City of Litchfield City Council met Aug. 1.

Here is the minutes provided by the council:

Mayor Steven Dougherty called the Regular Meeting to order on August 1, 2019 at 6:30 p.m. The Pledge ofAllegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Dave Hollo, Mark Brown, Kassidy Paine, Tim Wright, Woody Street, and Ray Kellenberger. Absent: Marilyn Sisson. 

The Mayor declared that a quorum was present.

Appointment:

Alderman Wright made a motion, seconded by Alderwoman Paine to appoint Britney Murphy to the Tourism Advisory Committee with a term to expire May 2020.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Other Business:

Alderman Gerl made a motion, seconded by Alderman Brown to accept the minutes of the July 18, 2019 meeting.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Alderman Wright made a motion, seconded by Alderman Gerl to accept the minutes of the July 25, 2019 Special Meeting.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Alderman Street made a motion, seconded by Alderman Brown to direct the City Clerk to transfer funds from the city sales tax to the City' s general fund to issue checks and authorize to pay the bills.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Old Business:

Alderman Street made a motion, seconded by Alderman Brown to continue the tabled action on an ordinance to declare sixteen( 16) department owned firearms, listed in Exhibit A, as surplus and to dispose ofthem via trade-in with Acme Sports Inc., to acquire nine (9) SigM400 patrol rifles from Acme Sports Inc. until more information is available.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

New Business:

Streets:

Alderwoman Paine made a motion, seconded by Alderman Gerl to approve services by Cummins Sales and Service, Fenton, MO for building the control system on the stand-by generator at the Route 66 Industrial Park in the amount of$3, 089. 17 and authorize the City Clerk to issue payment when complete

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Alderwoman Paine made a motion, seconded by Alderman Wright to accept the final payment request from Charles E. Mahoney Co., in the amount of$ 115, 199.21 and authorize the City Clerk to issue a check contingent upon IDOT approval.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Alderwoman Paine made a motion, seconded by Alderman Hollo to approve an engineering proposal from Martin Engineering for$ 90, 819.61 for the reconstruction( including storm drainage work) of North Monroe, from Sallee Street to the dead end and authorize the Mayor to sign the agreement. 

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Alderwoman Paine made a motion, seconded by Alderman Street to accept the reconstruction of Sargent Street contingent on the completion of IDOT' s punch list.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Alderwoman Paine made a motion, seconded by Alderman Brown to approve an engineering proposal from Crawford, Murphy& Tilly, not to exceed$ 62, 000, for the reconstruction ofNorth Illinois, between Ryder Street and IL Route 16, and to authorize the Mayor to sign the agreement.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Tourism:

Alderman Kellenberger made a motion, seconded by Alderman Gerl to approve a Resolution of Support and Commitment of Local Funds for the Marketing Partnership Program grant application for the 2019- 2020 grant cycle.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Alderman Kellenberger made a motion, seconded by Alderman Wright to approve a resolution to support the Tourism Attraction Program 2019-2020 grant applications and to commit local funds.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Building and Grounds:

Alderman Brown made a motion, seconded by Alderman Gerl to accept a quote to.repair the brick landscape wall at Library Park from Dobrinich& Johns Brick for a total of$ 11, 485.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Lake:

Alderman Hollo made a motion, seconded by Alderman Wright to approve the purchase of six( 6) emotion spitfire kayaks from Competitive Edge Products Inc., for$ 2,319. 96 and to authorize the City Clerk to issue payment to complete the purchase.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Alderman Hollo made a motion, seconded by Alderman Street to approve the advertisement for construction bids for the Eagle Ridge Subdivision.

The Mayor directed a roll call vote:

Nay: None.

Absent: Sisson.

Motion carried.

Alderman Hollo made a motion, seconded by Alderman Wright to accept a proposal from Crawford,

Murphy& Tilly( CMT) for the amount not to exceed$ 89, 700 for services regarding the Lake Yaeger Watershed Implementation Project/319 Grant and authorize the Mayor to sign the agreement.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Sewer:

Alderman Gerl made a motion, seconded by Alderman Hollo to approve the purchase of a portable sampler from Isco GLS for an amount not to exceed$ 2, 671. 50 for the Wastewater Treatment Facility and to authorize the City Clerk to issue a check upon satisfactory delivery.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

City Clerk:

Alderman Gerl made a motion, seconded by Alderwoman Paine to enter into a 60- month lease and equipment maintenance agreement with Watts Copy Systems Inc., and to authorize the Mayor to sign the document.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Fire:

Alderman Street made a motion, seconded by Alderman Wright to approve the purchase of three ( 3) 4G Verizon Cellular Modems for use on Fire Department Ambulances at a cost of$723 each for a total cost not to exceed$ 2, 169.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Alderman Street made a motion, seconded by Alderman Brown to amend Ordinance 3551 declaring Fire Department Apparatus, a 1995 Ford 2,000- gallon Tender bearing VIN/Registration 1FDRF80C1SVA51 and a 1997 Navistar E-One Squad bearing VIN/Registration 1HTSDADR7VH445516, as surplus and to authorize their disposal by a fire apparatus broker rather than public auction.

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Administration:

Alderman Street made a motion, seconded by Alderman Brown to amend the 2019 Regular Meeting of the City Council meeting date for September to September 17th rather than September 19tH

The Mayor directed a roll call vote:

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Executive Session:

Alderman Brown made a motion, seconded by Alderman Wright to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 ofthe Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body." ( 5ILCS 120/ 2( 2)( C)( 1).

Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees." ( 5ILCS 120/ 2( C)( 2))

The setting of a price for sale or lease ofproperty owned by the public body." ( 5ILCS 120/ 2( 2)( 6)

Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting." ( 5ILCS 120/2( 2)( C)( 11)

Executive Session was entered at 6:46 p.m.

Alderman Street made a motion, seconded by Alderman Hollo to return to open session at 7: 07 p.m.

Nay: None.

Absent: Sisson.

Motion carried.

Having no further business, Alderman Kellenberger made a motion, seconded by Alderman Gerl to adjourn the regular meeting ofthe Litchfield City Council.

The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7: 08 p.m.
