Village of Stonington Village Board met September 4.

Here is the minutes provided by the board:

The Meeting was called to order by President Ryan Marucco with the following Members present:

President: Ryan Marucco Trustees: David Blakeman, Bruce Dowdy, Ray Likes, Todd Thomason, Andrew Callan, and Tara Ramsey

Officer Manager: Debbie Niles

Zoning Officer: Doug Hoy

Others in attendance: Sandi Klein, Library Director; Mary Dettro, President Library Board; Molly Blakeman, Library Trustee; Martha Smith, Treasurer Library Board; Lisa Grover, Assistant Librarian; Caleb Grover; Carol Wickline; Patricia Garwood, Library Trustee; and, Kristi Likes, Library Trustee

Minutes of the Regular Meeting August 6, 2018 were presented to the Board for their approval. Motion made by Callan, seconded by Blakeman, that the Minutes be approved and filed as presented. Motion passed by all “Yea” votes.

The Treasurer’s Report for the month of August was presented to the Board for their approval. Motion made by Dowdy, seconded by Likes, that the Treasurer’s Report be approved and filed as presented. Motion passed by all “Yea” votes.

The Gas Report for the month of August was presented to the Board for their approval. Motion made by Blakeman, seconded by Thomason, that the Gas Report be approved and filed as presented. Motion passed by all “Yea” votes.

The Water Report for the month of August was presented to the Board for their approval. Motion made by Thomason, seconded by Callan, that the Water Report be approved and filed as presented. Motion passed by all “Yea” votes.

The Sewer Report for the month of August was presented to the Board for their approval. Motion made by Likes, seconded by Thomason, that the Sewer Report be approved and filed as presented. Motion passed by all “Yea” votes.

The Police Report for the month of August was presented to the Board for their approval. Motion made by Callan, seconded by Dowdy, that the Police Report be approved and filed as presented. Motion passed by all “Yea” votes.

Bills against the Village were presented for the approval of the Board. Motion made by Dowdy, seconded by Likes, to approve and issue warrants for all bills. Motion passed by all “Yea” votes.

Zoning Officer’s Report: Zoning Officer Doug Hoy issued one zoning permit in the month of August.

Permit #741-18 was issued to Charles DeFoor located at 204 S. Delmar for a carport.

President’s Report: President Marucco asked for a motion to approve Ordinance 18- 657. Motion by Blakeman, seconded by Dowdy, to approve Ordinance 18-657, An Ordinance Levying Taxes For Corporate And Special Purposes For The Current Fiscal Year Commencing On The 1st Day Of May, 2019, And Ending THE 30th Day Of April, 2020. Motion passed with a 6-0 vote.

President Marucco asked for a motion to approve Ordinance 18-658. Motion by Dowdy and seconded by Thomason, to approve Ordinance 18-658, An Ordinance Amending Chapter 6, Traffic, Article 1. General Provisions, Section 6.109; Article 8. Operation Of Golf Carts. Section 6.802 E) 2 And Section 6.803 Penalties; And, Article 9. Operation Of Off Road Utility Vehicle On City Roadways, Section 6.901 D) And Section 6.903 Violation And Penalty Of The Municipal Code Of Ordinances Of The Village Of Stonington, Christian County, Illinois. Motion passed with a 6-0 vote.

President Marucco discussed with the Board designating a crossing for non-highway vehicles to cross Route 48.

President Marucco discussed with the Board acquiring a loan for $239,000.00 for Phase 1 Water Program. There was much discussion on the three different scenarios based on how many years to pay back the loan. President Marucco asked for a motion to finance $239,000.00 on a 10 year loan making two separate payments of $14,504.00 or one payment a year of $29,008.00. Motion by Dowdy, seconded by Thomason, to finance $239,000.00 on a 10 year loan making two separate payments of $14,504.00 or one payment a year of $29,008.00. Motion passed with a 6/0 vote.

President Marucco asked for a motion to approve Resolution 18-448. The Resolution allows the Village to expend Tax Increment Financing Funds in the amount of $125,000. Motion by Blakeman, seconded by Thomason, to approve Resolution 18-448, A Resolution Providing for the Expenditure of Tax Increment Financing Funds for Public Infrastructure Improvements. Motion passed with a roll call that went as follows: Dowdy “Yea”; Callan “Yea”; Ramsey “Yea”; Blakeman “Yea”; Thomason “Yea”; and, Likes “Yea”. Motion passed with a 6-0 vote.

President Marucco asked for a motion to approve Resolution 18-449. Motion by Dowdy, seconded by Likes, to approve Resolution 18-449, A Resolution Authorizing a Representative to Sign Loan Documents. Motion passed with a roll call that went as follows: Dowdy “Yea”; Callan “Yea”; Ramsey “Yea”; Blakeman “Yea”; Thomason “Yea”; and, Likes “Yea”. Motion passed with a 6-0 vote.

President Marucco welcomed Mary Dettro to the table. Mary is the President of the Stonington Township Library. The Stonington Township Library is located at the Stonington School since its agreement with the Stonington school CUSD#7 in 1981. They are seeking possible alternatives to house the Stonington Township Library if the school closes. If they contract services with adjoining neighboring libraries, they will have to turn over their revenues. In the past year they have held 104 programs with a total of 1252 attendees.

Village Attorney Report: Nothing to report.

Engineer’s Report: Superintendent Bainbridge updated the Board on the progress of the water treatment plant upgrade.

Superintendent’s Report: Nothing to report.

Water – The Water Report for June 26 – July 25, 2018 billing period was presented.

Gas – The Gas Report for June 26 – July 25, 2018 billing period was presented.

Sewer – The Sewer Report for June 26 – July 25, 2018 billing period was presented.

Committee Reports: Streets & Alleys: Nothing to report.

Health & Safety – Officer Peden discussed with the Board a body worn camera policy that is required by the State’s Attorney’s Office to be adopted. Motion by Callan, seconded by Blakeman, to adopt the Stonington Police Body Worn Camera Policy and make it part of the Stonington Employee Policy. Motion passed with a 6/0 vote.

Trustee Callan asked for any new development on the new post office. President Marucco received a letter that construction was going to start early September.

Trustee Callan asked if there were any new developments on the Old Post Office building. Nothing as of yet.

Finance – Nothing to report.

Water – Nothing to report.

Sewer – Nothing to report.

Gas – Trustee Blakeman informed us that the week of September 24th the fire hydrants will be flushed and the pressure will be checked on the hydrants.

The Stonington Fireman Chicken dinner will be held September 30, 2018 starting at 10:30 a.m.-2:00 p.m.

President Marucco set the date and time for the October Regular Meeting as Monday, October 1, 2018 at 7:00 p.m. in the Village Hall.

With no further business coming before the Board, a motion was made by Dowdy, seconded by Thomason, to adjourn the Meeting at 7:40 p.m. Motion passed by all “Yea” votes.
