City of Carlinville City Council met Aug. 20.

PRESENT: Alderman Bilbruck, Alderman Brockmeier, Alderman Campbell, Alderman Direso, Alderman Downey, Alderman Heigert, Alderman Oswald, Alderman Toon, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Zoning Administrator Steve Parr, Woodard & Curran Dan Held
Approval of Previous Minutes - Motion was made by Alderman Campbell to approve minutes, seconded by Oswald motion passed unanimously.
Budget Officer Report/Treasurer’s Report/Police Report/Approval of Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed by Alderman Direso, seconded by Heigert, motion passed unanimously.
Correspondence
Kris Rosentreter Correspondence/Resign from Zoning Committee Macoupin County Cruisers - Reserve square for car show July 27, 2019
Alderman Direso made a motion to accept and place both pieces of correspondence on file, seconded by Heigert, motion passed unanimously.
Public Comment - None
Old Business
IARWC Update - Alderman Campbell reported IARWC had not met since our last meeting and had no report. Alderman Toon asked for copy of the minutes from their public meeting for the grant application. Campbell will get them to her.
Ordinance Change for Budget Officer Salary - Second Read/ Motion was made by Alderman Direso, seconded by Campbell to accept ordinance as presented, motion passed unanimously.
Ordinance Providing Regulation/Application Small Wireless Facilities - Second Read/Motion was made to accept ordinance as presented by Alderman Direso, seconded by Oswald, motion passed unanimously.
Clerk/Deputy Clerk Computer Upgrade - Finance Chair Alderman Oswald stated that approve had been given from Finance Committee to accept proposal of $3,119.96 from Illini Tech to upgrade Clerk/Deputy Clerk’s computers, once Treasurer and Budget Officer could find funding in the budget, funding has been secured. Motion was made by Alderman Oswald to upgrade computers, seconded by Direso, motion passed unanimously.
2018 Community Video Program- Video attached to our website is a free service offered by Community Video, motion was made by Alderman Downey, seconded by Direso to sign contract to renew program, motion passed unanimously.
FOIA Lawsuits Update
FOIA Lawsuits/Possible Action Taken
Both agenda items were handled at once. Dan Schuering representing the city in the FOIA cases was here to update the council. He had appeared in court to ask to have all five FOIA suits put in front of one judge. Three are from the Edgar County Watchdogs and two (2) being from private citizens. Discussion took place, no action taken.
New Business
Hire Replacement Full Time Police Officer - Alderman Campbell stated that Public Safety Committee had recommended hiring of a new full-time police officer to fill the vacancy left by Jack Wofford. She thanked Wofford for his service. Motion was then made by her to replace the officer, seconded by Oswald, motion passed with Brockmeier, Campbell, Direso, Oswald voting aye, Bilbruck, Downey, Toon and Heigert voting nay and the mayor breaking the tie with aye.
Executive Session - Litigation - tabled
Motion to adjourn was made by Alderman Downey at 7:30 p.m., seconded by Oswald motion passed unanimously.
