City of Carlinville City Council met May 20.

Here is the minutes provided by the council:

PRESENT: Alderman Brockmeier, Alderman Campbell, Alderman Downey, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Alderman Oswald, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held, Zoning Administrator Steve Parr

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Oswald, motion passed unanimously.

Approval of Budget Officers Report/Treasurer’s Report/Police Report/Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed by Alderman McClain, seconded by Link, motion passed unanimously.

Correspondence

Eye 5K Correspondence

Lou’s Automotive – Both of the listed items of correspondence were approved and placed on file after a motion was made by Alderman Ober, seconded by Campbell, motion passed unanimously.

Vyolet Talbert Correspondence – Resignation correspondence was approved and placed on file after a motion was made by Alderman Downey, seconded by Oswald, motion passed unanimously.

Public Comment

Matt Turley spoke regarding his disapproval of the invoice being paid to Dan Schuering for the FOIA lawsuits, he felt he should be held responsible for contributing to the lawsuit. He also spoke regarding interconnect with Jersey Rural Water and the confusion of the emergency.

Beth Toon spoke regarding the Interconnection to Jersey Rural Water and the reimbursement of the cost to the city by IARWC, asking if there would be a contract in writing. Several other questions were asked, discussion took place.

Old Business

IARWC Update – Alderman Campbell reported that IARWC had not met and would be meeting next week, she would have a report at the next meeting.

Ordinance Vacating Part of Ellison Street – Second Read / Motion was made to approve by Alderman McClain, seconded by Oswald, motion passed unanimously.

Poppy Days / May 24th and 25th – Mayor formally announced Poppy Days.

New Business

Employee Health Insurance – Employee health insurance was put out for bid, we had five bidders. Each bidder was met with by the committee, it was decided to recommend Matt Dowland of Dowland Financial Services. He was most competitive with rates and was most like our current policies. Motion was made to accept recommendation by Alderman Oswald, seconded by Campbell, motion passed unanimously.

Ordinance Entering into an Agreement with Meco-Heneghan Engineers, LLC – First Read

Discussion took place regarding the ordinance and related work order, questions were answered by Ronnie Paul representing Meco-Heneghan, LLC.

Executive Session – Litigation - tabled Litigation Action - tabled

Motion to adjourn was made by Alderman Downey at 7:45 p.m., seconded by Brockmeier motion passed unanimously.
