City of Centralia City Council met April 22.

Here are the minutes provided by the council:

The City Council for Centralia, Illinois met on Monday April 22, 2024, in the Council Chambers at Centralia City Hall. Mayor Pro Tem Jackson called the meeting to order at 6:00 p.m.

ROLL CALL

Present: Council Member Castellari; Council Member Allen, and Council Member Jackson Absent: Mayor Kuder & Council Member Fontanez

Staff Members Present: Andrew Thomson, City Attorney; William Smith, City Manager; Chief Christopher Locke, Police Department; Jeremy Henderson, Finance Director; Gayla Harting, Community Development Director; Jeff Schwartz, Public Works Director; Chief Jeff Day, Fire Department; Derek Sherman, Economic Development Director; Bill Agee, Treasurer; and Kim Enke, Assistant City Manager/City Clerk

PRAYER & PLEDGE OF ALLEGIANCE

Mayor Pro Tem Jackson led the Pledge of Allegiance and also led the prayer.

AMENDMENTS AND/OR ADDITIONS TO AGENDA

None

PUBLIC PARTICIPATION

Jennifer Stilt addressed the City Council regarding the number of cats killed on the roadway in front of her home. She requested that a trap neuter release program be started and more police presence for speed monitoring.

CONSENT AGENDA

A Motion was made by Council Member Allen and seconded by Council Member Castellari to Approve Items 1-3 of the Consent Agenda.

1. Approval Of The Minutes Of The April 8, 2024 City Council Meeting

2. Approval Of Payrolls And Vouchers In The Amount Of $834,220.50

3. Receive And Place On File The Treasurer’s Report As Of March 30, 2024

Ayes: Council Member Castellari, Council Member Allen, and Mayor Pro Tem Jackson

Nays: None

A majority of the Council voting aye, the motion carried.

REPORTS AND COMMUNICATIONS

None

BIDS

City Manager Smith stated that each fiscal year staff requests bids for the Aggregate Materials that will be used for Public Works Maintenance. He reported that staff prepared bid documents seeking suppliers of CA-6 and CA-7/CA 11. The sole and only bidder recommended for approval for both the CA-6 and the CA7/CA11 is Brink Bros. Grain and Trucking Inc. The bid amount for CA-6 was a unit price of $17.85/ton, 5,000 ton, and CA7/CA 11 was a unit price of $23.55/ton, 2,000 ton. A Motion was made by Council Member Allen and seconded by Council Member Castellari to Approve the Bid Received for Aggregate Materials for 2024 Public Works Maintenance From Brink Bros. Grain & Trucking Inc.

Ayes: Council Member Castellari, Council Member Allen, and Mayor Pro Tem Jackson

Nays: None

A majority of the Council voting aye, the motion carried.

ORDINANCES

City Manager Smith stated that Crooked Creek Winery Downtown has requested permission to block off the block near the entrance of their business each Sunday from July 7th thru August 18th, 2024. They are requesting Broadway be blocked off from 25’ from the intersection with Oak to 25’ from the alley adjacent to their property off of Broadway. He added that they will provide a certificate of insurance for the event listing the City of Centralia as additional insured. The vendors will be required to obtain a vendor permit for the events. The closure will be from 10 a.m. to 7 p.m. to allow for an hour of set-up and clean-up prior to and after each event. The approval of the events does not approve the sales or consumption of alcohol off of the CCW property, any special event liquor permits will need to be obtained from the Liquor Commissioner/Mayor as requested. City Manager Smith explained that this traditionally has been on the consent portion of the agenda but wanted there to be discussion about it especially since this involves multiple departments resources. A Motion was made by Council Member Castellari and seconded by Council Member Allen to Approve An Ordinance Approving The Closure And Use Of Streets And Sidewalks For Crooked Creek Winery Downtown Events On Various Dates Throughout The Summer.

Ayes: Council Member Castellari, Council Member Allen, and Mayor Pro Tem Jackson

Nays: None

A majority of the Council voting aye, the motion carried.

REPORTS

City Manager Smith recognized and wished everyone a happy Earth Day.

Council Member Allen encouraged everyone to attend the Locust Street Historic Fair, noting the amount of work that Gayla Harting had put into it and the increasing crowds that have been attending each year.

Mayor Pro Tem Jackson also discussed the upcoming Locust Street Historic Fair and his enjoyment of the many activities and historical tours.

A motion was made by Council Member Allen and seconded by Council Member Castellari to Adjourn The Meeting.

A majority of the Council voting aye, the motion carried, and the meeting was adjourned at 6:11 p.m. .
