City of Carlinville City Council met Sept. 4.
Here is the minutes provided by the Council:
PRESENT: Alderman Bilbruck, Alderman Brockmeier, Alderman Campbell, Alderman Direso, Alderman Downey, Alderman Heigert, Alderman Oswald, Alderman Toon, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer Jody Reichmann, Police Chief Dave Haley, Zoning Administrator Steve Parr, Woodard and Curran Representative Dan Held
Approval of Previous Minutes - Motion was made by Alderman Downey to approve minutes, seconded by Direso, motion passed unanimously.
Approval of Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion to approve bills was made by Alderman Direso, seconded by Campbell, motion passed unanimously.
Correspondence
Krispy Kreme / Cross Church Preschool Correspondence - Motion was made to approve and place on file sale of Krispy Kreme on 10/6/18 by Alderman Direso, seconded by Campbell, motion passed unanimously.
Kevin Naugle Correspondence – Officer Naugle’s retirement from the city, effective 9/12/18.
Carlinville Police Commissioners Correspondence – Hire of Michael Stephenson full-time officer to replace Jack Wofford.
Motion was made to approve and place both pieces of correspondence on file by Alderman Heigert, seconded by Direso, motion passed unanimously.
Public Comment
Alderman Heigert read a letter stating she is not going to the IML Conference and has refunded the city the $50.00 that is non-refundable deposit.
Jean Obbergard spoke regarding handicap accessibility in the city, especially at local restaurants. The Mayor stated that business owners are trying to make improvements to make businesses more accessible.
John Howard/Police Commissioner spoke regarding his ride with Lt. Graham last week. He was impressed with the professionalism and instinct of Graham and was surprised at the issues being dealt with by the police department.
Wm. Stillwell spoke regarding the shape of the streets after the water main replacements. Dan Held addressed the issue, stating that they are trying to get to repair of those streets, but due to short staffing and summer water main breaks, they have been delayed.
City Clerk informed the public that petitions are available for the consolidated April 2019 election. They can be picked up at city hall for an alderman position in each ward.
Old Business
FOIA Lawsuits / with possible action to be taken – Alderman Toon addressed a comment that Atty. Schuering made at the last meeting and passed out a picture to all Aldermen that she had taken of the electoral board and attorneys prior to a hearing two years ago. She stated that she wanted to come to a settlement agreement with the watchdog group who have filed the suits against the city. Atty O’Brien addressed question of when the next court proceedings will be on the suits. Alderman Toon would like an ordinance drafted to mandate vendors to bill in a timely manner. Discussion took place, no action taken on this item.
New Business
Presentation of Annual Report 2017/18 - Woodard & Curran/ Dan Held presented the annual report for Woodard & Curran. Dan reported on what has been accomplished this year and what plans have been made moving forward with Woodard & Curran. Questions were answered, brief discussion took place.
Hire Full Time Replacement Officer – Alderman Campbell, Chair of Public Safety informed the council with the retirement of Officer Kevin Naugle a full time police officer needs to be replaced. She thanked Officer Naugle for his service to the city and made a motion to hire to replace him, seconded by Direso, Alderman Downey then tried to table due to the deficit of the police pension, motions were on the floor, motion passed with Campbell, Brockmeier, Direso and Oswald, voting aye, Bilbruck, Downey, Heigert and Toon voting nay, mayor breaking the tie voting aye.
Woodard & Curran, Dan Held stated the oil and chip dates for the city will be September 11th and 12th.
Executive Session - Litigation - tabled
Motion to adjourn was made by Alderman Downey at 7:45 p.m., seconded by Direso motion passed unanimously.
