Call to Order

The Special Meeting was called to order at 6:13 p.m. by Mayor Michelle Markiewicz Qualkinbush.

Accept Call

Alderman Tillman moved, seconded by Alderman Smith, to accept call as presented.

Approve Collective Alderman Williams moved, seconded by Alderman Smith, to approve Bargaining collective bargaining agreement between Teamsters Local 700 and City.

Alderman Patton moved, seconded by Alderman Williams to approve Cleaning Services Contract with Cleaning Specialist Inc. in the amount not to exceed ($2,750.00) per month for five days per week; direct the City Treasurer to remit payment and charge to account #01099-52990. (for a six moth trail period for city hall)

Resolution No. 19-74

A Resolution Approving a Contract With Cleaning Specialists Inc. (CSI)

WHEREAS, the City of Calumet City has the authority to contract and be contracted with pursuant to 65 ILCS 5/2-2-12;

WHEREAS, THE City plans to enter into a contract with CSI to furnish all labor, equipment, cleaning materials and supervision necessary to provide the services being performed at Calumet City Hall located at 204 Pulaski Road, Calumet City, IL 60409 and the Department of Inspectional Security located at 670 Wentworth Avenue, Calumet City, IL 60409, according to the terms of the Contract attached hereto as Exhibit A;

WHEREAS, the appropriate city officials have considered and reviewed the Contract attached as Exhibit A and find the same to be in the best interests of the City;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Calumet City, Cook County, Illinois, as follows:

Section 1: Agreement for and Terms Authorized

The terms and conditions as shown in the contract, attached as Exhibit A, to this Resolution are hereby approved.

Section 2: Authorization of Agent to Execute and Act in Accordance With Agreement

The City Council further authorizes the Mayor or her designee and the City Clerk to execute the Contract and any and all documentation that may be necessary to carry out the intent of this Resolution. The officers, employees, and/or agents of the City shall take all action necessary or reasonable required by the City to carry out, give effect to, and consummate the intent of this Resolution.

Section 3: Effective Date

This Resolution shall be in full force and effect upon its passage and approval as required by law.

Accept 2019 Safer Hiring Grant and auth. hire of firefighters

Alderman Patton moved, seconded by Alderman Gardner to accept 2019 Safer Hiring Grant for the Fire Department; authorize the Board of Police and Fire Commission to hire four (4) firefighters.

Tag Days from

There was a lengthy discussion regarding the amendment to Chapter 15, Section 3-67, regarding solicitation from occupants of vehicles. (tag days). It was recommended for each alderman to research the effect of changes for tag days and report to the council at a later date.

Ordinance No. 19-51

An Ordinance Amending Section 2-107 (Chairman Pro Tem.) of Subdivision I (In General) of Division 3 (Rules or Order and Procedure) of Article III (City Council) of the Municipal Code of the City of Calumet City

WHEREAS, the City of Calumet City, Cook County, Illinois (the “City”) is a home rule municipality pursuant to Section 6(a), Article VII of the 1970 Constitution of the State of Illinois, and as such may exercise any power and perform any function pertaining to its government and affairs (the “Home Rule Powers”); and

WHEREAS, the Mayor and the City Council of the City of Calumet City (the “Corporate Authorities”) may from time to time amend the text of the Municipal Code of Calumet City when it is determined to be in the best interest of the City; and

WHEREAS, the Corporate Authorities find it to be in the best interests of the City and effective government to amend Section 2-107 of the Municipal Code of the City of Calumet City.

NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the City of Calumet City, Cook County, Illinois, by and through its home rule powers, as follows:

Section 1: That the above recitals and legislative findings are found to be true and correct and are hereby incorporated herein and made a part hereof, as if fully set forth in their entirety.

Section 2: That Section 2-107 of Subdivision I “In General” of Division 3 “Rules of Order and Procedure” of Article III “City Council” is hereby amended by removing the stricken language and adding the underlined language as follows:

Sec. 2-107. - Chairman pro tem./Deputy Mayor

The chairman of the committee on finance of the city council-shall-be-the-deputy-mayor. In the absence of the chairman of the committee on finance mayor, the most senior alderman shall act as the temporary chairman of meetings. In the absence of the chairman of the Committee on finance mayor and the most senior alderman, the City Council may elect an alderman to act as a temporary chairman. The temporary chairman pro tem. shall have only the powers of a presiding officer and a right to vote in his or her capacity as alderman on any ordinance, resolution or motion. The senior alderman shall be the deputy mayor. The deputy mayor shall assist the mayor on matters as directed by the mayor.

Section 3: If any section, paragraph, clause or provision of this Ordinance shall be held invalid, the invalidity thereof shall not affect any other provision of this Ordinance.

Section 4: All ordinances, resolutions, motions or orders in conflict with this Ordinance are hereby repealed to the extent of such conflict.

Section 5: This Ordinance shall be in full force and effect upon its passage, approval and publication as provided by law.

Approving Contract With Mall Engineer

Alderman Patton moved, seconded by Alderman Smith to pass the Resolution approving a Contract with Dennis Yatsko, Mall Engineer. (for service to the former Sears building)

A Resolution Approving a Contract With Dennis Yatsko, Mall Engineer

WHEREAS, the City of Calumet City has the authority to contract and be contracted with pursuant to 65 ILCS 5/2-2-12;

WHEREAS, THE City plans to enter into a contract with Dennis Yatsko, Mall Engineer, to maintain and take readings on the HVAC, electrical, gas and water systems for the property commonly known as Sears in River Oaks Mall, in accordance with the terms of the Contract attached hereto as Exhibit A;

WHEREAS, the appropriate city officials have considered and reviewed the Contract attached as Exhibit A and find the same to be in the best interests of the City;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Calumet City, Cook County, Illinois, as follows:
