City of Carlinville Council met Aug. 6.

PRESENT: Alderman Bilbruck, Alderman Brockmeier, Alderman Campbell, Alderman Downey, Alderman Heigert, Alderman Oswald, Alderman Toon, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer Jody Reichmann, Police Chief Dave Haley, Zoning Administrator Steve Parr, Woodard and Curran Representative Dan Held, Absent: Alderman Direso
Approval of Previous Minutes - Motion was made by Alderman Toon to approve minutes, seconded by Oswald, motion passed unanimously.
Approval of Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion to approve bills was made by Alderman Downey, seconded by Heigert, motion passed unanimously.
Correspondence
St. Jude Rides - Placed correspondence on file regarding a ride through Carlinville on September 13, after motion was made by Alderman Oswald, seconded by Heigert, motion passed unanimously.
Public Comment
Matt Turley spoke regarding concern with the order of the agenda and the water agenda items listed. He also commented on the expense of the water intake valve recently replaced at the lake, and the effect on the current water issues listed on the agenda.
Old Business
IARWC Update - Alderman Campbell updated the council on the latest meeting of IARWC. They have decided on a plant size of 4 million gallons day with built in growth potential. Application has been submitted to the USDA, they are waiting on a letter of commitment, for that reason it was decided to table the next two items, so Carlinville does not take on the financial commitment without the other entities.
Support for Providing Security for the Issuances of an Interim Financing Line of Credit for $6.5M - Second Read /tabled
Seek Interim Funding to Construct Emergency Interconnection between Carlinville and Jersey County Rural Water Company - Second Read/ tabled.
Presentation of Water Proposal by Litchfield Officials with Possible Action/ Attorney O’Brien explained to council that agreement has been entered into by the City of Carlinville with IARWC. Proposal by Litchfield would have needed to be reconsidered at the meeting following the vote regarding IARWC in 2017. Mayor of Litchfield Steve Doughtery asked if he could still make his presentation to the council, the mayor allowed 5 minutes to present rates and his proposal. Discussion took place.
FOIA Lawsuits - Alderman Heigert asked about the status of the FOIA lawsuits. Attorney O’Brien addressed the lawsuits and explained the Dan Schuering was handling them. Discussion took place, no action on this issue.
New Business
Hiring a New Police Officer - tabled
Recognition Girl Scout / Gold Award - Mayor recognized Emma May Smith for her Girl Scout Gold Award.
Budget Officer Resignation Letter - Mayor read resignation letter from Claudia Leonatti and stated she had also received one from Richard Spohr Assistant Budget Officer, both effective 7/31/18.
Appointment of Budget Officer - Mayor appointed Jody Reichmann as Budget Officer, motion was made to approve appointment by Alderman Downey, seconded by Brockmeier, motion passed with Toon voting nay.
Ordinance Change for Budget Officer Salary - First Read/ will be taken to the finance committee.
Ordinance Providing Regulation/Application Small Wireless Facilities - First Read
Route 66 Resolution - Motion was made to support resolution of the designation of Route 66 as a National Historic Trail by Alderman Heigert, seconded by Toon, motion passed unanimously.
Executive Session - Litigation - tabled
Motion to adjourn was made by Alderman Downey at 8:05 p.m., seconded by Campbell motion passed unanimously.
