Southwestern Community Unit School District 9 Board of Education met April 16.

Here are the minutes provided by the board:

The Southwestern Board of Education met in regular session on April 16, 2024, at 7:00 p.m. in the Middle School Commons in Piasa, Illinois. Jason Oertel-President, called the meeting to order at 7:00p.m. and asked Jenny Hanks, Board Secretary, to call roll showing those members present as: Jenny Hanks, Donna Loy, Jason Oertel, Jacob Reno, Andrew Ruyle, Brad Schuchman, Dr. Kevin Bowman, Superintendent, and Kim Albert, Recording Secretary. Nicholas Strohbeck was absent.

Public Comment: None

Correspondence and Recognition:

Dr. Bowman and the board recognized the High School Drama Club and sponsor, Heather Gustafson. The drama club had presented the spring play, Alice in Wonderland, recently and done a great job.

Administrator Reports:

High School Principal, Mark Bearley, reported that the SAT & PSAT testing had recently been finished and wanted to thank the students, teachers, and staff. 30 high school students recently traveled to Brighton North to read to the classes for the Week of the Young Child. The ag greenhouse will be holding its yearly plant sale beginning 4/22/24 thru 4/26/24. Also, Dr. Bowman thanked the Productions class for all they provide for our schools & students.

Mrs. Bowman reported that IAR testing is finishing. Also, 8th graders will soon be doing the science testing. The 8th grade class recently went to the Holocaust Museum in St. Louis for a field trip. Mrs. Bowman reported also that several student’s artwork from the middle school is on display at the Jacoby Arts Center in Alton from 4/11/24-4/28/24.

Rhonda Wooldridge, Shipman Elementary Principal, thanked the Carlinville National Bank for providing eclipse glasses for the entire district and that the Shipman students all had fun watching the eclipse and were very well behaved. IAR testing is done at Shipman per Ms. Wooldridge. She thanked teachers and Jason Blankenship for all the help during the tests. Shipman Elementary will be holding a book fair next week. Shipman Elementary will also be sending three teams to the Olympiad competition coming up soon.

Mrs. Reed, Brighton North Principal, reported on Brighton Norths recent Week of the Young Child/Book Fair. Family Reading night was held with 59 students attending. Mrs. Reed thanked Mrs. Hanebutt, Mrs. Hanslow, and Mrs. Carroll for organizing the book fair/family reading night. She thanked Mr. Bearley and the high school kids who came to read to the classrooms for Week of the Young Child.

Special Education Coordinator, Stephanie Renken, updated the board regarding special education students and their testing ending recently. She also reported on an in-service that the paraprofessionals in her department had attended yesterday. She stated that all IEP’s will be done by May 20th.

Medora Intermediate Principal, Mr. Baumberger, reported that IAR testing had finished today at Medora. The 5th graders will soon be taking the science assessment testing. Mr. Baumberger stated that he wanted to thank Mrs. Whipps for getting the teams together and studying for the Olympiad coming up. Medora Intermediate will also be having a book blast soon and each student will receive at least one free book to take home. He stated that Medora also just had donuts with friends and 100 guests had attended. Medora is going to be busy with field trips and different activities coming up, and Mr. Baumberger wanted to thank the community members for all their help and support.

Superintendent Report:

Superintendent Bowman gave the current enrollment report of 1162 students. Dr. Bowman stated that the discipline for the month of March was minimal.

Dr. Bowman gave the board a district update reporting on the following: · Congratulations to Coach Brian Hanslow for his 500th baseball win! · Congratulations to the High School band. They received straight Division 1 ratings from all three judges at a recent contest for the third year in a row.

· Congratulations to the spring sports teams on their wins so far.

· Summer school will be held Monday-Thursday, June 3rd thru June 27th except for June 19th.

· Prom will be held May 4th.

· Graduation will be held May 18th

· Congratulation to the Drama Club on the spring play being a success. · Dr. Bowman thanked everyone for all their help with the recent testing in each school. · The fence has been installed at Shipman ball diamond in the left field. The yellow tile will be put on top soon.

Items for Discussion or Acknowledgement:

The board acknowledged the resignations of Brett Darr (6th grade teacher), Ashlyn Robinson (HS Assistant Volleyball coach & 7th grade Volleyball coach), and Chris Wood (8th grade boys’ basketball).

Board Policy Press Issue 114 information only was mentioned.

Items Considered for Action…

Consent Agenda:

Items discussed in the consent agenda included the following…the financial report with balances as of March 31, 2024, as follows: Education Fund $7,334,818.00 Operations/Maintenance $1,416,383.00, Transportation $844,543.00, Working Cash $9,097,647.00, with the total being $18,693,390.00, County Schools Facilities Sales Tax Revenue for March was $61,450.23; April bills…Imprest bills…extra and substitute pay…substitute list…regular board meeting minutes from March 19, 2024, closed session minutes from March 19, 2024, Special Board meeting minutes from April 2nd and 3rd, 2024, as well as permission to seek bids for fuel, bread, milk, food, trash removal, and pest control. Also included in the consent agenda was the Middle school membership in the IESA for the 2024-2025 school year.

There were no questions regarding the consent agenda. Andrew Ruyle made a motion to accept the consent agenda as presented and Jacob Reno seconded the motion to accept the consent agenda.

Ayes: Hanks, Loy, Oertel, Reno, Ruyle, and Schuchman

Nays: None

MOTION CARRIED.

Jacob Reno made the first motion to approve the appointments of the individuals identified in the attached list marked Exhibit A to the corresponding fall & winter extra-curricular activities therein for the 24-25 school year. Donna Loy seconded the motion.

Ayes: Loy, Oertel, Reno, Ruyle, Schuchman, and Hanks

Nays: None

MOTION CARRIED.

Summer school plan was presented to the board with no questions poised. Brad Schuchman made a motion to approve summer school for June 2024 as presented. Jacob Reno seconded the motion to approve.

Ayes: Oertel, Reno, Ruyle, Schuchman, Hanks, and Loy

Nays: None

MOTION CARRIED.

It was presented to the board to consider raising the Official’s pay for the 2024-2025 school year to be competitive to get officials for the games. Brad Schuchman made the motion to approve the recommended Official’s Pay for the 2024-2025 school year with Donna Loy making the second motion.

Ayes: Reno, Ruyle, Schuchman, Hanks, Loy, and Oertel

Nays: None

MOTION CARRIED.

Jenny Hanks made a motion to approve the Superintendents Contract renewal. Andrew Ruyle seconded the motion to approve.

Ayes: Ruyle, Schuchman, Hanks, Loy, Oertel, and Reno

Nays: None

MOTION CARRIED.

Donna Loy made a motion to hire Jenna Muscarella as the new HS Art teacher for the 2024- 2025 school year. Jason Oertel seconded the motion to hire Jenna Muscarella. Roll Call Vote:

Ayes: Schuchman, Hanks, Loy, Oertel, Reno, and Ruyle

Nays: None

MOTION CARRIED.

A resolution to effect abatement of working cash fund was presented to the board to enable the district to move 4.3 million out of working cash to the operations and maintenance fund. Andrew Ruyle made a motion to approve the resolution with Brad Schuchman making the second motion to approve.

Ayes: Hanks, Loy, Oertel, Reno, Ruyle, and Schuchman

Nays: None

MOTION CARRIED.

Jacob Reno made a motion to move into closed session with Andrew Ruyle making the second motion for such.

Roll Call Vote:

Ayes: Loy, Oertel, Reno, Ruyle, Schuchman, and Hanks

Nays: None

MOTION CARRIED.

Andrew Ruyle made a motion to move back into open session with Jacob Reno making the second motion to do so.

Nays: None

As there were no other items for discussion, Andrew Ruyle made a motion to adjourn the meeting. Brad Schuchman seconded to adjourn the meeting.
