Village of Vernon Hills President and Board of Trustees met June 16.

Here is the minutes provided by the board:

I, President Byrne called the meeting to order at 7:01 PM,

II. Roll call indicated the following Board Members present: President Byrne, Trustees Koch, Brown, Schultz, and Oppenheim. Trustees Marquardt and Takaoka were absent. A quorum was established.

Also present were: Village Manager Fleischhauer, Assistant Village Manager Petrillo, Director of Community Development Atkinson, Public Works Director Brown, Chief Kreis, Deputy Chief Zimmerman, Finance Director Fairbairn, Village Attorney Ferolo, and Recording Secretary Koehl.

III. The Pledge of Allegiance was given.

Trustee Takaoka joined the meeting at 7:04 PM,

IV. Citizens Wishing to Address the Board

V. Officials Reports

A. Village President President Byrne thanked the community for the recent peaceful assembly where people expressed their frustration and anger. He acknowledged all that we are facing as individuals, as a community and as a nation, Mayor Byrne noted how racism, systemic discrimination, and inequality impacts the lives of our friends, neighbors and our families. He encouraged everyone to build on this awareness and make sure to be inclusive and support everyone,

We have received many calls and messages about police reform and accountability, and we are listening. He stated that he believes we have good people serving in Vernon Hills, and if our officers continue to serve with honor and respect for everyone, they will continue to have the respect of the community.

Chief Kreis also thanked the community for their responsible protest, and for their patience when we had to safeguard our community due to the threat of looters and criminal actions recently. He spoke about how the police department is committed to keeping the peace and are accountable for their actions. He stated that he is committed to meeting the communities high expectations,

B. Village Manager

1. Village Manager Fleischhauer advised the next Village Board Meeting is scheduled for July 7, 2020 at 7:00 PM. 

2. Village Manager Fleischhauer advised that the State of Emergency in the Village of Vernon Hills is extended until July 7, 2020 per Declaration 20-07. 

3. Village Manager Fleischhauer advised that the state of Illinois is expected to move to phase 4 on June 26th, allowing up to 50 people to gather. He polled Board Members regarding moving Village meetings back to their regular format. The Board will discuss the matter and decide, as the next meeting date gets closer.

V. Omnibus Vote Agenda 

President Byrne called for a motion to approve the Omnibus Vote Agenda Items A-D. Village Manager Fleischhauer pulled item B to be voted on separately. Motion by Trustee Schultz second by Trustee Oppenheim to approve the Omnibus Vote Agenda Items A, C and D. 

Roll call vote: 

AYES: 6 - Byrne, Schultz, Oppenheim, Takaoka, Brown, Koch 

NAYS: 0 - None

ABSENT AND NOT VOTING: 1 - Marquardt 

Motion carried.

A. DEPARTMENT REPORTS

1. POLICE DEPARTMENT REPORT - APRIL 2020 

C. APPROVAL OF VILLAGE BOARD MINUTES OF JUNE 2, 2020 

D. APPROVAL AND PASSAGE OF ORDINANCE 2020-082 AN ORDINANCE AUTHORIZING APPROVAL OF PAYMENT TO ADVANCED BUSINESS NETWORKS INC. FOR VILLAGE HALL STORAGE AREA NETWORK UPGRADE PHASE 2 NOT TO EXCEED $68,000

Item B was pulled and voted on separately. Village Manager Fleischhauer advised that there was a ten cent scrivener error, and the amount of the Voucher List dated June 16, 2020 should read, $1,374,433,43. 

President Byrne called for a motion to approve the Omnibus Vote Agenda  Item B, with the correct amount to be $1,374,433,43. Motion by Trustee Schultz second by Trustee Oppenheim to approve the Omnibus Vote Agenda Item B with the corrected amount. 

Roll call vote: 

AYES: 6 - Byrne, Schultz, Oppenheim, Takaoka, Brown, Koch 

NAYS: 0 - None 

ABSENT AND NOT VOTING: 1 - Marquardt 

Motion carried.

B. APPROVAL OF VOUCHER LIST OF BILLS DATED JUNE 16, 2020 IN THE AMOUNT OF $1,374,433.33 $1,374,433.43

Motion by Trustee Oppenheim second by Trustee Schultz to adjourn the Board Meeting, Voice Vote: All in favor. Motion carried.
