City of Greenville City Council met Nov. 29.

Here are the minutes provided by the council:

Special Council Meeting of the City of Greenville held at the Greenville Municipal Building.

Call to Order: The special meeting of the Greenville City Council was called to order at 7:00 p.m. by Mayor George Barber.

Roll Call:

Present: Mayor George Barber, Councilman Bill Carpenter, Councilman Kyle Littlefield, and Councilwoman Lisa Stephens

Absent: Councilman Iván Estévez

Also Present: Interim City Manager and City Clerk Sue Ann Nelson The pledge of allegiance to the United States flag was recited.

Citizen Input: With no comments, citizen input was closed.

Proposal for Water Treatment Plant Chemical Feed System:

Three bids were received for chemical feed modifications at the water plant to eliminate chlorine gas and feed liquid chlorine, and eliminate anhydrous ammonia gas and feed liquid ammonia. Low bid was submitted by Haier Plumbing and Heating for $89,950. Motion by Carpenter, seconded by Stephens, to approve proposal from Haier Plumbing and Heating for water plant chemical feed upgrade for $89,950.

Ayes: Carpenter, Stephens, Littlefield, Barber

Absent: Estévez

Nays: None

Motion carried.

Greenville International Outstanding Achievement Award Sponsorship:

The City of Greenville has been invited by Dr. Eddy Lau, Executive Director of the International Fellowship Fund in Hong Kong, to participate as a sponsor for the Greenville International Outstanding Achievement Award and program in Hong Kong. The travel cost for a representative from the City of Greenville to attend the event in Hong Kong will be paid by the International Fellowship Fund. After some discussion, motion by Littlefield, seconded by Stephens to be a sponsor for the Greenville International Outstanding Achievement Award, and send a representative to Hong Kong for the ceremony in March 2022.

Motion carried.

Proposal for Government Relations Services:

With numerous grant opportunities available, or to become available, the city is interested in partnering with a consultant who has expertise in the grant process and who can be an advocate for Greenville to assist in obtaining grants. Currently the City is working on a DCEO Rebuild Illinois Main Street and Downtown Capital Grant for the proposed downtown public plaza, and the recommendation is to secure the services of Dan Shomon, Inc. to assist with obtaining grant funding. Motion by Littlefield, seconded by Stephens, to approve Government Relations Consulting Services Agreement with Dan Shomon, Inc. for $6,000 per month from December 1, 2021 through December 31, 2022.

Motion carried.

Recess to Executive Session and Adjournment:

At 7:26 p.m., motion by Stephens, seconded by Littlefield, to adjourn to Executive Session for discussion of Purchase of Real Estate, Section 2(c)(5); Sale of Real Estate, Section 2(c)(6); Personnel, Section 2 (c)(1- 2); and Pending Litigation, Section 2(c)(11) of the Open Meetings Act. Meeting was adjourned from closed session at 10:50 p.m.
