City of Greenville City Council met November 25

City of Greenville City Council met Nov. 25.

Here is the agenda provided by the council:

Call to Order: A special meeting of the Greenville City Council was called to order on Monday, November 25, 2019 at 7:00 p.m. by Mayor Alan Gaffner.

Roll Call: Present: Mayor Alan Gaffner, Councilman Bill Carpenter, Councilman Mike Heath, Councilman Kyle Littlefield and Councilwoman Lisa Stephens.

Also Present: City Manager Dave Willey and City Clerk Sue Ann Nelson. City Attorney Patrick Schaufelberger arrived at 7:50 p.m.

Pledge: The pledge of allegiance to the United States flag was recited.

Notice of Meeting: Notice of the special meeting having been given as provided by law, said meeting was called for consideration of the following agenda:

1) Roll Call

2) Pledge of Allegiance

3) Public Comment

4) State Legalization of Recreational Cannabis Discussion

5) Executive Session: Purchase of Real Estate, Section 2 (c)(5);

Sale of Real Estate, Section 2 (c)(6); Personnel, Section 2 (c)(1-2);  and Pending Litigation, 2 (c)(11) of the Open Meetings Act

6) Fraternal Order of Police Collective Bargaining Agreement

7) Nonrepresented Staff Pay Adjustments

Public Comment: With no comments being expressed, public input was closed.

State Legalization of Recreational Cannabis Overview and Discussion:

City Manager Willey provided information regarding disproportionately impacted areas, where they apply in Greenville and incentives associated with the social equity program. Mayor Gaffner welcomed public comments relating to the topic before council discussion ensued. Consensus was for staff to bring back various options to the December 10th council meeting; including non-binding public referendum, total prohibition, ordinance to allow cannabis establishments in restricted areas and cannabis sales tax ordinance.

Adjourn to Executive Session:

At 8:58 p.m., moved by Littlefield, seconded by Carpenter, to adjourn special council meeting.

Ayes: Littlefield, Carpenter, Heath, Stephens, Gaffner

Nays: None

Motion carried.

Reconvene: At 10:35 p.m., the regular meeting reconvened with all members of the council present.

Fraternal Order of Police Contract:

Motion by Littlefield, seconded by Stephens to approve Fraternal Order of Police Contract from May 1, 2019 to April 30, 2023.

Ayes: Littlefield, Stephens Carpenter, Heath, Gaffner

Nays: None

Motion carried.

Nonrepresented Staff

Wage Adjustment:

Motion by Carpenter, seconded by Heath to approve nonrepresented wage adjustments as presented.

Ayes: Carpenter, Heath, Littlefield, Gaffner

Nays: Stephens

Motion passed 4-1.

Adjourn: At 10:36 p.m., motion by Littlefield, seconded by Carpenter, to adjourn council meeting.

Ayes: Littlefield, Carpenter, Heath, Stephens, Gaffner

Nays: None

Motion carried.
