City of Carlinville City Council met Sept. 16.

Here is the minutes provided by the council:

PRESENT: Alderman Brockmeier, Alderman Downey, Alderman Howard, Alderman Link, Alderman McClain, Alderman Ober, Alderman Oswald, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Lieutenant Derek Graham, Woodard & Curran Representative Dan Held, Zoning Administrator Steve Parr Absent: Alderman Koller

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Link, motion passed unanimously.

Approval of Treasurer’s Report/Police Report/Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed by Alderman Ober, seconded by McClain, motion passed unanimously.

Correspondence

Gene Sullivan Correspondence – Motion was made to approve Sullivan’s request to place tables in front of his storefront on the square and serve alcohol, by Alderman Downey seconded by Howard, motion passed with all voting aye, but Brockmeier abstaining.

Spirit Booster Correspondence – Correspondence was passed after a motion was made by Alderman Ober, seconded by McClain, motion passed unanimously.

Public Comment

Mayor advised the council and public that there will be a reception as Taylors Chili on September 23, from 3 – 4 p.m. honoring them as an Illinois Maker by the Great River & Routes Tourism Bureau.

Jeff Piggot and Justin Craig both asked questions about the safety of the water, Dan Held, Public Works Director addressed the issues again, assuring that it is safe to drink.

Old Business

IARWC Update – Cindy Campbell, Carlinville’s representative for IARWC gave a general update on the water company. She stated they are still waiting to begin test well drilling due to the high flood plain. She also said they now have a right to purchase on the plant site. The next hurdle is working on right of ways and easements, they are in the process of working on those documents. Mike Wallace from USDA attended their last meeting.

Engineering for IARWC Interconnect – Approval was given for the engineering and surveying services for the watermain interconnect to the IARWC Master Meter Station, along with approval for the mayor to enter into the agreement in the amount of $18,500.00, after a motion was made by Alderman Link, seconded by McClain, motion passed with all voting aye, but Downey voting nay.

Ordinance Renaming of Hoch Street – Ordinance renaming Hoch Street to Wall Street passed after a motion was made by Alderman Downey, seconded by Oswald, motion passed unanimously.

New Business

Municipal Cannabis Retailers Occupation Tax Ordinance – Ordinance passed after a motion was made by Alderman Oswald, seconded by Downey, motion passed unanimously. Ordinance will add 3% tax to cannabis being sold in the City of Carlinville, if that decision is made by the council.

Bee City Resolution – Resolution was passed by the council after a motion was made by Alderman Link, seconded by McClain, motion passed unanimously, making Carlinville one of the first bee cities in the state.

Lake Lease Transfer – Lake lease transfer from Steinkoenig to Loomis and Steinkoenig after a motion was made by Alderman Downey, seconded by Link, motion passed unanimously.

Hire Contractor Clearing Land – Campground/ Campground and surrounding 4 acres is in need of brush clearing. Lake Committee put the work out for bid and came to the council with the lowest bid from Walter Schmidt for $2,100.00. A motion to approve was made by Alderman Downey, seconded by McClain, motion passed unanimously.

Hiring of PT Police Officers – A motion was made to approve the hire of two new part-time officers by Alderman Ober seconded by Howard, motion passed unanimously. New officers are Caleb Hartwig and Hunter Sutton.

A motion was made to go into executive session at 7:52 p.m. by Alderman Ober, seconded by Oswald, motion passed unanimously.

Executive Session – Approval of Executive Session Minutes/Personnel/appointment, employment, compensation, discipline, performance or dismissal of specific employees

Motion was made to come back into open session after a motion was made by Alderman Ober, seconded by Oswald at 8:15 p.m., motion passed unanimously.

Executive Minutes were approved from 7/1/19, 5/6/19, 3/28/19, 2/19/18, 12/18/17, 2/5/18, 7/17/17, 6/19/17, 2/6/17, after a motion was made by Alderman Downey, seconded by Oswald, motion passed unanimously.

Compensation Deputy City Clerk – Motion was made for the city to pay for the Deputy City Clerk’s health insurance as it does for all employees, by Alderman Downey, seconded by Ober, motion passed unanimously.

Motion was made to adjourn by Alderman Downey at 8:20 p.m., seconded by Howard motion passed unanimously.
