Village of Vernon Hills President and Board of Trustees Met September 15

Meeting 06

Village of Vernon Hills President and Board of Trustees met Sept. 15.

Here is the minutes provided by the board:

I. President Byrne called the meeting to order at 7:06 PM.

II. Roll call indicated the following Board Members present: President Byrne, Trustees Koch, Takaoka, Schultz, and Oppenheim. Trustee Marquardt was absent. A quorum was established.

Also present were: Village Manager Fleischhauer, Assistant Village Manager Petrillo, Public Works Director Brown, Director of Community Development Atkinson, Chief Kreis, Finance Director Fairbairn, Village Attorney Ferolo, Village Attorney Forte and Recording Secretary Koehl.

III. The Pledge of Allegiance was given.

IV. Citizens Wishing to Address the Board

1) Commander Todd Renihan and Senior Vice Commander John Taylor, representatives of American Legion Post.1247 thanked the Board and staff for their support of the recent golf fundraiser.

They also thanked the Board, Village, Police Department and Countryside Fire Protection staff, for their assistance with the 4th of July march that they did through town, as well as their assistance in escorting Village resident Craig Hart, who enlisted in the Marines. They stated that this escort was videotaped for the American Legion Post and the video and story was sent out by the National American Legion to all American Legion members.

2) Michael Shank, resident of Centennial Crossing spoke about the Hawthorn Mall TIF, and wanted to let residents know that Village staff was very responsive to his questions and they were very informative. He asked residents to get informed, by reviewing the information on the Village website, and noted the Public Hearing date is October 6th.

He asked what happens if the TIF is successful and can get paid off early, can the Village consider to end it sooner? Attorney Ferolo stated that ifthere is surplus, The Village can declare surplus. It then would be returned to the County, who would distribute it. He stated that by statute, the Village annually reviews the performance of the TIF. He also wanted the Village to work with School District 73 and he feels that both the School District and Village are trying to work together. He stated that he is for the TIF and is optimistic.

3) Resident Karl Borchers, 270 Danbury Drive spoke about the Hawthorn Mall TIF and asked that the Village explain it to residents in layman terms. He thinks it would be helpful to know how this TIF is different than a typical TIF and explain to residents why things are being done and would like the Village to keep the community informed.

4) Nicholas Huff, 960 Westmoreland is a new resident of a few weeks and is excited to attend his first Board Meeting. He wants to get involved in this community and is looking forward to see how the process works.

V. Officials Reports

A. Village President

1. Consideration of the appointment of a new Trustee to fill the current vacancy.

Three people submitted their resume. One person did not qualify and of the two candidates

Mayor Byrne chose Ms. Nancy Forster.

Motion by Trustee Schultz and second by Trustee Koch to adopt the appointment of Ms. Nancy Forster as Trustee.

Trustee Oppenheim asked to go into closed session to discuss the appointment.

Trustee Schultz withdrew the motion and second by Trustee Koch.

This item to be moved to after Executive Session.

B. Village Manager

1. Declaration 20-12 - Continuation of a State of Emergency in the Village of Vernon Hills

2. Public Hearing for Hawthorn Mall TIF is scheduled for October 6, 2020 at 6:00 PM with the Village Board Meeting to follow.

C. Assistant Village Manager

1. Review and Exercise of Emergency Operations Plan

Assistant Village Manager Petrillo gave a summary and update of the Village Operations Plan.

D. Finance Director/Treasurer

E. Chief of Police

1. Body Camera Proposal

Chief Kreis reported that the AXON Body cameras have been successfully tested. He stated that the vendor has extended very good terms to the Village. We will be moving forward with them.

F. Public Works DirectorNillage Engineer

G. Director of Community Development

VI. Omnibus Vote Agenda

President Byrne called for a motion to approve the Omnibus Vote Agenda Items A-L.

Motion by Trustee Schultz second by Trustee Koch to approve the Omnibus Vote Agenda Items A-L.

Roll call vote:

A YES: 5 -Schultz, Oppenheim, Takaoka, Koch, Byrne

NAYS: 0-None

ABSENT AND NOT VOTING: 1 - Marquardt

H. Approval And Pas Sage Of Ordinance 2020-105 An Ordinance Authorizing Approval To Waive The Competitive Bidding Process And A Ward A Contract To Trane Commercial Systems And Services To Replace The Existing Hvac Rtu System At The Village Hall For An Amount Not To Exceed $1,210,000 (Pw Dir Brown)

I. Approval And Passage Of Ordinance 2020-106 An Ordinance Authorizing Approval Of Expenditures To Amber Mechanical Contractors, Inc. To Perform The Replacement Of The Shooting Range Ventilation System At The Vernon Hills Police Department, Located At 754 Lakeview Parkway, For An Amount Not To Exceed $165,500 (Chief Kreis)

Motion by trustee Koch second by trustee Schultz to approve Resolution 2020-031.

VIII. New Business/Communications

1. Approval And Passage Of Ordinance 2020-109 An Ordinance Amending The Code Of Ordinances Of The Village Of Vernon Hills, Relative To Public Comment At Public Meetings

Motion by Trustee Koch second by Trustee Schultz to approve Ordinance 2020-109 as amended.

Ayes: 5 -Koch, Takaoka, Oppenheim, Schultz, Byrne

Nays: 0 - none

Absent and not voting: 1 - Marquardt

Motion carried.

IX. Recess/ Adjournment

Motion by Trustee Koch second by Trustee Schultz to recess the Board Meeting for the purpose of selecting a candidate to fill the vacancy of Trustee, for the purpose of discussing Personnel and for the purpose of approval of minutes.

Roll call vote:

A YES: 5 -Takaoka, Koch, Schultz, Oppenheim, Byrne

NAYS: 0-None

ABSENT AND NOT VOTING: 1 - Marquardt

Motion carried.

The Village Board meeting was recessed at 8:25 PM.

Motion by Trustee Koch second by Trustee Schultz to reconvene the Board Meeting.

NAYS: 0-None

ABSENT AND NOT VOTING: 1 - Marquardt

Motion carried.

The Village Board Meeting was reconvened at 9:06 PM.

Village President Byrne called for a motion to adopt the appointment of Ms. Nancy Forster as Village Trustee.

Motion by Trustee Schultz and second by Trustee Koch to adopt the appointment of Ms. Nancy Forster as Trustee.

Roll call vote:

A YES: 5 - Oppenheim, Takaoka, Schultz, Koch, Byrne

NAYS: 0-None

ABSENT AND NOT VOTING: 1 - Marquardt

Motion carried.

Village President Byrne called for a motion to adjourn the Village Board Meeting.

Motion by Trustee Schultz and second by Trustee Oppenheim to adjourn the Village Board Meeting.

A YES: 5 - Oppenheim, Takaoka, Schultz, Koch, Byrne

NAYS: 0-None

ABSENT AND NOT VOTING: 1 - Marquardt

Motion carried.

The Village Board meeting was adjourned at 9:08PM.
