City of Carlinville City Council met June 6.

Here is the minutes provided by the council:

PRESENT: Alderman Bilbruck, Alderman Brockmeier, Alderman Campbell, Alderman Heigert, Alderman Ober, Alderman Oswald, Alderman Toon, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held

Approval of Previous Minutes - Motion was made by Alderman Heigert to approve minutes, seconded by Oswald, motion passed unanimously.

Approval of Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed by Alderman Heigert, seconded by Ober, motion passed unanimously.

Correspondence

Arbor Day Foundation – Alderman Ober made a motion to place correspondence on file, seconded by Toon, motion passed unanimously.

Public Comment

Norm Semrock spoke to the council regarding a FOIA request he had made. He was looking for a breakdown of a budget line item, as opposed to a pay ordinance he was given. Treasurer Reichmann addressed the budget line item he is looking to match with the ordinance. She said she will work on getting the answer he is looking for in the next couple of weeks.

Mayor honored Addison Ashby for stopping to help an elderly gentleman that had fallen.

Old Business

IARWC Update – Alderman Campbell reported the water company had met last week and they had secured an option to purchase property for the new water plant. They are holding off on the well tests due to flooding in the area. They are also still working on bridge financing.

Ordinance to Replat 868 S. Locust – Second Read – Motion was made to approve and pass ordinance by Alderman Ober, seconded Heigert, motion passed unanimously.

Sidewalk Bid – Public Works Director Held addressed the council that there had only been one sidewalk bid from Quarton Construction. Costs were $6.40/ 4” sq. ft. - $7.40 / 6” sq. ft. / 120.00 ADA ramp, motion was made to approve costs by Alderman Campbell, seconded by Ober, motion passed unanimously.

Adjourn Sine die – Motion was made to adjourn sine die by Alderman Ober, seconded by Oswald, motion passed unanimously.

New Business

Swearing in of Aldermen – Mayor swore in a new alderman for each ward, Bill Link, Ward 2, Randy Ober Ward 4, Dick McClain Ward 3 and Todd Koller Ward 1.

Appointments by the Mayor – Mayor appointed David Haley as Chief of Police, Dan O’Brien as City Attorney, Julie Griffith, Police Pension Secretary, and Courtney Dugger to Police Pension Board. Library Board appointments Bill Fanning, Tom Emery, and Rosemary Clark. Committees as follows:

Poppy Proclamation - tabled

Canine Vehicle – Chief Haley presented opportunity to purchase a new canine vehicle, which is a used vehicle from the Calhoun Co. Sheriffs Dept. The cost is $35,000.00 for a 2018 F150, it is completely outfitted for canine, only striping needed to be done. We will take a 4 year note for the amount, making quarterly payment for 4 yrs. Motion was made to approve by Alderman Ober, seconded by Campbell, motion passed unanimously.

Fleming Tawfall – Engagement Letter – Motion was made by Alderman Oswald, seconded by McClain to approve signing engagement letter for Fleming Tawfall to perform audit for 2018- 2019.

Ordinance Vacating Part of Ellison Street – First Read

Motion was made by Alderman Ober at 7:38 p.m. to go into executive session, seconded by Campbell, motion passed unanimously.

Executive Session – Litigation

Motion was made to come out of executive session at 7:55 p.m. by Alderman Oswald, seconded by McClain, motion passed unanimously.

Motion to adjourn was made by Alderman Ober at 7:56 p.m., seconded by Link motion passed unanimously.
