City of Greenville Planning Commission met Aug. 26.

Here are the minutes provided by the commission:

Chairperson Jack Chism called the Planning Commission Meeting to order at 6:02 PM. 

1. ROLL CALL 

Committee  Members  Present: Planning Commission Member Brent Shaw, Planning Commission  Member Chance Vohlken, Planning Commission Member Dennis  Warren, Planning Commission Member Jack Chism, and Planning  Commission Scott Darnell 

Committee  Members  Absent: Planning Commission Member Eugene Holt 

Staff Present: Code Enforcement Officer Jeff Ketten, City Clerk Jody Weiss Public Present: Jeff Leidel, Michael Musso, Joshua Ladig

4. APPROVAL OF MINUTES 

4.1. Minutes of August 7, 2024 meeting.

Motion by Dennis Warren, seconded by Brent Shaw, Motion to approve the minutes of August 7, 2024 meeting. 

RESULT: Carried

AYES: Brent Shaw, Chance Vohlken, Dennis Warren, and Jack Chism

5. MATTERS OF CONSIDERATION 

5.1. Jack Chism opened the Public Hearing at 6:05 PM.

A request from Greenville Solar, LLC for a Conditional Use permit to operate an electric power generation facility consisting of a 1.99-megawatt solar energy field on unaddressed parcels accessed from Samuel Andrews Dr., identified as parcel #05-10-13-504-008.

Michael Musso and Joshua Ladig were in attendance for the applicant to answer any questions. Can the community buy into this? Yes with a 10% savings. What is the decommissioning go to look like? Field will be for 25 years and could sign extensions for up to 40 years. Vohlken wants better than minimum standards and wants nothing left on our farm ground at the end of the decommission. How many households will this serve? 300-350. What is maintenance? Typical lawncare. Is this taxed? Yes for 200K for life of project.

Best case scenario is to have up and running by next summer or end of year 2026. Crew will be here 3-4 months.

Ketten said this is consistent with the Comprehensive Plan and the staff has no issues and recommends approval. All requirements have been met.

Warren made a motion to close the public hearing and Shaw seconded. All voted in favor of closing the public meeting at 6:20 PM.

Motion by Chance Vohlken, seconded by Brent Shaw, Motion to recommend to the Greenville City Council the Conditional Use Permit for City of Greenville Solar, LLC located at parcel #05-10-13-504-008. 

RESULT: Carried

6. ADJOURNMENT 

Motion by Dennis Warren, seconded by Brent Shaw, to adjourn the Planning Commission Meeting at 6:30 PM.
