City of Carlinville Council met July 16.

Here is the minutes provided by the Council:

PRESENT: Alderman Bilbruck, Alderman Brockmeier, Alderman Campbell, Alderman Direso, Alderman Heigert, Alderman Oswald, Alderman Toon, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer Jody Reichmann, Police Chief Haley, Zoning Administrator Steve Parr, Woodard & Curran Dan Held Absent: Alderman Downey

Approval of Previous Minutes - Motion was made by Alderman Campbell to approve minutes, seconded by Heigert motion passed unanimously.

Budget Officer Report/Treasurer’s Report/Police Report/Approval of Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed by Alderman Heigert, seconded by Direso, motion passed unanimously.

Correspondence

Wofford Resignation

Motion was made to approve all correspondence by Alderman Direso, seconded by Campbell, motion passed unanimously.

Public Comment

Bill Stillwell spoke regarding the condition of the streets after the water main replacement work that has recently been done. Dan Held from Woodard and Curran responded that the contractor will be repairing streets and seeding grassy areas before fall.

Old Business

Swimming Ban on Lake I - Dan Held from Woodard and Curran explained the swimming ban had been lifted. Public Health had determined water samples were safe for swimming. Held went on to speak of the condition of Lake 1 and how much harder it has become to treat the water due to the manganese in the water. He went on to say the condition of the lake will worsen. Discussion took place, no action.

Sidewalk Program Draft - Dan Held presented a draft of the sidewalk program offered by the public works department. It spells out the program and includes the application as well.

Alderman Toon would like to see a couple of changes in the wording of the draft. Alderman Oswald made a motion to approve the draft with changes, seconded by Direso, motion passed unanimously.

IARWC Update - Alderman Campbell gave an update on the IARWC. An application has been submitted to USDA for federal funding. All members have been working hard to put this together. Campbell shared an email from USDA of the application review. Max Middendorf from Meco Engineering passed information out regarding the project. Lengthy discussion took place regarding the project and the last two agenda items. Questions were answered from Middendorf, Held and Campbell.

Salary Ordinance - Second Read / Motion was made by Alderman Oswald to approve, seconded by Campbell, motion passed unanimously.

TIF - Certificate #8 - Certificate was presented by Alderman Oswald from Finance Committee. Motion was made to approve Certificate #8 from Carlinville Associates for $35,546.92 by Alderman Toon, seconded by Oswald, motion passed unanimously.

IML Conference (Sept 20-22) Alderman Oswald made the motion to approve all elected officials that wanted to go to conference be allowed to go, it was unanimously voted on in Finance Committee, seconded by Heigert, motion passed with Bilbruck and Toon voting nay.

New Business

MJM Project - Motion was made by Alderman Oswald to accept the proposed responsibilities for MJM Electrical Cooperatives new location in the City of Carlinville, seconded by Heigert, motion passed unanimously.

Mohr/Meyer Cabin Lease Transfer (16857 Shady Lane) Grothaus/Schesvold Cabin Lease Transfer (16953 Briarwood)

Motion was made to approve both lease transfers listed above at Carlinville Lake by Alderman Oswald, seconded by Heigert, motion passed unanimously.

Support for providing security for the issuance of an interim financing line of credit for $6.5M - First Read - discussed under IARWC Update

Seek interim funding to construct emergency interconnection between Carlinville and Jersey County Rural Water - First Read - discussed under IARWC Update

Executive Session - Litigation - tabled

Motion to adjourn was made by Alderman Heigert at 8:35 p.m., seconded by Campbell motion passed unanimously.
