City of Scottville City Commission met Nov. 18.

Here is the minutes provided by the commission:

The 1462nd Regular Commission Meeting of the Scottville City Commission was called to order at 5:30 p.m. by Mayor Krieger.

Roll Call was taken with the following members present:

Also, in attendance were City Manager Magaluk, Clerk Lester, Treasurer Shafer, Chief Riley, and Attorney Thompson.

ADDITIONS TO THE AGENDA

2nd Reading of revised Dog Ordinance,

APPROVAL OF AGENDA

19-171 Approve Agenda

Motion, by Krieger and seconded by Benyo to approve the agenda with noted addition.

Motion carried.

APPROVAL OF THE MINUTES

19-172 Approve Minutes

Motion, by Spencer and seconded by Cole, to approve the 1461st regular meeting minutes.

Motion carried.

APPROVAL OF THE BILLS

19-173 Approve Bills

Motion, by Spencer and seconded by Benyo, to approve the bills in the amount of $91,558.95

Motion carried.

HEARING OF THE CITIZENS

Bill Curran from the Senior Center formally invited the Mayor, Commission, Manager and City Hall staff to their annual Thanksgiving dinner. November, 24th at the Optimist Hall.

In addition, he wished to thank the DPW for assisting with winter safety of the center's parking lot, as well as the Police Department for the safety literature provided recently by Officer Skinner.

REPORTS

CITY MANAGER

Manager Magaluk's report was submitted for review. Magaluk had nothing to add.

CITY ATTORNEY

Attorney Thompson provided an update on the nuisance property at 112 S. Reinberg Ave. The Court ruled in favor of The City allowing us to move forward with the clean up of the exterior of the property. The cost of which will be added to the property taxes as a special assessment.

POLICE DEPARTMENT

Riley noted Officer Skinner has been working diligently on the enforcement of the International Property Maintenance Code for Premises Identification. City residents have responded well.

TREASURER'S REPORT

Revenue and Expenditure Report provided. Winter property taxes will be sent out at the end of November. Budget amendments will need to be completed before the end of the fiscal year for any needed adjustments. Finance committee will meet to go over said items, then present changes to commission for consideration.

COMMITTEE REPORTS

None

OLD BUSINESS

#1: Optimist project update. Copy of the proposed lease agreement provided by the Optimist Club and cost projections provided for review. Board stated their interest in acquiring the property, recog historical value to the community and the importance of keeping the hall and bandshell as a part of Scottville's downtown infrastructure. However, several expressed concern with multiple aspects of the lease that will need revision. No action is being taken to move forward without further financial information and deliberation, including discussion with the Optimist Club. Will forward to Finance Committee for further deliberation and recommendation.

#2: Dissatisfaction across the board with Jabrocki Excavating concerning the care of our sidewalks and downtown streets, Jabrocki has assured Magaluk that adjustments have been made and this will not be a problem moving forward. Weather has shifted again, so we have not seen this demonstrated. Spencer questioned/suggested a contingency plan, Magaluk will work on coordinating a secondary removal company. Residents are responsible for winter maintenance of the sidewalk adjacent to their property. Discussion held on ways to promote and educate residents on Ordinance(s) 95.36 and 95.42.

#3: 2nd reading of amended Dog Ordinance(s) 91.30 through 91.37. Changes include a leash law, guidelines on how to properly dispose of pet refuse, and a firm procedure in the event a resident wishes to own multiple

Motion, by Benyo and seconded by Spencer to approve and publish the final reading of the amended Dog Ordinance. Motion carried.

Thompson will complete the publication process.

NEW BUSINESS

19-175 MCRFA Rep Appt

#1: Rural Fire Authority Representative Reappointment.

Motion, by Krieger and seconded by Spencer to reappoint Bill Lehrbass as the MCRFA representative for the City of Scottville. Motion carried.

HEARING OF THE CITIZENS

Bill Lehrbass expressed appreciation for the continuation of his position with the MCRFA.

COMMISSIONERS REPORTS AND COMMENTS

Alway commended both Officer Skinner and Marc Hansen for their professionalism and quick response to the potential drowning that occurred November, 15th 2019. Alway also expressed the need for the Fire Department to have immediate access to an emergency response boat of their own.
