City of Carlinville City Council met Oct. 21.

Here is the minutes provided by the council:

PRESENT: Alderman Brockmeier, Alderman Howard, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held, Zoning Administrator Steve Parr Absent: Alderman Downey, Alderman Oswald

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Koller, motion passed unanimously.

Approval of Budget Officers Report/Treasurer’s Report/Police Report/Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed by Alderman Ober, seconded by Koller, motion passed unanimously.

Correspondence - None

Public Comment

Mayor complimented the Street Department for their hard work on Cherry Street over the weekend.

St. Jude’s Riders Gary Fulrath and Mike Kuelper were here to recognize the Mayor, City Council, Police Chief and Alderman McClain for always welcoming them into the City and setting up for lunch during their annual ride through Carlinville. They presented plaques to the Mayor and Alderman McClain.

Alderman McClain thanked the volunteers for the help with cleanup at the Recycling Center and thanked Roger Goodman for spearheading.

Alderman Koller thanked Lynn Reese for cleaning up brush at the lake.

Old Business

Add Territory Application – Opt. 1/ Enterprise Zone Program – Second Read/Motion was made by Alderman McClain, seconded by Ober to pass the application. Motion passed unanimously.

Ordinance Amending the Mac. Co. Enterprise Zone/Intergovernmental Agreement- Second Read/Motion was made by Alderman Link, seconded by Koller, to pass the ordinance, motion passed unanimously.

Ordinance Approving Financing for Water Interconnection – Second Read/ Motion was made by Alderman Ober, seconded by McClain to pass ordinance, motion passed unanimously.

Resolution to Authorize CoBank Water Account at UCB – Second Read/Motion to pass resolution was made by Alderman Ober, seconded by Koller, motion passed unanimously.

Salary Ordinance – Second Read / Motion was made to pass ordinance by Alderman McClain, seconded by Brockmeier, motion passed unanimously.

New Business

An Ordinance Establishing an Enterprise Zone within the City of Carlinville, Gillespie, Bunker Hill, Staunton and Macoupin Co., IL – First Read

An Ordinance Enacting a Policy Statement Expressing a Commitment to Encourage the Development of Business Entities and the Hiring of Minorities, Women and Persons with Disabilities – First Read

Recognition of Carlinville Bee City – The Mayor again recognized the City of Carlinville as the first Bee City in the State. Alderman Link then spoke of his personal interest in bees and Carlinville becoming a Bee City. Mayor then thanked Alderman Link and Mary Tinder in their work and efforts in this project.

New Water Policy Review – Public Works Committee has made changes to our water policy. They asked the council to review the changes, we will bring back to a future meeting and implement by the first of the year.

New High Service Pump – Water Plant / A new service pump is needed as a backup for the main pump that pumps water to town. A motion was made by Alderman Link, seconded by McClain to purchase a pump which would cost between $27,000-$30,000 and paid from the O & M fund, motion was then rescinded. Attorney O’Brien stated we need to take bids on the pump. A motion was then made by Alderman Link to allow Dan Held, Public Works Director to get bids for a second 100 HP pump and pay from the O & M fund, motion was seconded by McClain, and passed unanimously.

Screw Pump Repairs – A gear box needs to be replaced on a screw pump at the wastewater plant. The cost is approximately $20,000.00, a motion was made by Alderman Link, seconded by Koller to make the repairs to the pump and use the O & M fund for the repairs, motion passed unanimously.

Resolution of Adoption of the Mac. Co. Multi-Jurisdictional All Hazards Mitigation Plan – Motion was made by Alderman Ober, seconded by Brockmeier to approve resolution, motion passed unanimously.

Lake Lease Transfer – Motion was made by Alderman McClain, seconded by Brockmeier to approved lake lease transfer from LaPlant to Benedict/Kamp, motion passed unanimously.

Motion to adjourn was made by Alderman Koller at 8:00 p.m., seconded by McClain motion passed unanimously.
