City of Carlinville City Council met Oct. 7.

PRESENT: Alderman Brockmeier, Alderman Downey, Alderman Howard, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Alderman Oswald, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held, Zoning Administrator Steve Parr
Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Link, motion passed unanimously.
Approval of Budget Officers Report/Treasurer’s Report/Police Report/Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed bills by Alderman Ober, seconded by Downey, motion passed unanimously.
Correspondence
A Carlinville Christmas on the Square – Motion was made to approve and place on file closure of the first block of West Main, Dec 5-8, 2019 for a Carlinville Christmas on the Square, by Alderman Downey, seconded by Oswald, motion passed unanimously.
Charcoal Alley 2019 – October 19, 2019 – Motion was made to approve and place on file by Alderman Downey, seconded by Koller, motion passed unanimously.
Shriners Crippled Children - Motion was made to approve and place on file by Alderman Downey, seconded by Koller, motion passed unanimously.
Kimberlee Wills Correspondence – Motion was made to approve and place on file by Alderman Oswald, seconded by McClain, motion passed unanimously.
Black Widows Softball Team - Motion was made to approve and place on file by Alderman Downey, seconded by Koller, motion passed unanimously.
Public Comment
Ed Taylor spoke regarding pedestrian safety, and urged people to wear visible clothing and walk against traffic to remain visible.
Jamie Jackson, 312 East Main, would like to see an ordinance change to allow chickens in the city limits.
Dan Held informed the council and public that all of the oiling of roads was not completed, the roads specified at the lake will be oiled on Wednesday, October 9, 2020.
Old Business
Ordinance Adopting a Revised Code of Ordinances for the City of Carlinville – Second Read/Motion was made to approve ordinance by Alderman Link, seconded by Ober, motion passed unanimously.
Hire Part-Time Officer – Motion was made to approve hire of part-time police officer Zachary Girth, who is already trained and certified by Alderman Ober, seconded by Oswald, motion passed unanimously.
New Business
Approval of Contract for Attorney Leka – motion to approve resolution to hire Attorney Leka for labor issues was made by Alderman Downey, seconded by Oswald, motion passed unanimously.
Ordinance Amending the Macoupin Co. Enterprise Zone/Intergovernmental Agreement- First Read
Proclamation Illinois Association for Home and Community Education – Proclamation was read by the mayor. Marilyn Meir, Donna Little, Lois Killam, Beverly Leach, and Nancy Schien representing the organization were in the chamber and recognized.
Ordinance Approving Financing for Water Interconnection – First Read
Resolution to Authorize CoBank Water Account at UCB, also first read, Attorney O’Brien wanted to pass along with the above ordinance at the next meeting.
Roof Bids / City Hall- Motion was made by Alderman Oswald to take bids for replacing the roof of city hall and the library, seconded by Koller, motion passed with Howard abstaining. Cost will be split with the library.
Salary Ordinance – First Read
Motion to adjourn was made by Alderman Downey at 7:32 p.m., seconded by Brockmeier motion passed unanimously.
