The 1460th Regular Commission Meeting of the Scottville City Commission was held on October 21, 2019 and called to order at 5:30 p.m. by Mayor Krieger.
Roll Call was taken with the following members present:

Additions to the Agenda

Motion, by Alway and seconded by Spencer to approve the agenda as amended.
Approval of the Minues
Approve Minutes 19-161
Krieger noted a misquote in his statement on the Halloween party held at Riverside park. He requests the minutes be changed to reflect; "Sue Bershing AND STAFF."
Motion, by Cole and seconded by Duncil, to approve the 1459th regular meeting minutes with requested correction. Motion carried.
Approval of the Bills
Approve Bills 19-162
Motion, by Spencer and seconded by Cole, to approve the bills in the amount of $20,312.17. Motion carried.
Spencer questioned if we hibernate the cable service at Riverside park at the end of the open season. Magaluk agreed to check into it as a potential cost savings.
Krieger questioned the third quarter unemployment report cost. Magaluk responded that the payment was for the City's unemployment insurance coverage. Krieger also questioned a payment to Silversmith data for annual sewer/water tracking. Magaluk clarified they provide our handheld devices used by DPW for water reading, as well as field training and annual updates on data.

City Manager
Manager Magaluk's report was submitted for review. Nothing further to add.
City Attorney
Thompson provided an update on the nuisance abate at 112 S. Reinberg Ave. Court date set for November, 6th 2019 at 10:30 A.M. Krieger and Thompson will attend and report back with the court's ruling. Petipren noted the property seems to have gotten worse recently.
Police Department
No written report provided. Officer Skinner has been working with 'Child Safety of America' to provide anti-bullying safety/anti-drug literature, pencils, crayons, and trinkets to the local schools and the Scottville Area Senior Center. In total, 15,000 pamphlets of information have been distributed at no charge.

Old Business
Charter Amendment 19-163
#1: Thompson provided detailed options concerning the Charter Amendment as follows:
1. Total Charter Revision|
2. Amendment to eliminate wards but keep 7 commissioners, all elected at large.
3. Amendment to reduce the number of commissioners from 7 to 5 but keeping two wards.
4. Amendment to reduce the number of commissioners from 5-7 and eliminate the wards.
Motion, by Krieger and seconded by Cole to approve moving forward with option #2; the consolidation of wards while remaining a 7-person board. Motion carried.
New Business
Snow Removal 19-164
#1: Motion, by Alway and seconded by Spencer, to approve the snow removal bid provided by Jabrocki Excavating for 2019-2020. Plowing of sidewalks was discussed. A recommendation was made to include sidewalks this year as bid, with a request to extend approximately one block North on both sides of Main street to Maple Street.
Motion carried.
#2: Magaluk provided a bid from Mac's Tree Service for the removal of 2 hazardous trees along State St. However, she will be meeting with Ken Hildebrand, a maintenance coordinator with MDOT. It is possible they may perform the work and directly cover the cost to remove the trees. She will update board at next meeting.
Rifle Purchase 19-165
#3: Request to purchase new rifle and scope for Police Department was brought up after an "Active shooter drill" at MCC H$. Rick and Maureen Morton approached Chief Riley with a proposed donation of $650.00 towards the purchasing cost. This would better equip the department to set up safely from a distance.
Motion, by Alway and seconded by Spencer to approve the purchase of new rifle and scope for Police Department.

Handheld Support 119-166
#4: Quote for Water Meter Handheld Support and Billing Audit. Ferguson will provide software support for the technology used to read meters during water billing. One year agreement proposed.
Motion, by Cole and seconded by Spencer to approve the new contract with Ferguson waterworks to provide support for water billing program.

Consumers Energy AL 19-167
#5: Consumers Energy streetlight audit found the City had been overbilled. A credit of over $8000.00 will be applied in our favor to forthcoming energy bills. Consumers has also been updating our light fixtures to LED bulbs, which will prove to be a cost savings on our behalf in the future. Consumers proposed a 5-year maintenance contract for the continued care of street lights within city limits.
Motion, by Krieger and seconded by Spencer to approve updated contract with Consumers Energy.

Trick or 19-168
#6 Motion, by Krieger and seconded by Cole to approve trick or treating hours for Halloween 2019 as 10/31/2019 from 6pm until 8pm.
Motion Carried.
Larsen's Sidewalk i 19-169
#7 Follow up on sidewalk construction along Maple St. Quote provided by Larsen's Landscaping. A handicap ramp/curb on the Southwest corner of Maple St and Reinberg Ave was not included in the initial bid/work. MCC Schools has already committed $4000.00. This will complete the project, and can still be fit into the schedule this year.
Motion, by Cole and seconded by Petiprin to approve the bid from Larsen's Landscaping to finish sidewalk construction on the Southwest corner of Maple St. and Reinberg Ave.
Motion carried.
Hearing of the Citizens
Linda Holden requested clarification on what area of sidewalks would be included in the Jabrocki contract for snow removal. Spencer provided snow will be removed from sidewalks from 2nd St. to Maple St,
