City of Litchfield City Council met April 2.

Here is the minutes provided by the council:

This meeting was offered remotely due to the COVID- 19 public health emergency.

Mayor Steven Dougherty called the Regular Meeting to order at 6: 30 p.m. The Pledge of Allegiance was recited. Present on roll call were (physically in attendance) Alderpersons Dwyane Gerl, Dave Hollo, Mark Brown, Woodrow Street. Present( attending remotely) Marilyn Sisson, Kassidy Paine, Timothy Wright, Ray Kellenberger. The Mayor declared that a quorum was present.

Other Business:

Alderman Gerl made a motion, seconded by Alderman Street to accept the minutes of the March 5, 2020 meeting.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderman Brown made a motion, seconded by Alderman Gerl to direct the City Clerk to transfer funds from the city sales tax to the City' s general fund to issue checks and authorize to pay the bills.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

New Business:

Administration:

Alderman Street made a motion, seconded by Alderman Gerl to approve the renewal of health insurance for the city employees effective May 1, 2020 to April 30, 2021 with Blue Cross Blue Shield through Dimond Bros Insurance. Shannon Hall ofDimond Bros Insurance reported that the renewal originally had a 24. 8% increase due to a tough year for medical claims in which the insurance company lost money. After some due diligence she was able to get a 14% rate increase while continuing to offer the employees five plans from which to choose. She pointed out that there is a significant decrease in the premium for children.

The Mayor directed a roll call vote.

Finance/City Clerk:

Jereme Zook ofKerber, Eck and Braeckel presented the proposed 2020- 2021 and 2021- 2022 City of Litchfield budget, highlighting some of the major changes and challenges. Alderman Gerl made a motion, seconded by Alderman Street to approve an ordinance temporarily suspending utility shut offs, late payment fees and credit card payment fees due to the Covid- 19 pandemic and to establish a committee to determine payment plans.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Building and Grounds:

Alderman Brown made a motion, seconded by Alderman Gerl to advertise for bid proposals to replace the existing HVAC systems at City Hall with design, build plans and specs provided by the office of Building and Zoning.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Economic Development:

Alderman Gerl made a motion, seconded by Alderwoman Sisson to accept Pay Request# 5 from Kamalduski Excavating and Grading Inc., in the amount of$3, 492 and authorize the City Clerk to issue a check.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderman Street made a motion, seconded by Alderman Gerl to approve a proposal from Ameren for installing a three-phase transformer for the new lift station at Commerce Park for the amount of$19, 363. 15 and authorize the City Clerk to issue a check.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Streets:

Alderman Hollo made a motion, seconded by Alderman Street to authorize the City to solicit bids for the rehabilitation of the North Illinois Avenue Project using grant money through the Illinois Department ofEconomic Opportunity.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Police:

Alderman Brown made a motion, seconded by Alderman Gerl to approve the installation of emergency lighting and radio equipment through Global Technical Systems into the recently purchased 2020 Dodge Charger Police Package Squad Car and to apply striping of current Litchfield Police design by D& M Electric at a cost not to exceed $ 8, 401. 35.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderman Gerl made a motion, seconded by Alderman Brown to approve an Intergovernmental Agreement between the City of Litchfield, Illinois and Montgomery County, Illinois for Police Radio & Telephone Services for December 2019 to November 2020.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Lake:

Alderman Hollo made a motion, seconded by Alderman Street to approve contracting for the clearing of areas with the Section 319 Lake Lou Yaeger Project Area for an amount not to exceed $ 10,000.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Alderman Hollo made a motion, seconded by Alderwoman Sisson to approve a Proposal for part time construction observation and engineering services on a time and expenses basis for the construction phase ofthe Lake Yaeger Sanitary Sewer, Pump Station & Force Main from CMT with a not-to- exceed amount of$85, 000.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Alderman Hollo made a motion, seconded by Alderwoman Sisson to approve the proposal for the engineering services for the final design drawings and bid documents for the Lake Lou Yaeger—Watershed Implementation Project - IEPA Section 319 Grant.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Administration:

Alderman Street made a motion, seconded by Alderman Gerl to approve a contract with Foster Foster Actuaries to prepare actuarial reports for the Police and Fire Pension Funds that are in compliance with GASB 67 and 68 reporting for an amount not to exceed$ 3, 275 per plan for a total of$6, 550 and authorize the Mayor to sign the engagement letter.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Alderman Street made a motion, seconded by Alderman Brown to approve an Ordinance for the renewal with the accounting firm Kerber, Eck and Braeckel, Jereme Zook, as the Budget Officer for the 2020/21 fiscal year as outlined in the Original Ordinance 2509 " Adoption of a Budget Officer" and authorize the Mayor to sign the engagement letter.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderman Street made a motion, seconded by Alderman Hollo to approve an Ordinance and Emergency Declaration regarding the COVID 19 public health emergency.

The Mayor directed a roll call vote.

Nay: None.

Motion carried.

Having no further business, Alderman Street made a motion, seconded by Alderman Hollo to adjourn the regular meeting ofthe Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 8: 00 p.m.
