City of Centralia City Council met May 28.

Here are the minutes provided by the council:

The City Council for Centralia, Illinois met on Tuesday May 28, 2024, in the Council Chambers at Centralia City Hall. Mayor Kuder called the meeting to order at 6:00 p.m.

ROLL CALL

Present: Mayor Kuder; Council Member Fontanez; Council Member Allen, and Council Member Jackson Absent: Council Member Castellari

Staff Members Present: Andrew Thomson, City Attorney; William Smith, City Manager; Chief Christopher Locke, Police Department; Jeremy Henderson, Finance Director; Gayla Harting, Community Development Director; Jeff Schwartz, Public Works Director; Chief Jeff Day, Fire Department; Derek Sherman, Economic Development Director; Bill Agee, Treasurer; and Kim Enke, Assistant City Manager/City Clerk

PRAYER & PLEDGE OF ALLEGIANCE

Mayor Kuder led the Pledge of Allegiance and Julius Flagg led the prayer.

AMENDMENTS AND/OR ADDITIONS TO AGENDA

PUBLIC PARTICIPATION

A Proclamation In Honor Of Juneteenth was presented to the Centralia Juneteenth Committee.

CONSENT AGENDA

A Motion was made by Council Member Allen and seconded by Council Member Jackson to Approve Items 1-5 of the Consent Agenda.

1. Approval Of The Minutes Of The May 13, 2024 City Council Meeting

2. Approval Of Payrolls And Vouchers In The Amount Of $788,084.87

3. Receive And Place On File The Treasurer’s Report As Of April 30, 2024

4. Approval of the Request for a Fireworks Display on Lake Centralia by the Lake Association

5. A Resolution Approving The Temporary Closure Of Various City Streets For The 4th Of July Parade Hosted By The Centralia Veterans Affairs Committee

Ayes: Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder Nays: None

A majority of the Council voting aye, the motion carried.

RESOLUTIONS

City Manager Smith explained that the City of Centralia approved a development agreement with RE: Purpose Development, LLC on June 12, 2023 which stipulated disbursement of $160,000 of eligible tax increment finance expenditures to be paid over two years in 2023 & 2024 with the incremental taxes on their redevelopment parcels in TIF #3 being the source of this disbursement. He stated that this distribution is for $55,632.84 through eligible local ordinance & state statue designated tax increment financing expenditure categories of professional services including legal & architectural/engineering, property assembly costs, and financing costs. He noted that this is the second distribution to RE:Purpose Development, LLC. The first distribution was for $27,188.35 and added that the total distributions to-date is $82,821.19. Shannon Cooney discussed the work and provided an update on the improvements he has made. He stated that the project is also utilizing DCEO grant funding, He described the plans for the 102 and 112 E Broadway properties. He stated that they will be removing 112 E Broadway following a structural analysis. He explained that the funding will be used on 102 E. Broadway. Council Member Allen questioned the time frame for the completion. Mr. Cooney stated that the demolition of 112 E. Broadway may not take place for up to a year while the development of 102 takes place first. A Motion was made by Council Member Jackson and seconded by Council Member Fontanez to Approve A Resolution Approving The Disbursement Of Funding Per Development Agreement From The Tax Increment Finance District #3 To RE:Purpose Development, LLC In The Amount Of $55,632.84.

Ayes: Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder Nays: None

A majority of the Council voting aye, the motion carried.

City Manager Smith stated that the water department has budgeted the cost to replace older large meters that are part of the distribution system. This specific meter being purchased is an 8” large meter that operates more efficiently with large amounts of water usage. It is from the provider that also provides the other meters within our distribution and water meter reading system. He added that it will be installed at the Centralia Prison. He explained that the purchase of this meter will improve the accuracy of the readings with the large amount of usage at this location and the City will also obtain more accurate consumption amounts to be billed to the customer. He added that another benefit will be the convenience of reading from a distance and reducing the need to enter the prison property as often for service.

A Motion was made by Council Member Allen and seconded by Council Member Fontanez to Approve A Resolution Waiving The Bidding Requirements And Accepting A Proposal From Ferguson Waterworks For A Replacement Water Meter In The Amount Of $12,250.00.

Ayes: Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder Nays: None

A majority of the Council voting aye, the motion carried.

REPORTS

Council Member Jackson recognized the recent Memorial Day holiday.

Mayor Kuder discussed the recent passing of retired Police Officer, Bennie Upchurch. He also commended the recent arrests and involvement of the Centralia Police Department with a human trafficking investigation.
