Village of New Baden Village Board met June 15.

Here is the minutes provided by the board:

The Regular Meeting of the New Baden Village Board was held remotely via Zoom Meetings. The meeting was allowed to be held telephonically by Illinois Executive Order 2020-07 dated March 16, 2020, due to the COVID-19 pandemic, without a physical quorum of the New Baden Village Board present. The public could observe and comment, when appropriate, by connecting on line through Zoom Meetings or calling in to participate. Mayor Picard called the meeting to order at 7:00 pm.

Present and answering to roll call via audio and video conference: Mayor Christy Picard; Trustees Taylor Zurliene, Nicole Pederson, Chris Locke and Tom Kuhn. Absent: Trustees Bob Oster and Randy Joe Linthicum. Staff Members Present: Village Clerk Teri Crane; Village Administrator Erika Kennett; Attorney Doug Gruenke of Bruckert, Gruenke & Long, P.C.; Attorney Luke Behme; Public Works Commissioner Ron Renth; Chief of Police Chuck Mackin; EMS Director Allen Gilbert; and Chief Building & Zoning Official Jerry Green. Staff Members Absent: Treasurer Casey Pierce;

Peaceful Protests

Chief of Police Mackin stated that the peaceful protest held on June 10 in New Baden was uneventful. The New Baden Police Officers made every effort to keep everyone safe.

Treasurer’s Report

Board members reviewed the May 2020 Treasurer’s Report prepared by Treasurer Pierce. Administrator Kennett gave a few comparisons from May 2019 to May 2020.

Consent Agenda

A motion was made by Trustee Zurliene and seconded by Trustee Pederson to approve the Consent Agenda, which includes the of payment of current invoices and Minutes from the Regular Meeting on June 1, 2020.

Ayes: Zurliene, Pederson, Kuhn, Locke.

Nays: None.

Absent: Oster, Linthicum.

A majority of the Board voting aye, the motion carried.

Ordinance: 2020-06- 15-A: Authorizing Outdoor Seating Areas for Restaurants During the Illinois State of Emergency Declared by the Illinois Governor Resulting from the Infection of COVID-19

A motion was made by Trustee Zurliene and seconded by Trustee Kuhn to approve Ordinance 2020-06-15-A: Authorizing Outdoor Seating Areas for Restaurants During the Illinois State Of Emergency Declared by the Illinois Governor Resulting from the Infection of COVID-19 in the State of Illinois. Under Executive Order 2020-32 issued by the Illinois Governor on April 30, 2020, allows restaurants to serve food and alcohol in outdoor seating areas during the Illinois State of Emergency surrounding the spread of COVID-19 with certain regulations to be met. This ordinance will automatically be rescinded on October 31, 2020, unless extended by action of the New Baden Village Board.

Ayes: Zurliene, Pederson, Kuhn, Locke.

Nays: None.

Absent: Oster, Linthicum.

A majority of the Board voting aye, the motion carried.

Ordinance: 2020-06- 15-B: Authorizing the Delivery and Carry Out of Mixed Drinks

A motion was made by Trustee Zurliene and seconded by Trustee Locke to approve Ordinance 2020-06-15-B: Authorizing the Delivery and Carry Out of Mixed Drinks. On June 2, 2020, the Illinois Governor signed into law Public Act 101-0631, which allows the deliver and carry out of alcoholic mixed drinks with very specific regulations to be met. This ordinance will automatically be rescinded on June 1, 2021.

Ayes: Zurliene, Pederson, Kuhn, Locke.

Nays: None.

Absent: Oster, Linthicum.

A majority of the Board voting aye, the motion carried.

Resolution 2020-06- 15-A: In Support of the Creation of the New Baden Park Boosters

A motion was made by Trustee Locke and seconded by Trustee Pederson to approve Resolution 2020-06-15-A: Resolution In Support of the Creation of the New Baden Park Boosters. Justin Dunning, a Village resident, has proposed the creation of a park booster club to support the improvements and use of the Park. Mr. Dunning has proposed that the park booster club will be a not-for-profit corporation, governed by a board of directors. The park booster club will raise funds to support improvements at the Park. The Village of New Baden desires to express its support for the New Baden Park Boosters. Mr. Dunning was on the Zoom call to answer any questions. Mr. Dunning and Jeff Stroot, another resident, recently secured outdoor turf for the batting cage located in the Park.

Ayes: Zurliene, Pederson, Kuhn, Locke.

Nays: None.

Absent: Oster, Linthicum.

A majority of the Board voting aye, the motion carried.

Rescind Motion from May 4, 2020 Authorizing Employee Dental Insurance through Warma Witter Kreisler & Associates Inc.

A motion was made by Trustee Zurliene and seconded by Trustee Pederson to Rescind the Motion made and approved on May 4, 2020, authorizing Employee Dental Insurance through Warma Witter Kreisler & Associates Inc. After the approval in May, it was discovered that this plan does not cover retired employees. Retired Police Officer Angela Wagner still utilizes the Village’s Health Insurance; she pays the premiums for the policies.

Ayes: Zurliene, Pederson, Kuhn, Locke.

Nays: None.

Absent: Oster, Linthicum.

A majority of the Board voting aye, the motion carried.

Employee Dental Insurance: IPBC Met Life Dental Insurance

A motion was made by Trustee Zurliene and seconded by Trustee Pederson to authorize Employee Dental Insurance through the Intergovernmental Personnel Benefit Cooperative (IPBC) from Met Life Dental Insurance. The new coverage will be effective August 1, 2020.

Ayes: Zurliene, Pederson, Kuhn, Locke.

Nays: None.

Absent: Oster, Linthicum.

A majority of the Board voting aye, the motion carried.

Agreement Between Protestant Memorial Medical Center, Inc and New Baden EMS Regarding Memorial Acting as a Resource Hospital for South- western Illinois EMS System and Providing Medical Control Oversight

A motion was made by Trustee Zurliene and seconded by Trustee Kuhn to authorize an Agreement between Protestant Memorial Medical Center, Inc dba Memorial Hospital and Village of New Baden EMS regarding Memorial acting as a resource hospital for Southwestern Illinois EMS System and providing medical control oversight for the New Baden EMS. Memorial Hospital recently entered into a Master Subscription and License Agreement with ESO Solutions Inc.

Ayes: Zurliene, Pederson, Kuhn, Locke.

Nays: None.

Absent: Oster, Linthicum.

A majority of the Board voting aye, the motion carried.

Park Guidelines under “Restore Illinois” Plan

Discussion on opening of the Hockey Rink and Basketball Court at the Community Park under the Restore Illinois Plan. Guidelines will be reviewed and if possible, those items will be opened back up at the park along with the Tennis Court.

Legion Memorial Pool & Mosquitos

It was questioned with the Legion Memorial Swimming Pool being closed for the season what action is being taken to control mosquitos. Administrator Kennett reported that the Public Works Department is monitoring the Pool and treating with Larvacide.

There being no further business to be brought before the Village Board, a motion was made by Trustee Pederson and seconded by Trustee Zurliene to adjourn the meeting.

Ayes: Zurliene, Pederson, Kuhn, Locke.

Nays: None.

Absent: Oster, Linthicum.

A majority of the Board voting aye, the motion carried, and the meeting adjourned at 7:33 pm.
