Macoupin County Road and Bridge Committee met May 8.

Here is the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Wieseman, Quarton, Armour, Harding, Long, Wiggins

ABSENT: Kiel

II. 50/50 PETITIONS

The following 50/50 project petitions were presented:

The County’s obligation for the projects will be the “County Share” only.

MOTION: Made by Quarton seconded by Long to approve the petitions and recommend passage by the full board.

RESULT: RECOMMENDED [UNANIMOUS]

MOVER: Robert Quarton, Vice Chair

SECONDER: Frank Long, Member

AYES: Wieseman, Quarton, Armour, Harding, Long, Wiggins

ABSENT: Kiel

III. NEW BUSINESS

1. Appropriation resolution for local share of Quarton Road bridge project (Section 14- 0099-00-BR).

The Committee considered a resolution appropriating $ 153,000 in local funds for the County’s estimated share of the construction cost for the Quarton Road bridge replacement project. (Section 14-00099-00-BR). The total project estimate for construction and construction engineering is $ 763,000. Federal STP bridge funds will pay 80% or $ 610,000. The County will be responsible for 20% of the cost or $ 153,000 from local funds. The following motion was made:

MOTION: Made by Harding, seconded by Wiggins to recommend the full Board approve the Local Funds Appropriation Resolution for the Quarton Road bridge project.

RESULT: MOTION TO RECOMMEND [UNANIMOUS]

MOVER: Bill Harding, Member

SECONDER: Tony Wiggins, Member

AYES: Wieseman, Quarton, Armour, Harding, Long, Wiggins

ABSENT: Kiel

2. Bierbaum Minor Subdivision

The Committee reviewed the final plat of the Bierbaum Estates minor subdivision. Mr. Tim Alverson was present to answer questions about the subdivision. It was noted that the application was not signed by the owner and it was missing signoffs by the Public Health Department and Soil and Water Conservation. The Committee agreed that the subdivision should not have been placed on the agenda until the application was properly completed. The following motion was made:

Motion made by Harding, seconded by Wiggins to recommend the full Board approve the Bierbaum Estates Minor Subdivision upon receiving the remaining signoffs and a signature from the owner on the application.

RESULT: MOTION TO RECOMMEND [UNANIMOUS]

ABSENT: Kiel

IV. DISCUSSION

Reinhart reported that the rumble strips are scheduled to be cut into Litchfield Road on Monday May 13th. Also, the speed reduction zones on the Emmerson Airline and Hagaman Road approved by the Board in March have been signed and the field work for the speed study on the Nine Mile lane is currently being performed.
