City of Harrisburg City Council met Dec. 19.

Here is the minutes provided by the council:

A public hearing was held at 5:45 p.m. to allow the citizens to discuss vacating the alley located at 40 S. Main Street and 35 S. Vine Street. There were no citizen comments.

The Harrisburg City Council met on December 19, 2019 at 6:00 p.m. in the Council Room of City Hall, Harrisburg, IL.

Mayor John McPeek called the December 19, 2019 meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson and Ron Morse answering roll call.

Pastor Bobby Gentry of the River of Life Pentecostal Church led the group in prayer and the Pledge of Allegiance.

Commissioner Roger Angelly made the motion to approve the consent agenda. Regular Meeting Minutes from December 05, 2019

Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Raymond Gunning made the motion to approve Ordinance 1800 for the 2019/2020 Tax Levy as presented for $1,845,327.00 with no increase. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Attorney Kolby Smithpeters asked to table vacating the alley located at 40 S. Main Street and 35 S. Vine Street. He is working on determining if this alley has been platted. He has been in contact with the petitioners.

Commissioner Roger Angelly made the motion to rescind the bid for 212 E. Ford Street for lack of payment. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly made the motion to rescind the bid for 322 W. Elm Street for lack of payment. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek stated he and Attorney Kolby Smithpeters will be working on a system regarding sealed bids in order to prevent lack of payment on future bids. This process requires time and work from the City Attorney and in turn cost the City money. Attorney Kolby Smithpeter will get back to Council on a procedure for sealed bids.

Commissioner Roger Angelly would like to make sure Saline County Ambulance Service will still be allowed to work in Saline County. Deaconess Illinois assured Commissioner Roger Angelly that Saline County Ambulance Service will still be able to work. Commissioner Roger Angelly announced that both facilities will meet to work this out because he does not want anyone to lose a job. The contract allows for mutual aid partners. The contract also allows for the patient to choose the provider. Saline County Ambulance will be given all County calls. Deaconess Illinois will be a provider for Harrisburg.

Commissioner Raymond Gunning stated this contract will allow the City to receive a guaranteed 24/7 coverage. He spoke with another city and stated it works well. It was highly recommended by another city. The contract will start February 01, 2020. Deaconess will not get 911 calls and will not be on the rotation list for the county. They will only be for the citizens of Harrisburg. The City will have the option to get out of the contract if necessary.

Commissioner Roger Angelly and Commissioner Raymond Gunning would like to make sure there is an ambulance service for the citizens of Harrisburg. Commissioner Roger Angelly would like both parties involved and this ordinance can be amended if necessary.

Commissioner Raymond Gunning made the motion to approve Ordinance 1801 for the Exclusive Ground Ambulance Service. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes, expect Rupert Johnson voting no. Motion carried.

Commissioner Raymond Gunning made the motion to approve the contract for the Ground Ambulance Provider Agreement for the City of Harrisburg and Deaconess. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes, except Rupert Johnson voting not. Motion carried. There will be a meeting between both parties to discuss the details.

Jim Williams from Williams and Associates presented the renewal rates for the 2020 health insurance rates. The renewal premium is flat. It went up 0.2% and the terms are better. The terms improved. The City is doing well and the fund has been set up well and is maintaining.

The general liability and auto renewal (Governmental Interinsurance Exchange) the renewal rates are stable. This is a great insurance company and has an excellent long term track record. The premium only went up by 0.4% and that was due to auto claims. This is a good renewal.

In the packet, Jim Williams included information regarding Cyber Liability. This has become a big issue. He passed out cases printed out about cyber-attacks. Cyber Insurance is something new and is being proposed to most entities. Chubb has been providing this insurance for over twenty years and the cost for $1,000,000.00 worth of insurance is $3,880 per year. This includes training and assistance on cyber security. They have a team that will help with issues to prevent cyber-attacks or hacks. This is a real risk for any entity with a lot of data. It is highly recommended. This insurance insures a business for a loss. Jim Williams has worked with the City’s current IT company regarding this Cyber Liability. Jim Williams will be available to meet with everyone to further discuss Cyber Liability.

Commissioner Roger Angelly made the motion to authorize Terri Jenkins, City Clerk to sign the health insurance renewal contract. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek opened a sealed bid for 212 E. Ford Street for $200.00 from Tonia Dalton. Commissioner Ron Morse made the motion to approve the sealed bid from Tonia Dalton for 212 E. Ford Street for $200.00. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Fire Chief John Gunning presented a Mobile Home Permit Application from Jeffrey and Patricia Street at 1006 S. Land Street. The home was destroyed by fire. The home has been torn down and cleaned up. He would like to put in a new double wide. He has met the requirements.

Fire Chief John Gunning stated he contacted some of the contractors within the City regarding the 403 N. Main Street Property which is possibly being donated to the City and they have not gotten back to him yet. He would like to table this issue before taking this property.

Curtis Rowlen, ESDA Director stated on October 03, 2019, he was authorized to change the frequency on the storm sirens. In that process, the FCC Coordinator came up with a frequency close to the Johnson County Sheriff’s Department. One of the things required is that we get a Statement of Concurrence. He presented the Statement of Concurrence to Council.

Commissioner Roger Angelly authorized the City Clerk to sign the Statement of Concurrence. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Matt Tosh from Brown and Roberts Inc. wished everyone a Merry Christmas and a Happy New Year. He presented the 2014 Water main Rehabilitation Phase II Project. This is an ordinance authorizing the City to borrow funds from the Illinois Environmental Protection Agency Public Water Supply Loan Program. The amount is up to $3,300,000.00 for the project. This is allows the City to borrow up to that amount, not necessary that amount and allows the City to open bids to see where they come in at.

Commissioner Roger Angelly made the motion to accept Ordinance 1802 Authorizing the City of Harrisburg, Saline County, Illinois to Borrow Funds from the Public Water Supply Loan Program. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Attorney Robert Wilson asked to discuss litigation in Executive Session. Attorney Robert Wilson suggest to table ratification of union contract at this time.

Commissioner Roger Angelly made the motion to hire Ryan Collins in the Sewer Department at $17.00 per hour effective January 01, 2020 subject to the conditions of the pre-employment contract. Seconded by Commissioner Raymond Gunning.. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly informed council he is looking a different options for longer term so our guys can get trained. There are a couple of companies for long term. He thinks our current guy will probably be a short term contract employee.

Commissioner Rupert Johnson made the motion to authorize Attorney Kolby Smithpeters to obtain an easement from Long John Silvers for the sidewalk extension. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek wished everyone a Merry Christmas and a Happy New Year.

Commissioner Ron Morse made the motion to go into Executive Session. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson and Ron Morse answering roll call.

Mayor John McPeek stated no action was taken on Collective Bargaining or Litigation.

Commissioner Ron Morse made the motion to adjourn. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
