City of Carlyle City Council met May 11.

The Carlyle City Council was called to order by Mayor Judy Smith at 7:00 p.m. via Zoom due to COVID-19 shelter in place order.
The meeting opened with the Pledge of Allegiance.
Aldermen remotely present were Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Mchael Jansen, and Logan Speiser.
City employees remotely present were City Administrator Andy Brackett, City Attorney Joe Heiligenstein, and City Clerk Rita Jurgensmeyer.
Others remotely present were Ross Meyer, Matt Wilson, Jean VanDorn, and Tony Petrea
A motion was made by Alderman Don Perez and was seconded by Alderman Kent Newkirk to approve the minutes from the April 27, 2020 regular meeting. The motion was unanimously approved by roll call vote. Aye: Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Michael Jansen, and Logan Speiser. Nay: none.
Alderman Don Perez made a motion to accept the treasurer’s report as presented. The motion was seconded by Alderman Scott Diekemper and approved unanimously by roll call vote. Aye: Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Michael Jansen, Logan Speiser, and Kent Newkirk. Nay: none.
Alderman Don Perez made a motion to approve the payment of the claims against the City. The motion was seconded by Alderman John Hodapp and approved unanimously by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Michael Jansen, Logan Speiser, Kent Newkirk, and Shannon Petrea. Nay: none.
City Administrator Andy Brackett reported for Keith Housewright. He has submitted his budget to the library board, and it passed. He said the Library is still closed.
City Administrator Andy Brackett reported for Dave Miller. He said all the highway lights are replaced and the downtown lights are also replaced.
City Administrator Andy Brackett reported for Joe Behrman. He said that the clean up week went well. They will start getting the roads ready for oil and chipping. The Krebs Hill resurfacing is scheduled to start Thursday, May 14th. Andy Brackett said he sent notifications to all the residents that this will affect.
Mayor Judy Smith said that FY21 Budget Hearings will be on May 26th and June 8th at 6:45 p.m. She said that, hopefully, the on the one on June 8th we will be in person.
Mayor Judy Smith then informed the Council that the next meeting needs to be moved to May 26th due to the Memorial Day holiday.
Alderman John Hodapp made a motion to move the meeting from May 25th to May 26th. Alderman Don Perez seconded the motion and it was approved. Aye: Don Perez, John Hodapp, Michael Jansen, Logan Speiser, Kent Newkirk, Shannon Petrea, and Scott Diekemper. Nay: none. Alderman Jeremy Weh lost connection so he did not vote on this motion.
Mayor Judy Smith read a proclamation declaring May 2020 Graduate Recognition Month. A motion was made by Alderman Logan Speiser and seconded by Alderman Shannon Petrea to approve the proclamation declaring May 2020 Graduate Recognition Month. The motion was approved unanimously. Aye: John Hodapp, Jeremy Weh, Michael Jansen, Logan Speiser, Kent Newkirk, Shannon Petrea, Scott Diekemper, and Don Perez. Nay: none.
Mayor Judy Smith said that the Library Board sent her the name of Horacio Guzman to be appointed to the Library Board for a three-year term.

City Administrator Andy Brackett explained the partnership with the Crazy Eights for Christmas in Carlyle. A $3,000.00 partnership with the Crazy Eights will be paid from Fund 24 – Christmas in Carlyle.
Alderman Kent Newkirk made a motion to approve the $3,000.00 partnership with Crazy Eights for Christmas in Carlyle. The motion was seconded by Alderman Mike Jansen and approved unanimously by roll call vote. City Administrator Andy Brackett said that they had the bid opening for the FY21 Motor Fuel Tax program. Don Anderson Company had the lowest bid for the oil for $39,413.00 and Beelman Logistics, LLC had the lowest bid for the CA-6 rock for $14,385.91 and CA-16 rock for $3,915.00. It was recommended by H. M. & G. to go with Don Anderson Company and Beelman Logistics, LLC.
Alderman Scott Diekemper made a motion to accept the FY21 Motor Fuel Tax bids from Don Anderson Company and Beelman Logistics, LLC. The motion was seconded by Alderman Jeremy Weh and approved unanimously by roll call vote. Aye: Logan Speiser, Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh and Michael Jansen. Nay: none.
City Administrator Andy Brackett explained that a few months ago a bid was accepted for the clearwell inspection at the water plant. There were some problems with miscommunication with H. M. & G. and the company receiving the bid. H. M. & G. found a different bid with Liquid Engineering Corporation for $2,685.00 for the clearwell inspection at the water plant.
Alderman John Hodapp made a motion to accept the bid from Liquid Engineering Corporation for $2,685.00 for the clearwell inspection at the water plant. Alderman Kent Newkirk seconded the motion and it was approved unanimously by roll call vote. City Administrator Andy Brackett gave a COVID-19 update. He said that this will be the last week for employee rotations. They will go back to it if needed. They are encouraging the employees to stay home if they are sick. They have plenty of hand sanitizer and face masks. He then spoke of the governor’s five phase plan. The way he understands it we will not be able to have gatherings of more than 50 people until we reach phase five. He said this will negatively impact any programming they do for the summer. He has spoke with City Attorney Joe Heiligenstein about the liability for the City. Joe Heiligenstein feels that if the execution order is in effect it is imperative that we error on the side of caution from the safety and liability standpoint. If an outbreak can be traced back to a City function it would expose the City to liability and possibly a very expensive lawsuit. He explained that the executive order is enforced like a law even though it is not a statute under the constitution of the State of Illinois.
City Administrator Andy Brackett then asked the council if they would like to have the pool, summer camps, and summer programs on the May 26th meeting agenda. Alderman Shannon Petrea asked if they would prepare the pool for opening even in it does not open to the public. City Administrator Andy Brackett explained what would need to be done to open the pool. Mayor Judy Smith said to put the pool opening, summer camps and summer programs on the agenda for the May 26th meeting.
At 7:34 p.m. Alderman Don Perez made a motion to adjourn. The motion was seconded by Alderman Logan Speiser and was unanimously approved by roll call vote. Aye: Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Michael Jansen, Logan Speiser, and Kent Newkirk. Nay: none.
