Village of Germantown Board of Trustees met Jan. 21.

The regular monthly Board meeting of the President and Board of Trustees for the Village of Germantown was held on January 21, 2020 at 7:00 p.m. Those present included the following: Trustees: Ken Albers, Michael Albers, Ken Brauer, Roger Rickhoff, Jerald Schroeder and Brad Schroeder. Village President Duane Ripperda, Clerk Dawn Lakenburges, Village Attorney Aaron Epplin, Police Chief Jeff Wuebbles, and Supt. Steve Mullins and were also present. Guests included Ann Heilegenstein of HMG Inc.
The minutes of the previous month’s meetings were available for review. A motion to approve the minutes as presented was made by Trustee Ken Brauer, second by Trustee Brad Schroeder. Motion carried.
Ann Heilegenstein was present to discuss the current progress of the Water & Sewer Replacement Project. The EPA has approved the construction permits for both projects. We are waiting to hear from IEPA on whether the Village will receive a low interest loan. Once the loan is approved, the next step is to set out for bids. The timing will be determined by the “forgiveness funds” the State has. The next step is to approve the Construction Engineering agreement with HMG. Ann presented the Board with the contracts. Trustee Jerald Schroeder made a motion to approve the Water Construction Engineering Agreement. Trustee Ken Albers seconded the motion and the motion carried. Trustee Michael Albers made a motion to approve the Sewer Construction Engineering Agreement. Trustee Roger Rickhoff seconded the motion and the motion carried.
Police Chief Jeff Wuebbles gave his report next. Wuebbles said he is working on getting cameras at the church and the parks. He has requested Spassfest funding and will be attending the next Parish Council meeting looking for funding.
Officer Dawson Huelskamp is now full-time and working out well. He will be in a mandatory 80/hr update course in the next weeks.
Three female suspects were apprehended after a recent incident at the Dollar General store.
Wuebbles also said the Zoning Board will be meeting to discuss a couple cases and reviewing the Village’s mobile home rules and regulations.
Supt. Steve Mullins gave his report for December.
On behalf of Lora Schultz, Clerk Lakenburges asked about an additional street light on Linda St. The current lights fall within the code of ordinances so the request was denied.
A plat was presented on the subdivision of lot 5 in Timberlake Subdivision. Trustee Ken Brauer made a motion to approve the plat. Trustee Brad Schroeder seconded the motion and the motion carried.
Attorney Aaron Epplin reported that the Red Deuce re-paid their TIF deal as stated in their agreement. Epplin also said he will be working on some Ordinance updates for next months meeting along with the Charter Franchise extension.
Trustee Ken Albers made a motion to adopt Ordinance 2020-01, AN ORDINANCE AMENDING SECTIONS 38-4-4OF ARTICLE IV, CHAPTER 38 OF THE REVISED CODE OF ORDINANCES OF THE VILLAGE OF GERMANTOWN, CLINTON COUNTY, ILLINOIS (regarding water and sewer rates). Trustee Michael Albers seconded the motion and the motion carried.
Trustee Jerald Schroeder made a motion to pay all bills as presented. Trustee Michael Albers seconded the motion and the motion carried.
Trustee Brad Schroeder then made a motion to adjourn the meeting. Trustee Michael Albers seconded the motion and the motion carried. Meeting adjourned 7:50 pm.
