City of Hillsboro City Council met Oct. 3

City of Hillsboro City Council met Oct. 3.

Here are the minutes provided by the council:

The meeting was called to order at 7:00 pm.

Roll call was taken and those present were Mayor Downs and Commissioners Wright, Butler, and Ward. Commissioner Justison was absent.

The “Pledge of Allegiance” was recited.

Minutes of the previous meetings were approved.

Commissioners’ reports:

Commissioner Butler read his report and it will be included in the minutes. Commissioner Wright read her report and it will be included in the minutes. Commissioner Ward deferred his report to the auditor.

Commissioner Justison was absent and his reports will be included in the minutes.

Mayor Downs expressed gratitude to the water department and those in the community who helped including Kenny Lohman. He reminded people that leaves are dropping and hopes we can all keep the town cleaned up and looking nice.

Economic Development and Community Planner’s report will be included in the minutes.

The City Engineer Jeremy Connor reported the Mechanic culvert project is scheduled to start Oct 9, tentative and would confirm later in the week in order to ensure any road closures are announced. Staking would take place this week and has 20 days on the calendar for the work with hopes to be complete by end of October, beginning of November. Connor also mentioned he would attend a grant meeting for central park to discuss trail and bridges plans with Jim and Sarah. Helston cost estimates are being calculated in order to take the next steps. Seward St. bridge is ongoing with a couple more IDOT matters. Tremont MFT road and curb project is waiting for contract approval.

Public Comments:

Bill Crockek expressed concern and frustration over the water main break on Tremont. He wanted to know if there is a better way to notify the public when something like this happens. He was concerned that there were people, including himself, who were not aware of the boil order. He gave a few suggestions including using more radio announcements and possibly an alarm system within the city and using the police to make announcements in affected neighborhoods. Butler responded that the information was out on social media and on the radio and Mayor Downs stated that he had personally visited the businesses to notify them first hand.

Motion was made by Commissioner Ward and seconded by Commissioner Wright to approve the audit report from Patton and Company as presented by Kyle Putnam. Motion carried 4-0.

Motion was made by Commissioner Butler and seconded by Commissioner Ward to approve a joint funding agreement for PE (BLR05310PE) for the reconstruction on Fairground Ave allowing the use of STU funds. Motion carried 4-0.

Motion was made by Commissioner Butler and seconded by Commissioner Wright to approve a joint funding agreement for reconstruction on Fairground Ave which will allow for the use of MFT funds for the 20% match on the project. Motion carried 4-0.

Motion was made by Commissioner Butler and seconded by Commissioner Wright to hire Bill and Barb Sloop as campground managers again for 2024 camping season. Motion carried 4-0.

Motion was made by Commissioner Butler and seconded by Commissioner Wright to hire Dave and Janet Presley as campground workers for 2024 camping season. Motion carried 4-0.

Motion was made by Commissioner Ward and seconded by Commissioner Butler to approve the first of 5 annual TIF payments of $5000 to Brian Sullivan. Motion carried 4- 0.

Motion was made by Commissioner Ward and seconded by Commissioner Butler to approve the 2023 Trick or Treat hours 6-8pm Oct 30 and 31st. Motion carried 4-0.

Motion to Adjourn was made at 7:43 pm by Commissioner Butler and seconded by Commissioner Wright. Motion carried 4-0.
