City of Carlyle Council met September 23

City of Carlyle Council met Sept. 23.

Here is the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith at 7:00 p.m.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Michael Jansen, and Logan Speiser.

City employees present were Joe Behrman, Mark Pingsterhaus, Andy Brackett, Jeff Miller, Dave Miller, Cody Smith, and Rita Jurgensmeyer.

Others present were Kelly Ross, Jason McIntosh, and Mark Hodapp.

A motion was made by Alderman Kent Newkirk and was seconded by Alderman Scott Diekemper to approve the minutes from the September 9, 2019 regular meeting. The motion was unanimously approved by roll call vote. Aye: Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Michael Jansen, and Logan Speiser. Nay: none.

Alderman Don Perez made a motion to approve the transfers from Fund 1 General Fund to Fund 3 Street and Alley for $15,000.00, Fund 4 Police for $35,000.00, Fund 20 Library for $10,000.00 and Fund 22 Pool House Loan for $5,000.00 for a total of $65,000.00 The motion was seconded by Alderman Scott Diekemper. The motion was unanimously approved by roll call vote. Aye: Shannon Petrea, Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Michael Jansen, Logan Speiser, and Kent Newkirk. Nay: none.

Alderman Don Perez made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman John Hodapp. The motion was approved unanimously by roll call vote. Aye: Scott Diekemper, Don Perez, John Hodapp, Jeremy Weh, Michael Jansen, Logan Speiser, Kent Newkirk, and Shannon Petrea. Nay: none.

Mayor Judy Smith spoke for Keith Housewright, who wasn’t present, that the Library is collecting food for the Caring for Carlyle Feed the Kids event through October 14th. Alderman John Hodapp asked if it was for canned goods. Mayor Smith said it was for a specific list. They are trying to make packages to send home with kids to provide food for kids through the weekends.

City Administrator Andy Brackett reported that EDC will be meeting tomorrow at 6:00 p.m. at City Hall.

Alderman Shannon Petrea reported for Citizens for Carlyle Parks that the golf tournament is on Saturday and if anyone wants to throw together a last-minute team to let her know.

Joe Behrman reported that fire hydrant flushing will start October 7th. Visu-Sewer is back in town lining manholes. Street and Alley is sifting the millings from Fairfax Street and filling holes in alleys. They are also sweeping up excess rock on some of the streets.

Clean up week starts this week on Wednesday and runs through Saturday. Mayor Smith asked about large items. If the residents call City Hall, Street and Alley will pick it up. Anything else needs to be taken to the Street and Alley shed.

Jeff Miller reported that the Street Department got the rip rap done at the Fish Hatchery on the north side. The Bond Street wooded area has been cleaned up. The west water tower and the tennis court light poles have been painted. Soccer is going well.

Dave Miller reported that the Electric Department is painting light poles on Route 50. He also thanked Tom from the Park Department for painting in front of their building. He is also going to talk to Vahlkamp Construction tomorrow about getting a bid for some window securing on the top of the east side of the plant. They want to cover them with metal.

Andy Brackett reported for Parks that they are still taking registrations for boys’ basketball for kindergarten, first, and second grades. Then they will start taking registration for second through fifth grade girls.

Andy Brackett also reported that he went to the Illinois Municipal League conference last week. He said that it was very informative.

Mayor Judy Smith reported that the 400 block between Fairfax and Jefferson was repaired and the residents are very pleased with it and thanked them for fixing it.

The fall festival at the Clinton County Historical Society is September 29th from 1:00 p.m. – 5:00 p.m. The street is blocked off for this event.

The ball field at Bruemmer Park is ready. It is specifically for kindergarten through second grades.

Nicole Weh and Amanda Fruend sent a letter to the city for an event they are hosting, A Chance to Dance, at Bretz Winery on October 23th. The City cannot donate, but the employees and Council are welcome to contribute. The money will be collected at City Hall.

Mayor Smith complimented City Administrator Andy Brackett on the terrific job he is doing.

A motion was made by Alderman Don Perez and was seconded by Alderman Jeremy Weh to close Fairfax Street from 8th Street to 9th Street from 4:30 p.m. – 9:00 p.m. on October 31st for Trunk or Treat. The motion was approved unanimously by roll call vote. Aye: Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, Logan Speiser, Kent Newkirk, Shannon Petrea, and Scott Diekemper. Nay: none.

City Administrator Andy Brackett explained the $4,000.00 contract with Central States Fireworks. The fireworks will be held after the Christmas in Carlyle parade. A motion was made by Alderman Jeremy Weh to approve the contract with Central States Fireworks for fireworks after the Christmas in Carlyle parade. The motion was seconded by Alderman John Hodapp and was unanimously approved by roll call vote. Aye: John Hodapp, Jeremy Weh, Michael Jansen, Logan Speiser, Kent Newkirk, Shannon Petrea, Scott Diekemper, and Don Perez. Nay: none.

At 7:11 p.m. Alderman Don Perez made a motion to adjourn. The motion was seconded by Alderman Jeremy Weh and was unanimously approved by roll call vote. Aye: Jeremy Weh, Michael Jansen, Logan Speiser, Kent Newkirk, Shannon Petrea, Scott Diekemper, Don Perez, and John Hodapp. Nay: none.
