City of Bunker Hill City Council met June 8.

Here are the minutes provided by the council:

Mayor Chapman called the meeting to order at 7:00 P.M.

1. ROLL CALL

Present: Mayor John Chapman, Treasurer Lisa Webb, Alderpersons Kerri Brown, Glenn Bruckert, Chelsie Householder, and Julie West, City Clerk Heather Kraus, City Attorney Rick Verticchio

A. Regular Council Meeting Minutes of May 11, 2022 was approved as presented. Motion to approve the Regular Council Meeting Minutes of May 11, 200 was made by Alderperson Brown and seconded by Alderperson Householder.

B. Executive Session Minutes of May 11, 2022 was approved as presented. Motion to approve the Executive Council Meeting Minutes of May 11, 2022 was made by Alderperson Manar and seconded by Alderperson Bruckert.

C. Special Council Meeting Minutes of May 23, 2022 was approved as presented. Motion to approve the Special Council Meeting Minutes of May 23, 2022 was made by Alderperson Brown and seconded by Alderperson Manar.

D. Police Committee Meeting Minutes of May 27, 2022 was approved as presented. Motion to approve the Police Committee Meeting Minutes was made by Alderperson Brown and seconded by Alderperson Manar.

All reports were approved as presented. Motion to approve the Council Reports was made by Alderperson Householder and seconded by Alderperson Manar.

7. WATER USER DEPOSITOR’S REFUNDS REPORT –May 2022

The report was presented and accepted. Motion to approve the Water User Depositor’s Refunds report made by Alderperson Bruckert and seconded by Alderperson Manar.

8. TREASURER’S REPORT – May 2022

The motion to approve the corrected Treasure’s report was made by Alderperson Manar and seconded by Alderperson Bruckert.

9. OLD BUSINESS:

A. Park Update:

a. Mae Whitaker Park Update: Alderperson Brown reported that work on the part was going well. The Concession Stand was nearly complete: plumbing about 75% done, electrical about 90% done, sinks were completed. Dock work starts this week, Pickle ball court work starts next week, electrical for the courts is done, the Johnny On The Spots are removed and bathrooms are done, grading is done, sidewalks, concrete drains, and seats should be completed next week, and weed killer was sprayed.

b. Resi Park Update: pad for bathroom and hook up should be done next week, bids will be presented for removal of old bathrooms from Jim Meisinheimer. Painting, mowing, trash removal improved. Tent camping is allowed at this time. There is a fee. Camping is prohibited on July 4th weekend.

B. Metro Communications: The Clerk reported that an email had been sent to Metro requesting the addendum recommended by the City Attorney. No response has been received.

10. NEW BUSINESS:

A. Orange Street Block Party: Alderperson Brown made the motion to grant permission to close Orange Street from Clinton to Brookline Street on Sunday, 10.02.22 from 12:00 pm-4:00 pm for the Block Party. There is no rain date. Alderperson Householder seconded the motion.

B. Kiwanis Peanut Day Fundraiser- Mr. Bill Hanks reviewed the support that the Kiwanis have given the community in the past with donations supporting high school scholarships, Boy Scouts, and Special Olympics events. He mentioned that during COVID, the Kiwanis helped 121 families in the community and arranged use of durable medical goods for those in need. He also recommended not using timber or concrete in the volleyball pits at the Resi Park. Alderperson Brown made the motion to grant permission to allow the Fundraiser to use the 4-way stop on Friday, 10.16.2022 from 6:00am- 3:00 pm. Alderperson Manar made the second.

C. Sale of Old Copier: The Council agreed to donate the copier to the Police Department. Alderperson Brown suggested moving the old copier to the City Office side for use in case the offices were locked.

D. Sale of Truck: Alderperson Bruckert made motion to advertise and sell the ’03 Ford white F-350. Alderperson Manar made the second.

E. Mae Whitaker Park Items:

1. Internet: Alderperson Brown made the motion to accept the bid by Yaeger Consulting for internet access to only the cameras installed at the park for $99.95. The plan is described as 30Mx3M. The modem included in this plan is not necessary. Alderperson Manar made the second.

2. Modem and Router for Security Cameras: Alderperson Brown made the motion to accept the bid provided by Yaeger Consulting for the modem, router, and extra necessary equipment for the park for $300. Alderperson Manar seconded the motion. Roll Call

3. Security Cameras: Alderperson Brown made the motion to accept the bid from Yaeger Consulting for the purchase of security cameras and additional equipment for their installation for $1,615.00. Alderperson Manar seconded the motion.

4. Bathroom Cleaning: Alderperson Householder made the motion to accept the contract with Darla Wilfong for cleaning the bathrooms at Mae Whitaker Park twice a week for $300 per month. Alderpersons Brown made the second. Roll Call

F. Resi Park Items: The items on the agenda for the Resi Park were tabled for further discussion. Alderperson Brown added an agenda item concerning Jim Meisenheimer. Alderperson Brown made the motion to accept a bid from Jim Meisenheimer to remove two old bathrooms, grade, and repurpose the fill to be done by July 4th for $1,500. Alderperson Manar seconded the motion.

G. Intoximeters: Alderperson Brown made the motion to purchase one Alco-Sensor VXL and related consumables from Intoximeter for $3,831.00 from the DUI fund. Alderperson Householder seconded the motion. The Council directed that at least two officers be trained and qualified in the instrument’s use.

11. EXECUTIVE REPORTS:

A. Public Works Department Update: Alderperson Brown presented the update. She reported that we now have three full-time employees and that she was receiving positive feedback from the community on their performance. Items that have been completed include park improvements, spraying, fixed water lines, and completed meter installations.

B. Police Department Update: Chief Girth reported that there were 224 service calls, proper reports were filed, Officer Yates has been cleared to work alone, citations were issued, ambulance calls were assisted, ordinance warnings were issued and multiple domestic disturbance calls were responded to. One DUI was written.

C. City Clerk Update: City Clerk, Heather Kraus requested input from the Alderpeople to assist in providing a list of organizations that the city works with to update contact information. The clerk requested that interoffice memos be read on a regular basis. She also updated the Council on the status of the Records Request and Disposal requests held by the State Archives. The gaming report was provided.

12. ATTORNEY MATTERS: City Attorney, Rick Verticchio reported that annexation reports will be brought to the next Regular Meeting. He reported that work with the Alluvial Project was moving forward. He alerted the Council that he had received an Executive Request from the Labor Board.

13. COMMENTS FROM VISITORS: Bill Carpenter requested clarification concerning a block party that he understood had been shut down at Sage House. Mayor, John Chapman responded that the block party had not been ordered to be shut down. They were simply alerted that they were in violation of their liquor license and that alcohol must be restricted to the sidewalks. Mr. Carpenter responded that he thought it was the city’s responsibility to alert the business that they had requested an incorrect permit.

14. EXECUTIVE SESSION: Alderperson Brown motioned for dismissal to Executive Session. Alderperson Bruckert seconded the motion. Voice Vote carried the motion. Regular Session was adjourned to Executive Session at 7:48 pm.

15. ACTION AFTER EXECUTIVE SESSION: After the Council returned from Executive Session, there was discussion about bringing as IML representative to train the Council in proper meeting procedures. The Council was reminded that there is Movie Night with the “Sweet Treat Truck” planned at Mae Whitaker Park on June 24. Alderperson Householder made the motion to adjourn the Regular Session. Alderperson Bruckert seconded the motion. Voice Vote carried the motion. The Regular Session of June 8, 2022 adjourned at 8:35 pm.
