to vacate, seconded by Oswald, motion passed unanimously.

Unsafe/Unsecure Property – Chief Haley proved pictures to the council of 310 N. Plum, he would like to see it deemed unsafe and unsecure. The property is in foreclosure, he has tried numerous times to reach out to the financial company overseeing with no result. A motion was made by Alderman Ober, seconded by Downey to deem the property unsafe and secure property with city attorney starting the process for demolition, motion passed unanimously.

Tapping Fees for the Cottages - Public Works Director Held has been approached by contractor working on the new construction of Carlinville Cottages on Rt. 4 South. The contractor asked to have tap on fees waived for water and sewer. 1,000.00 for water 3,000.00 for sewer. It has been customary in the past with new business to waive. Motion was made by Alderman Heigert, seconded by Downey to waive the fees, motion passed unanimously.

Executive Session – Litigation - tabled

Motion to adjourn was made by to adjourn at 7:45 p.m. by Downey, seconded by Heigert, motion passed unanimously.
