City of Carlinville City Council met July 15.

Here is the minutes provided by the council:

PRESENT: Alderman Brockmeier, Alderman Downey, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Alderman Oswald, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held, Zoning Administrator Steve Parr Absent: Alderman Campbell

Approval of Previous Minutes - Motion was made by Alderman Link to approve minutes, seconded by Koller, motion passed unanimously.

Approval of Budget Officers Report/Treasurer’s Report/Police Report/Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed by Alderman Ober, seconded by Downey, motion passed unanimously.

Correspondence

Big Dog Construction Co. Correspondence Officer Retirement

The above two pieces of correspondence were approved after a motion was made by Alderman Ober, seconded by Koller, motion passed unanimously.

Campbell Correspondence – Motion was made to approve resignation correspondence by Alderman Link, seconded by Oswald, motion passed unanimously.

Public Comment

Mark Hopping asked if Campbell could still serve as the IARWC representative after resigning from the council. The mayor responded that she could. Hopping also asked if the IARWC representative was a compensated position. The mayor responded; it was not.

Alderman Ober remined residents to keep their yards mowed, and Alderman McClain reminded them not to blow grass clippings in the street.

Old Business

Kraft/Bogue/Thomas Settlement Agreement – Motion was made by Alderman Oswald, seconded by McClain to approve resolution to settle the Kraft/Bogue/Thomas lawsuits for the amount of $90,000.00, motion passed with Downey, Koller, Link, McClain, Ober, and Oswald voting aye. Alderman Brockmeier abstaining.

New Business

Mayor’s Appointment Alderman / Swearing-in / Motion was made to approve the mayor’s appointment to the city council Ward 1 Alderman John Howard by Alderman Ober, seconded by Oswald, motion passed unanimously. Mayor swore in John Howard.

Macoupin County CEO Program – Pete Visintin, Macoupin County CEO Facilitator of spoke to the council regarding the CEO program and passed out the annual report for the program.

Officer Replacement – Motion was made by Alderman Ober, seconded by Koller to approve replacing retired officer Chad Hughes, motion passed with Brockmeier, Howard, Koller, Link, McClain, Ober, Oswald voting aye, Downey voting nay.

City Hall/Library Roof – The roof of city hall and the library needs to be replaced. We have received an estimate of $1,960.00 for an analysis of the roof from Meco Engineering. A motion was made to approve the agreement with Meco Engineering by Alderman Downey, seconded by Ober. Motion passed unanimously.

Ruff ‘N’ Tuff Estimate – Estimate was brought to the council due to cancellation of the Lake Rec Meeting. Estimate to take a tree down next to a cabin on Briarwood Lane was approved for $450.00 by Ruff ‘N’ Tuff after a motion was made by Alderman Downey, seconded by McClain, motion passed unanimously.

Carlinville Square License Agreement – Agreement was approved for a wedding to take place July 11, 2020, after motion was made to approve agreement by Alderman Downey, seconded by Koller, motion passed unanimously.

Resolution to Retain Bond Counsel – Resolution to execute professional services with Mike Southworth of Hart, Southworth & Witsman to provide legal services as bond counsel for the interconnect to Jersey Rural Water Company was approved after a motion was made by Alderman Brockmeier, seconded by Oswald, motion passed with Brockmeier, Howard, Downey, Koller, Link, McClain, Ober, Oswald voting aye, Downey voting nay.

Trickling Filter Pump Repair – Trickling Filter Pump at the Wastewater Treatment Plant is in need of repair. An estimate of $31,000.00 was given by Vandevanter Engineering, the cost of a new one would be approximately $75,000.00 per Dan Held. A motion was made by Alderman Ober to approve $31,000.00 for repair of the pump, seconded by Link, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 7:43 p.m., seconded by Koller motion passed unanimously.
