Village of Albers President and Board of Trustees met May 13.

Here is the minutes provided by the board:

MEETING CALLED TO ORDER: President Steve Schomaker, called the meeting to order at 7:00p.m.

ROLL CALL: Trustees Athmer, Behrmann, Kenow, McDermid and Timmermann were present at roll call. Schwierjohn was absent.

APPROVAL OF REGULAR SESSION MINUTES: The minutes from the Regular Meeting on April 08, 2019, were reviewed.

A MOTION WAS MADE BY Athmer to accept the minutes as presented. Timmermann seconded the motion. Vote was 5 – yeas, 0 – nays; motion carried.

APPROVAL OF AGENDA: The Agenda was reviewed. Timmermann asked "Tractor Donation - Update" be added to Streets & Lighting Committee, Athmer asked to move "Energy Efficiency Incentive Grant from AmerenIP - Update" be added to Improvements/Park Committee.

A MOTION WAS MADE BY McDermid to approve the Agenda as amended. Kenow seconded the motion. Vote was 5 - yeas, 0 - nays; motion carried.

OTHER VILLAGE OFFICIALS: Brenda Morris, Clerk; Cindy Hubert, Treasurer; Attorney Duane Clarke; Chris Horstmann, Water & Sewer Superintendent and Jeannie Brendel, Zoning Administrator and Dan Holtmann, Streets & Lighting Superintendent were in attendance. Brian Vielweber, Police Chief; was absent.

GUESTS IN ATTENDANCE: Dave Wellen, resident, was in attendance. Robert & Clara Kohrmann with Tom & Diane, Olivia and Grant Winkeler, were in attendance to recognize Robert Kohrmann's service in the Korean War and recent day with the St. Louis Honor Flight.

President Schomaker recognized Robert Kohrmann, resident and Korean War veteran for his service and recent day with the St. Louis Honor Flight. On behalf of all Albers residents, President Schomaker presented Mr. Kohrmann with a plaque and thanked him for his invaluable service.

President Schomaker asked the Board to consider the proclamation designating May as 'Motorcycle Awareness Month'.

A MOTION WAS MADE BY Kenow designating May as Motorcycle Awareness Month. McDermid seconded the motion. Vote was 5 - yeas, 0 - nays; motion carried.

Dave Wellen addressed the Board. Mr. Wellen commended the Village of Albers for maintaining a nice park and ball fields. While visiting the park for his grandchildren's ball games, he reported hearing many compliments on the condition of the ball fields. He thanked the Village for maintaining a very nice park.

Mr. Wellen asked Superintendent Holtmann to fill potholes on South Francis and East Johnson Streets. Superintendent Holtmann agreed to investigate the concerns.

Mr. Wellen addressed concerns of motorists illegally passing the parked school bus when picking up and dropping off students. President Schomaker responded by reminding Mr. Wellen that cameras were purchased by the Village to be used on school buses enabling the police to find and convict offenders; he also noted it is the responsibility of the school bus drivers to operate the cameras properly. President Schomaker assured Mr. Wellen and Albers residents that all officials and Chief Vielweber understand the importance of protecting our students and will keep working diligently on keeping everyone safe while traveling in the Village of Albers.

COMMITTEE REPORTS

POLICE AND DISASTER RESPONSE - Dennis Behrmann, Chairman: Behrmann responded to concerns voiced by Mr. Wellen concerning school bus safety. The Board discussed how best to ensure the safety of our students and motorists. It was decided that conversations will continue with Albers Elementary School and Zurliene Bus Service to continue working on improving services; ensuring cameras and other tools are properly being used.

Behrmann presented the Police Chief's Report, commending Chief Vielweber and all officers on effectively and efficiently operating the department.

Police Chief's Report - Brian Vielweber, Chief of Police: Chief Vielweber was absent.

FINANCE - Mike McDermid, Chairman: McDermid presented monthly and year-end reports to each Trustee for their respective committees.

McDermid asked Dale Holtmann, CPA, with Scheffel Boyle, to report on the Annual Financial Report for Fiscal Year Ended April 30, 2018. Mr. Holtmann noted that the Village of Albers is financially stable as outlined in the report, which is outlined on a cash basis. He recommended the Village consider setting a long-term plan, enhancing budgeting and aligning goals to maintain a strong financial standing.

McDermid thanked Mr. Holtmann for presenting the report.

A MOTION WAS MADE BY McDermid to accept the Annual Financial Report for Fiscal Year Ended April 30, 2018. Athmer seconded the motion. Vote was 5 - yeas; 0 - nays; motion carried.

McDermid presented the travel reimbursement ordinance, as designated by the State of Illinois, for second reading and directed Clerk Morris to post for review. He reminded the Board that the ordinance will be presented for final review and vote at the June meeting.

McDermid updated the Board that the Clinton County Tax District Certification for Tax Year 2018 has been approved and filed with the Clinton County Clerk's office.

McDermid updated the Board that an SSA#8 Ambulance District Meeting is scheduled for Tuesday, May 21, at New Baden Village Hall; McDermid and President Schomaker will be representing the Village of Albers.

McDermid presented the invoices for review.

A MOTION WAS MADE BY McDermid to pay the bills submitted in the amount of $34,135.19. Kenow seconded the motion. Vote was 5 - yeas; 0 - nays; motion carried.

Treasurer's Report - Cindy Hubert, Treasurer: Treasurer Hubert presented the Treasurer's Report.

A MOTION WAS MADE BY McDermid to accept the Treasurer's Report. Timmermann seconded the motion. Vote was 5 – yeas, 0 – nays; motion carried.

Treasurer Hubert noted redeeming two certificates of deposit to the General Fund for $102,500.00 to pay for maintenance shed improvements costs.

IMPROVEMENTS & PARK - Scott Athmer, Chairman: Athmer noted that improvements to the maintenance shed will begin as weather permits.

Athmer updated the Board that an energy audit has recently been completed on all Village buildings to pursue opportunities to receive the Energy Efficiency Incentive Grant from AmerenIP, replacing fluorescent lighting with LED lighting. Athmer will be coordinating with AmerenIP on completing the grant and replacing the lighting.

STREETS & LIGHTING - Jeff Timmermann, Chairman: Timmermann updated the Board that the 2018 Motor Fuel Tax (MFT) has been closed out with the Illinois Department of Transportation (IDOT).

A MOTION WAS MADE BY Timmermann to close out the 2018 MFT submission. Kenow seconded the motion. Vote was 5 – yeas, 0 – nays; motion carried.

Timmermann reported that Kassen Excavating will begin improvements to the Franklin Street as weather and time allows.

Timmermann noted that AmerenIP has scheduled tree trimming in the Village of Albers. AmerenIP will notify affected property owners via post card. President Schomaker encouraged any property owners who would like trees trimmed that may affect power lines to contact AmerenIP to request trimming services.

President Schomaker thanked Vernon Korte for the recent donation of a tractor to the Village of Albers.

Streets and Village Superintendent's Report - Dan Holtmann, Superintendent: Superintendent Holtmann had nothing to report.

WATER & SEWER - Kevin Kenow, Chairman: Kenow updated the Board that bids replacing the utility pole replacement at the west lift station are being accepted. Superintendent Horstmann noted that he has been pursuing bids for replacing the utility pole, but none have been received.

Kenow noted that he has no updates on solar panels being installed at the water plant and will consult the Board if/when details are available. Kenow asked that the topic of 'Solar Panels at Water Plant' be moved to committee meeting agenda but removed from the formal agenda, pending updates.

Water & Sewer Superintendent's Report - Chris Horstmann, Superintendent: Superintendent Horstmann presented the water loss report. -6.67% water loss for April, with a -5.57% water loss for the previous twelve months was reported.

ZONING - Kent Schwierjohn, Chairman: Schwierjohn was absent.

Zoning Administrator's Report - Jeannie Brendel, Administrator: Administrator Brendel reported five accessory permits were accepted for $125 for the month of April.

COMMUNICATIONS: No Communications were reported. OLD BUSINESS: No Old Business was reported.

NEW BUSINESS: President Schomaker congratulated the Albers Elementary School students recognized as ‘Student of the Month’ for their respective classes. April Students’ of the Month were Chase Schroeder, Owen Gauch, Victoria Wellen, Cole Huegen, Gabby Rolves, Jayce Santel, Hanna Callahan, Elliott Rakers, Christina Carter and Sophia Bretz.

ADJOURNMENT: A MOTION WAS MADE BY Kenow to adjourn the meeting. Timmermann seconded the motion. Vote was 5 – yeas; 0 – nays; motion carried.
