Village of New Baden Village Board met Jan. 21.

Present and answering to roll call: Mayor Christy Picard; Trustees Bob Oster, Taylor Zurliene, Randy Joe Linthicum, and Nicole Pederson. Absent: Trustees Tom Kuhn and Chris Locke. Staff Members Present: Village Clerk Teri Crane; Village Administrator Erika Kennett; Attorney Doug Gruenke of Bruckert, Gruenke & Long, P.C.; Chief of Police Chuck Mackin; Public Works Laborer Tim Deien; and Chief Building & Zoning Official Jerry Green; and Treasurer Casey Pierce. Staff Members Absent: Commissioner of Public Works Ronald V. Renth and EMS Director Allen Gilbert.
Treasurer Casey Pierce provided the November and December Treasurer’s Report for Board review.
Peggy Ogden, 403 E Hanover St, confronted the Board regarding the Administrative Review of the October 24, 2019, Zoning Hearing that was addressed at the December 2, 2019, regular meeting. She was informed that she needs to seek legal counsel to proceed with this issue.
Doug & Tricia Billhartz, 204 W Cedar St, stated they are still having issues getting their alley addressed. They were previously present at the December 2, 2019, regular meeting to discuss an issue in their driveway; their driveway is right off of an alley. A neighbor had some sewer work done and the excavation company did not return the ground to its original conditions, leaving a pile of dirt on the Billhartz property. Trustee Oster stated he and Public Works Laborer Tim Deien will address their issue.
Byron Lewis, 1104 Jessica Dr, was present to discuss his concerns over the lack of publication regarding the 2020 Tax Levy. Requirements for publication were explained to him and he requested a copy of the Public Notice that appeared in the Clinton County News on December 12, 2019.
Conner Cooper, a local Boy Scout, was in attendance; he is working on a Citizenship and Community Badge.
A motion was made by Trustee Oster and seconded by Trustee Zurliene to approve the Consent Agenda, which includes the of payment of current invoices and the Minutes from the November 4, 2019, Regular Meeting, and the November 27, 2019, Special Meeting. The Regular Meeting on November 18 was canceled due to lack of quorum. December meeting minutes will be presented at the next regular meeting.
Ayes: Oster, Zurliene, Linthicum, Pederson.
Nays: None.
Absent: Kuhn, Locke.
A majority of the Board voting aye, the motion carried.
Discussion on hiring a full-time employee for duties with Village Hall, EMS, and the Police Department. The position would be split accordingly: EMS, 10%; Police, 20%; Administration, 20%; Water, 25%; and Sewer 25%. This position would replace two (2) part-time positions that have been at Village Hall and the Police Department. The EMS Department has some new Medicaid reporting requirements that need to be met, hence the inclusion in this position.
EMS Director Allen Gilbert arrived at 7:33pm.
The proposed salary ranges is $30,000 to $35,000, not including health insurance and retirement benefits. Discussion included going back to two (2) part-time positions, with no benefits, and the two (2) positions splitting time at Village Hall or to proceed with one (1) full-time position. This topic is being sent to the Personnel Committee for further discussion.
A motion was made by Trustee Zurliene and seconded by Trustee Oster to approve the hire of Brian Salvi as a part-time Police Officer.

Absent: Kuhn, Locke.
A majority of the Board voting aye, the motion carried.
Trustee Linthicum wanted to congratulate the Wesclin Athletic Boosters for the Basketball Tournament held over the weekend. Also that the “Little Dribblers” Basketball program is getting rebooted in January.
There being no further business to be brought before the Village Board, a motion was made by Trustee Linthicum and seconded by Trustee Oster to adjourn the meeting.

Nays: None.
Absent: Kuhn, Locke.
A majority of the Board voting aye, the motion carried, and the meeting adjourned at 7:45pm.
