City of Carlyle Finance Committee met July 22.

Here is the minutes provided by the committee:

The meeting was called to order by Chairman Don Perez on Monday, July 22, 2019 at 6:30 p.m. Committee members present included Don Perez and John Hodapp. Kent Newkirk was absent. Others present included Robert Sainz, Dustin Bilbruck, Andy Brackett, Jeff Miller, Michael Jansen, Scott Diekemper, Logan Speiser, and Jeremy Weh.

After reviewing the minutes from July 8, 2019, John Hodapp made a motion to approve the minutes. Don Perez seconded the motion. After a voice vote, all were found in favor.

The first item on the agenda was the approval of claims. After reviewing the claims, John Hodapp made a motion to approve the claims. Don Perez seconded the motion. After a voice vote, all were found in favor.

The second item on the agenda was the tax levy discussion. JoAnn stated that this is normally passed in December, but that she wants to get it done before she leaves. The tax levy can be raised by 105 percent and JoAnn provided the Committee with two possible scenarios. The first scenario has the whole 105 percent going to Parks. This would raise the rate from 0.0659 percent to 0.0667 percent. The limit is 0.2 percent. The second scenario has the whole 105 percent going to IMRF. This would raise the IMRF rate from 0.0659 percent to 0.0667 percent. The limit is 0.2 percent. After a slight discussion, Don Perez made a motion to have the tax levy increase all go towards IMRF. John Hodapp seconded the motion. After a voice vote, all were found in favor.

There was no old business.

There was no new business.

The fifth item on the agenda was any other comments. John Hodapp inquired about the For-Sale sign on the Huelsmann property. Andy Brackett stated that it is almost finished. It has a metal roof and was built out of mostly scrap materials. JoAnn added that it will eventually become the sign for the Dog Park.

There were no public comments.

The Committee did not enter executive session so there were no executive session items on which to vote.

With no further business to discuss, John Hodapp made a motion to adjourn. Don Perez seconded the motion. Finding all in favor, the meeting was adjourned at 6:37 p.m.
