Village of Germantown President and Board of Trustees met June 16.

The regular monthly Board meeting of the President and Board of Trustees for the Village of Germantown was held at 7:00 p.m. Those present included the following: Village President Duane Ripperda, Trustees: Ken Albers, Michael Albers, Ken Brauer, Roger Rickhoff, Jerald Schroeder and Brad Schroeder. Clerk Dawn Lakenburges, Village Attorney Aaron Epplin, Police Chief Jeff Wuebbles were also present. Supt. Steve Mullins was present via ZOOM. Guests included Jessica Santel and Colby Voss from the Spassfest.
The minutes of the previous month’s meetings were available for review. A motion to approve the minutes as presented was made by Trustee Michael Albers, second by Trustee Ken Albers. Motion carried.
Santel and Voss were present to give an update on the Spassfest. Because the State of Illinois is entering the Phase 3 of reopening from the Covid-19 pandemic, the Spassfest, as it’s known, will not happen this year. The plan is to have the breakfast on Sunday, August 16, 2020, then the raffle. They are hopeful to have more if the state allows festival liquor licenses. They also plan to have a band in the afternoon at the park. The Spassfest is asking permission from the Village to hold a “pub crawl” on Saturday night, allowing alcohol on the streets. The Board approved the “pub crawl” and Santel/Voss said they would keep the Village updated on their plans.
A few residents had questions regarding yard sales during the pandemic. The Board said they had no problem with residents holding yard sales.
Village President Duane Ripperda asked the Board about getting a plan to dispose of the yard debris at the dump. The piles are getting large and encroaching on others property. This was tabled for more information.
President Ripperda also said he received a message from Curt Holtmann, manager of the Legion, saying the Legion was opening in July. President Ripperda said this does not go along with the reopening plan of the governor. He also said if things get out of hand, the Village will have to step in.
Supt. Steve Mullins gave his report next. Mullins also talked about the phone system for the water plant. The bill from AT&T is nearing $1000/per month. He is working on a high speed modem network to eliminate the AT&T land line. The cost to be under $6000. Trustee Ken Albers made a motion to spend up to $6000 on the phone system. Trustee Ken Brauer seconded the motion and the motion carried.
Oil dates have been set for July 23 & 26 and a couple rain dates the end of August.
A discussion was held on the sidewalk across the street from the Village Hall. Alex Diekemper, property owner, cut the sidewalk to install a new sewer line to his home. He is entertaining the idea of a combination project. He proposed the idea of him paying for all the concrete if the Village did the labor to replace the entire sidewalk across his property line or possibly the whole street. If the Village is not in agreement, he will just replace the area he cut. This was sent to the Street & Sidewalk Committee for further review.
Mullins said they repaired the areas of the culvert behind Rick Sherman’s house.
Carlyle Southwest Water had approached the Village several months ago asking permission to install an antenna on the water tower. It seems the project is moving forward. After a brief discussion, Trustee Michael Albers made a motion to allow permission with a written agreement. Trustee Brad Schroeder seconded the motion and the motion carried. Attorney Aaron Epplin will report back next month with a draft agreement.
Trustee Michael Albers said the Committee will meet in the next month or two to discuss the upcoming trash contract.
Trustee Brad Schroeder, Building & Equipment Committee Chairman, said they will be viewing a demonstration on a Hydro Excavation Pump from Key Equipment. The pump will be used in water main repair along with numerous other issues. The cost of a new pump is $35K+ but they are hoping to locate a used piece of equipment. The committee will report back next month.
Trustee Roger Rickhoff, chairman of the Street & Sidewalk Committee, said he was approached by Jim Lampe of Germantown Trust & Savings Bank. The bank will be replacing the part of the drive-thru entrance and was hoping to have the sidewalk replaced as well. Rickhoff told Lampe that the sidewalk is damaged from the drive-thru traffic and to include it in their project, the Village will not replace the sidewalk.
Rickhoff said he checked into a lighted warning light at the crosswalk at Henry Street. The cost will be a minimum of $5000. He didn’t it was a feasible project for the Village to consider.
Village Attorney Aaron Epplin presented the Board with an ordinance updating the current drug paraphernalia and cannabis ordinances. With that Trustee Ken Brauer made a motion to adopt Ordinance 2020-06, AN ORDINANCE AMENDING ARTICLE VIII, CHAPTER 27 AND REVOKING ARTICLE IX, CHAPTER 27 OF THE REVISED CODE OF ORDINANCES OF THE VILLAGE OF GERMANTOWN, CLINTON COUNTY, ILLINOIS. Trustee Roger Rickhoff seconded the motion and the motion carried with a roll call vote showing the following trustees voting “Aye”: Ken Albers, Michael Albers, Ken Brauer, Roger Rickhoff, Brad Schroeder and Jerald Schroeder.
Trustee Michael Albers made a motion to adopt Ordinance 2020-07, AN ORDINANCE CREATING SUBSECTION (A)(4)(c) OF SECTION 24-6-3, ARTICLE VI, CHAPTER 24 AND SCHEDULE “E” OF THE REVISED CODE OF ORDINANCES OF THE VILLAGE OF GERMANTOWN, CLINTON COUNTY, ILLINOIS. Trustee Ken Brauer seconded the motion and the motion carried with a roll call vote showing the following trustees voting “Aye”: Ken Albers, Michael Albers, Ken Brauer, Roger Rickhoff, Brad Schroeder and Jerald Schroeder.
Trustee Michael Albers made a motion to pay all bills as presented. Trustee Ken Brauer seconded the motion and the motion carried.
Trustee Ken Brauer then made a motion to adjourn the meeting. Trustee Ken Albers seconded the motion and the motion carried. Meeting adjourned 8:20 pm.
