City of Trenton City Council met April 11. 

Here is the minutes as provided by the council:

CALL MEETING TO ORDER


The Regular Meeting of the City Council was called to order by Mayor Kyle Jones at 7:01 p.m. on Monday, April 8, 2019.

ROLL CALL

Hooker, Mohme, Sims, Wagoner, Weh, Woods All present.

Also present were City Clerk Karen Buzzard, City Administrator Doug Brimm, Superintendent of Public Works Kurt Wehrle, Chief Chris Joellenbeck, Officer Berry, Jim Deien, Barb Lockowitz, Jim Kniepman, Gene Wobbe and Mike Conley of the Trenton Sun.

PROCLAMATIONS/RECOGNITIONS/PRESENTATIONS

PUBLIC INPUT

Mr. Wobbe wanted to know the need for child car seats on golf carts. Chief Joellenbeck said that all motor vehicle laws apply to golf carts and side by sides. Anyone found with a child unrestrained will be fined. The problem is not the golf cart but the car that hits the golf cart.

COMMENTS & ANNOUNCEMENTS – MAYOR

Mayor Jones offered congratulations to Mr. Deien and Mr. Kniepman on their recent election victories.

There was an issue last week where a baseball game was able to be played on Diamond #1 and no game was able to be played on Diamond #3. Mayor Jones stated that in no way does the City give priority to boys over girls, but Diamond #1 drains better. The improvements to Diamond #1 were made by private assistance. Going forward we will seek assistance for improvements to Diamond #3.

The fund balance report through March shows a general fund surplus of $217,449.00. A vote will be brought to the Council at our next meeting to transfer $100,000.00 of that surplus to the Capital Improvement Fund leaving some surplus for the purchase of vehicles. Water and Sewer funds continue to be an issue. The City’s financial position is stable.

COMMENTS & ANNOUNCEMENTS- ALDERMEN

Alderman Wagoner has had reports of people running stop signs all over town.

Alderman Hooker said resident Charlie Seibert contacted him because there are not enough handicapped parking spaces on Broadway. This will be incorporated into the streetscape plan that we are working on for Broadway.

COMMENTS & ANNOUNCEMENTS – CITY STAFF

Chief Joellenbeck said that traffic details on S. Main have resulted in 4 citations for speeding, 2 written warnings and 2 verbal warnings.

There was maintenance on the tornado sirens today, batteries were replaced, so you may have heard them being tested.

Superintendent Wehrle reported that a water leak was found at Adams and Missouri. It is estimated that our water loss from that leak could have been up to 800,000 gallons per month. Efforts to find other leaks will continue.

There is virtually no mulch left around the playground equipment at the park. St. Louis Composting has playground mulch for $35 per cubic yard. Superintendent Wehrle will check into the total amount needed and bring numbers back for Council approval.

City Administrator Brimm discussed the easements for the utility extension to the Northgate subdivision. IEPA guidelines have changed and now a 25 foot separation is needed between a water line and lift stations and manholes. This will require a new easement to be obtained from Sugar Creek Fire Department. Documents have been prepared and will be voted on at the next meeting. As part of this project water lines will be looped in the Northland Acres subdivision. To best facilitate that an existing utility easement between lots 84 and 85 will be vacated and a new easement will be located to the north of the lots. The landowner has already signed that paperwork and it will be on the next agenda for approval.

A Plan Commission meeting has been called for April 24, 2019 at 6:00 pm. The first application is from It’s A Miracle. The owner would like to put a porch on City property similar to those of adjacent buildings on Main Street. The second application is for a zoning amendment submitted by Master M, LLC.

CONSENT AGENDA

Alderman Wagoner made a motion to approve the Consent Agenda as presented. Second Alderman Weh, all yes. Motion carried. The Consent Agenda included the Minutes of the March 25, 2019 Regular Council Meeting, the Bills for the month of March 2019, the payrolls for the month of March 2019 and the Treasurer’s Report for the month of February 2019.

UNFINISHED BUSINESS

Mr. Brimm informed the Council that Barb Lockowitz provided the City with one quote for the replacement of the roof of her building at 13 W Broadway from Crown Roofing in the amount of $7674.82. Mayor Jones wants to be sure that if the Council decides to move forward on this that moving the water meters outside of the building is part of the deal. There was much discussion and it was decided that this could be an extension of the previous façade project and should be reimbursed at 60% with payout over two years. The movement of the water meters outside will be part of the streetscape project and we more than likely will go back and reimburse property owners that have already paid to move their water meters.

There is no new update on the City Personnel Manual.

Mr. Brimm took the Council’s concerns back to Republic Services and was able to work out the following: two 95-gallon containers would be supplied to each resident one for garbage and one for recycling; recycling would shift to every other week pick-up; bulk item collection would shift to an on-demand basis with each resident having four per year pick-ups; the rate would hold to what is in our current contract for this renewal (July 1, 2019) then at the July 1, 2020 renewal an increase of $1.75/mo. with 2.5% annual increases for the next four years. There was much discussion about the recycling and chances we would take if we bid this contract out in a year. It was decided to see if we could keep weekly recycling pick up through the end of this contract period then migrate to the every other week pick-up. Also see if we can cancel the last two bulk pick-up dates for this year and replace them with on-demand pick-ups. If Republic is fine with those requests the Council is good with a contract extension. Mr. Brimm will report back at the next meeting.

ANNOUNCEMENTS

Mayor Jones has called a special meeting for Monday, May 6, 2019 at 7:00p.m. to finalize the annexation arrangements so that we can move forward on the TIF and Business districts.

Saturday, May 4, 2019 is the City Wide Yard Sale. Cut off for sign-ups will be taken until May 1, 2019 so that lists can be prepared and distributed to the convenience stores.

Saturday, May 12, 2019 is the City Wide Clean Up. Dumpsters will be located at the water tower.

Alderman Hooker made a motion to adjourn. Second Alderman Weh. All yes, motion carried.
