Resolution – To Approve a Commercial Fish Removal Agreement with Fairl Lane based upon the receipt of the Commercial Fish Removal Special Use Permit between Fairl Lane, Illinois Department of Natural Resources, and the City of Taylorville provided the City receives from Fairl Lane.03 per pound for each fish taken from Lake Taylorville

Motion to authorize Alderman Olive to bid on necessary items for the City/Street Department at the Liquidation Auction of Urban Rental by Cory Craig Auctioneer

Motion to direct the City Attorney to prepare the necessary documents to approve the donation of the vacant lot located at 828 West Vandeveer to the Taylorville Community Unit School District 3

Motion to approve cabin reservations beginning March 30, 2020

Motion to recommend to the City Council to authorize and direct the Mayor to sign Pay Request #29 from Plocher Construction in the amount of $136,291.18 for work on the New Water Treatment Plant and forward the request to IEPA Low Interest Loan Program for disbursement and approve payment of same pending receipt of disbursement from IEPA, this conditioned upon receipt of signed mechanics lien waivers in this amount and recommendation by the Project Engineer that the work has been satisfactorily performed

Motion to recommend to the City Council to pay Benton & Associates $31,063.48 for work performed related to the construction of the New Water Treatment Plant from October 13, 2019 through December 7, 2019

Motion to recommend to the City Council to pay Clark-Dietz in the amount of $350.00 for work performed related to the construction of the New Water Treatment Plant from October 26, 2019 through November 29, 2019

COMMITTEE REPORTS

Discussions and/or Motions to approve/adopt and/or deny and/or table and/or amend and/or refer to an appropriate Committee in whole or in part the matters regarding the following subject matters discussed at the Committee level:

Emergency Services –

Motion to recommend to the City Council to approve the purchase of one Mavic 2 Enterprise Dual Aircraft from Company Fire Cam, Bellevue, IL, at a cost of $4,990.00($4,766.00 for Aircraft and $224.00 for training)

Motion to recommend to the City Council to ratify the grant application for and to approve the purchase of one turn key 2020 Dodge Charger from John Jones Pursuit Vehicles at a cost not to exceed $37,978.00, and to waive any bidding requirement for this purchase

Motion to recommend to the City Council to direct Mayor Barry to send a letter to the Board of Police and Fire Commission to hire a new Police Officer

Motion to recommend to the City Council to direct Mayor Barry to appoint a person as Mayor Pro-tem for the continuity of Government Plan

Motion to recommend to the City Council to approve the purchase of 6 sets of turnout gear for the Fire Department from Mac’s Fire & Safety Inc. at a cost not to exceed $12,192.00

Motion to approve and/or ratify payment of bills ($584,216.75)

• Per subparagraph (g) of 5 ILCS 120/2.06, this portion of the City Council Meeting is reserved for any person wishing to address the Council on any relevant subject matters concerning the City. The Illinois Open Meetings Act (5 ILCS 120/1 et seq.) mandates NO action shall be taken on subject matters not listed on the agenda, but the Council may direct staff to address the topic or refer the subject matter to a future Council and/or Committee Meeting. If anyone wishes to address the Council, please provide your name and address, limit your comments or presentation to three (3) minutes, and avoid repetitious comments. Thank you.

Motion to go into Closed Session pursuant to 5 ILCS 120/2 (c)(2) to discuss collective negotiating matters between the City and AFSCME Local 3349, Fire, and Police employees and their union representatives, and deliberations concerning salary schedules for such employees; and to further discuss any and all subject matters relating to any and all of the aforesaid subject matters thereto including, but not limited to, settlement negotiation, offers, issues and strategy, and to include, if present, the following persons to be present during all or part of such closed session, namely: the Mayor, Aldermen, City Clerk, City Treasurer, Human Resource Manager, City Attorney, and such other person or persons as the Mayor may decide during this City Council Meeting and/or during such closed session
