Ordinance – An Ordinance Amending 6-4-3-1 of Taylorville City Code (re: adding no parking on north side of West Wilson Street from 311 West Wilson Street to curve at corner of Hawley Street 

Ordinance – An Ordinance Amending Subparagraph C of Section 6-4-4 of Taylorville City Code (re: adding Slow-Children at Play speed restriction at 3900 East Lakeshore Drive) 

Ordinance – An Ordinance Amending 6-4-1 of Taylorville City Code (re: adding one-way stop sign at first intersection on Fairview Trailer Ct west of N. Houston Street) 

Resolution – A Resolution Authorizing Execution of Public Water System Easement and Rights of Way Agreement (re: Sunset Avenue public water main system extension project) 

Resolution – A Resolution to Levy an Additional Tax of.02% for the Library Purchase of Sites and Buildings, for the Construction and Equipment of Buildings, and for the Maintenance, Repairs, and Alterations of Library Buildings and Equipment

Motion to authorize the City Treasurer to transfer $300,000 of funds from the “2% Utility Tax-Street Construction” appropriated item (and reduce the appropriation for such line item to $1,3000,000) to the “Equipment” appropriated item (and increase the appropriation for such line item to $316,000) all within the Street Department appropriation section of the City’s adopted 2020-2021 Appropriation Ordinance

Motion to approve the Special Events Permit for Meet the Machines on the inside of the Taylorville Square from Webster to Washington Street on Saturday, August 29, 2020 from 9:00 A.M. – 12:00 P.M.

Motion to approve the change in the Lake Marina hours as follows: Sunday – Thursday 11:00 A.M –4:00 P.M.; Friday – Saturday 9:00 A.M.-6:00 P.M.

Motion to approve the Mayor’s Appointment of Geoffrey Ortman as Lake Superintendent effective August 8, 2020 upon the retirement of Bart Bialas

Motion to direct the City Attorney to prepare an Ordinance to amend Section 8-3-2C of the Taylorville City Code to eliminate the Airport Manager’s duties and responsibilities from the office of Cemetery Sexton/Superintendent

Motion to direct the City Attorney to prepare an Ordinance concerning the management of Airport and supervision of the City employees assigned to the Airport

Motion to approve the Mayor’s Appointment of Mike Tennant as Cemetery Superintendent effective August 17, 2020 subject to the aforesaid Ordinances to be prepared by the City Attorney

COMMITTEE REPORTS Discussions and/or Motions to approve/adopt and/or deny and/or table and/or amend and/or refer to an appropriate Committee in whole or in part the matters regarding the following subject matters discussed at the Committee level:

Street and Sewer – Motion to recommend to the City Council to approve the Special Events Permit for Kiwanis Club Kids Day for September 25-26, 2020 at the corner of West Main Cross and Webster 

Motion to recommend to the City Council to approve the request and issue a Special Events Permit to Taylorville High School for the Homecoming Parade on Wednesday, September 23, 2020 beginning at 5:30 P.M., with the school providing a current Certificate of Insurance at that time 

Motion to recommend to the City Council to pay Mrs. Hile $975.00 for a total reimbursement of $1,475.00, equal to half of the cost of repairs minus the sump pump 

Motion to recommend to the City Council to allow Goodman Fence to replace the fence at the Street Department at a cost not to exceed $3,141.00 

Motion to recommend to the City Council to allow Vandevanter Engineering to perform the necessary pump repairs at a cost not to exceed $438.99 for Pershing Lift Station, $340.88 for Cleveland and Long Lift Station, $4,283.12 for Market Street Lift Station, $3,893.41 for Heights Lift Station, and $4,157.22 for Spillway Lift Station, totaling $13,123.62 

Motion to recommend to the City Council to accept the proposed rate of $65.00 per hour on all vehicles and equipment, as well as service calls, from Blueville Garage

Motion to approve and/or ratify payment of bills ($163,975.29)

• Per subparagraph (g) of 5 ILCS 120/2.06, this portion of the City Council Meeting is reserved for any person wishing to address the Council on any relevant subject matters concerning the City. The Illinois Open Meetings Act (5 ILCS 120/1 et seq.) mandates NO action shall be taken on subject matters not listed on the agenda, but the Council may direct staff to address the topic or refer the subject matter to a future Council and/or Committee Meeting. If anyone wishes to address the Council, please provide your name and address, limit your comments or presentation to three (3) minutes, and avoid repetitious comments. Thank you.
