Village of New Baden Village Board met May 20.

Here is the minutes provided by the board:

The Regular Meeting of the New Baden Village Board met Monday, May 20, 2019, at New Baden Village Hall, 1 East Hanover Street. Mayor Picard called the meeting to order at 7:00 pm.

Present and answering to roll call: Mayor Christy Picard, Trustees Bob Oster, Jordan Pettibone, and Nicole Pederson. Absent: Trustees Taylor Zurliene, Randy Joe Linthicum, and Tom Kuhn. Staff Members Present: Village Clerk Teri Crane; Village Administrator Mike Hemmer and Mike Bolt; Attorney Doug Gruenke of Bruckert, Gruenke & Long, P.C.; Chief of Police Scott Meinhardt; Commissioner of Public Works Ronald V. Renth; Doug Ratermann of HMG Engineers Inc.; and Chief Building & Zoning Official Jerry Green. Staff Members Absent: EMS Director Allen Gilbert; and Treasurer Casey Pierce.

Robert “Bob” Vollmer Presentation

Descendants of the Robert “Bob” Vollmer family attended the Board meeting for a dedication ceremony for the former Chief of Police/ Village Marshal. Vollmer was New Baden’s Police Chief/ Village Marshal from 1961 through 1977. Current and retiring, Chief of Police Scott Meinhardt, spoke at the meeting describing Vollmer’s importance to the expansion of the Police Department. Meinhardt stated the Police Department has had possession of Chief Vollmer’s former service revolver and wished to commemorate him by doing something special with it for his family. The revolver and photos of Mr. Vollmer will be displayed at Village Hall. New Baden Chamber of Commerce paid the cost to have these items mounted and framed.

Treasurer’s Report

Treasurer Casey Pierce provided the April Treasurer’s Report for Board review.

Ambulance SSA Meeting

Ambulance Special Service Area (SSA) Meeting: May 21 at 6pm at Village Hall.

Consent Agenda

A motion was made by Trustee Pettibone and seconded by Trustee Oster to approve the Consent Agenda, which includes the of payment of current invoices and the Minutes from the May 6, 2019, regular meeting.

Ayes: Oster, Pettibone, Pederson, Mayor Picard.

Nays: None.

Absent: Zurliene, Linthicum, Kuhn.

A majority of the Board voting aye, the motion carried.

Resolution 2019-05- 20-A: Including Compensation Paid Under an Internal Revenue Code Section 125 Plan as IMRF Earnings

A motion was made by Trustee Pettibone and seconded by Trustee Pederson to pass Resolution 2019-05-20-A: Including Compensation Paid Under an Internal Revenue Code Section 125 Plan as Illinois Municipal Retirement Fund (IMRF) Earnings. The Village has already adheres to this policy, this resolution is required by IMRF.

Ayes: Oster, Pettibone, Pederson, Mayor Picard.

Nays: None.

Absent: Zurliene, Linthicum, Kuhn.

A majority of the Board voting aye, the motion carried.

Resolution 2019-05- 20-B: Including Cash Payments Related to Health Insurance as IMRF Earnings

A motion was made by Trustee Oster and seconded by Trustee Pettibone to pass Resolution 2019-05-20-B: Including Cash Payments Related to Health Insurance as Illinois Municipal Retirement Fund (IMRF) Earnings. The Village has already adheres to this policy, this resolution is required by IMRF.

Ayes: Oster, Pettibone, Pederson, Mayor Picard.

Nays: None.

Absent: Zurliene, Linthicum, Kuhn.

A majority of the Board voting aye, the motion carried.

MFT Maintenance FY 2019

Fiscal Year 2019 Motor Fuel Tax (MFT) Maintenance bids were due on May 6, 2019. Bids were as follows for Bituminous Materials (HFE-150): Mike Maedge Trucking Inc., $$36,973.30 ($406.30/ton), JTC Petroleum, $37,134.37 ($408.07/ton), and Don Anderson Co. Inc., $37,193.52 ($408.72/ton). Doug Ratermann of HMG Engineers reported that oil prices are up considerably, the pricing is consistent with other current MFT bid lettings.

A motion was made by Trustee Oster and seconded by Trustee Pederson to accept the low bid of $406.30/ton ($36,973.30) from Mike Maedge Trucking Inc. for Bituminous Materials, furnished and applied.

Ayes: Oster, Pettibone, Pederson, Mayor Picard.

Nays: None.

Absent: Zurliene, Linthicum, Kuhn.

A majority of the Board voting aye, the motion carried.

Chief of Police Employment Contract: Charles Mackin

A motion was made by Trustee Pettibone and seconded by Trustee Pederson to approve the Employment Agreement with Charles Mackin for Chief of Police. Agreement is effective June 1, 2019 through April 30, 2021.

Ayes: Oster, Pettibone, Pederson, Mayor Picard. Nays: None.

Absent: Zurliene, Linthicum, Kuhn.

A majority of the Board voting aye, the motion carried.

Appointment: Charles Mackin, Chief of Police

A motion was made by Trustee Oster and seconded by Trustee Pettibone to approve the appointment of Charles Mackin as Chief of Police, effective June 1, 2019.

Ayes: Oster, Pettibone, Pederson, Mayor Picard.

Nays: None.

Absent: Zurliene, Linthicum, Kuhn.

Executive Session

A motion was made by Trustee Oster and seconded by Trustee Pederson to recess the meeting to Closed Session to discuss employment of specific employees of the public body, 5 ILCS 120/2(c)(1).

Ayes: Oster, Pettibone, Pederson.

Nays: None.

Absent: Zurliene, Linthicum, Kuhn.

A majority of the Board voting aye, the motion carried and the meeting adjourned to Closed Session at 7:19 pm.

Meeting reconvened at 7:45 pm.

A majority of the Board voting aye, the motion carried.

There being no further business to be brought before the Village Board, a motion was made by Trustee Pederson and seconded by Trustee Oster to adjourn the meeting.

Ayes: Oster, Pettibone, Pederson.

Nays: None.

Absent: Zurliene, Linthicum, Kuhn.

A majority of the Board voting aye, the motion carried, and the meeting adjourned at 7:45 pm.
