PRESENT: Alderman Downey, Alderman Harber, Alderman Ober, Alderman Wagstaff, Alderman Demuzio, Alderman Link, Alderman LeVora, City Clerk Carla Brockmeier, Mayor Oswald, Chief Derek Graham, Budget Officer Linda Boente, City Treasurer Jody Reichmann, Bobbi Bates Zoning Administrator/Econ Dev/Grant Writing, Joe Craven, City Clerk Deputy Julie Stults
Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by LeVora, motion passed unanimously.
Approval of Bills - Motion was made to approve bills by Alderman Wagstaff, seconded by Reese, motion passed unanimously.
Adjourn Sine die
Alderman Ober made a motion to adjourn Sine die, seconded by Alderman Harber, motioned passed unanimously.
Swearing in of Elected Officials – Mayor, Clerk, Alderman/Elected officials were sworn in. Mayor Sarah Oswald sworn Mayor Elect Doug Downey and Mayor Downey Sworn in Elected Alderman Carla Brockmeier, Alderman Jody Reichmann, Alderman Vicky Wagstaff, and elected City Clerk Mary Heller.

Motion was made to approve all correspondence above by Alderman Ober, seconded by Alderman Link, motion passed unanimously.
Public Comment
David Shelton of 503 Anderson Street appeared before the council to complain of a dilapidated home on Yard Street.

New Business
Appointment of New Alderman/Swearing In – Motion was made by Alderman Brockmeier, seconded by Alderman Reichmann, motion passed unanimously to appoint Corey Gracey as Alderman for Ward 3. Mayor Downey sworn in Corey Gracey as Alderman.
Police Chief Ordinance – Motion was made to pass ordinance by Alderman LeVora, seconded by Alderman Ober, motion passed unanimously.
Mayor Pro Tem Ordinance – Motion was made to pass ordinance by Alderman Ober, seconded by Alderman Wagstaff, motion passed unanimously.
Appointment of Officers – Mayor Downey read his appointments for Police Chief, Derek Graham, City Attorney Donald Craven, Budget Officer/Treasurer, Linda Boente, Grants/Zoning Administrator, Bobbi Bates and Mayor Pro Tem, Carla Brockmeier, motion was made to approve appointments by Alderman Ober, seconded by Alderman LeVora, motion passed unanimously.
Mayor Downey appointed Rosemary Clark, Tom Emery, and Jenna Rosentreter for Carlinville Library Board 5/1/2025 - 5/1/2028 and Bill Fanning, Robert Anderson and John Howard for Carlinville Police Commissioners. Motion was made to approve appointments by Alderman Reese, seconded by Alderman Brockmeier, motion passed unanimously.
Purchase of Clerk, Deputy Clerk, PW Director Computers – Motion was made to accept quote of $3,631.13 for new computers for the Clerk and Deputy Clerk by Alderman Link, seconded by Alderman Reichmann, motion passed unanimously.
Application of New Credit Card – City Clerk Deputy, Julie Stults, spoke on getting one account with two cards instead of two separate accounts. Motion was made by Alderman Ober, seconded by Alderman Reichmann, motion passed unanimously.
Committee Schedule Change/Post – Motion was made to accept the time change of the committee meetings by Alderman Brockmeier, seconded by Alderman Gracey, motion passed unanimously.
Elected Official Quarterly Training – Mayor Downey spoke on a free IML (Illinois Municipal League) Training for all Elected Officials. A 10-15 minute training at city hall on June 16, 2025 at 5:30.
State of City Presentation – May 22, 2025 – Mayor Downey spoke about the special meeting the city will have on May 22, 2025.
Motion to adjourn was made by Alderman Reichmann at 6:26 p.m., seconded by Alderman Brockmeier, motion passed unanimously.
