City of Vandalia Council met Dec. 18.

Here is the minutes provided by the Council:

Call to Order:

Mayor Gottman called the rescheduled meeting from December 16th of the Vandalia City Council to order at 5:00 P.M. on Wednesday, December 18th.

Pledge of Allegiance:

The Pledge of Allegiance to American Flag was given by all present.

Roll Call:

Aldermen present were: Barker, Hubler, Brosman and Lester. Rebbe, Crawford, Hobler and Stunkel were absent.

No Quorum for Meeting:

Mayor Gottman announced they we did not have a quorum and would be unable to vote on several items on the agenda until the January 6, 2020 regular city council meeting.

Minutes:

No action taken due to lack of a quorum.

Regular Bills:

No action taken due to lack of a quorum.

Special Bills:

No action taken due to lack of a quorum.

Ordinance #2019-12-16-A Amending Ordinance 2019-10 17-C With Regard to Octochem Inc. Redevelopment Agreement:

A motion was made by Brosman and seconded by Barker Amending Ordinance 2019-12-16-A, With Regard To Octochem Inc. Redevelopment Agreement.

Mayor Gottman said that the only change in the Octochem agreement is the date due to the weather. City Attorney said that we can act on this and recodify it at the January 6th city council meeting. Motion carried.

Approve or Reject Retirement of Mark Augenstein as Superintendent of WWTP Effective April 24, 2020:

A motion was made by Brosman and seconded by Lester approving the retirement of Mark Augenstein, Superintendent at the WWTP effective April 24, 2020.

Mayor Gottman said that his goal is to have a replacement at the next council meeting.

Mayor’s Report:

Mayor Gottman announced that Governor Pritzker signed SB1300 which consolidates the assets of the state's more than 650 downstate and suburban public safety pension funds into two consolidated investment funds for Police Pension & Firefighters Pensions Investment Fund,

The law goes into effect on January 1, 2020.

The IML has appointed representation from our area to the Transition Board only.

Mayor Gottman said that Brad Cole, Executive Director for the IML will sit on both boards.

Standing Committees:

Barker publicly thanked the city's Public Works Department for their work in clearing the city streets during the snow storms Sunday and Monday.

Mayor Gottman echoed those sentiments and also mentioned that the Gallatin Street Grille fed the crew after the second day of clearing snow.

Brosman said that it was bitter sweet to except the upcoming retirement of Mark Augenstein in April 2020, We wish him well.

Concerns from the Aldermen:

Alderman Lester questioned the fire calls for November.

There were 3 out of town calls but only 2 were billable.

Lester questioned why the third was not billed.

City Administrator Paslay said the reason it was "unfounded fire."

Adjournment :

There being nothing further to discuss, a motion was made by Barker and seconded by Hubler to adjourn. Motion carried.
