Village of Germantown President and Board of Trustees met November 19

Village of Germantown President and Board of Trustees met Nov. 19.

Here is the minutes provided by the board:

The regular monthly Board meeting of the President and Board of Trustees for the Village of Germantown was held on November 19, 2019 at 7:00 p.m. Those present included the following: Trustees: Ken Albers, Michael Albers, Ken Brauer, Roger Rickhoff, Jerald Schroeder and Brad Schroeder. Village President Duane Ripperda, Clerk Dawn Lakenburges, Village Attorney Aaron Epplin, Police Chief Jeff Wuebbles, Officer Dawson Huelskamp and Supt. Steve Mullins and were also present. Guests included: Drew Toennies, Central HS student.

The minutes of the previous month’s meetings were available for review. A motion to approve the minutes as presented was made by Trustee Michael Albers, second by Trustee Ken Albers. Motion carried.

Chief Wuebbles gave his report next. Wuebbles said he spoke with the Staser’s and they are prepared to demolish the building of the Red Deuce. Staser said he had the building insured since they were Bond for Deed with Cachola. Unless Gordon Cachola’s insurance pays, the Staser’s will be demolishing the property.

Wuebbles also reported that he and Supt. Mullins went to look at the portable speed sign he presented last month. Wuebbles feels this equipment is what the Board is looking for. Trustee Michael Albers made a motion to purchase the sign for up to $3365. Trustee Ken Brauer seconded the motion and the motion carried.

The cameras have been installed at the intersection of Sycamore and Lake Park Drive at the Rose Acres Office.

Supt. Steve Mullins gave his report next.

Village Clerk Dawn Lakenburges informed the Board that Utility Billing Clerk, Joann Langenhorst will be retiring the end of November and her last day will be November 24th. The Employees will hold a luncheon and go to Millside to celebrate after office hours. Trustee Michael Albers made a motion to put $100 on the tab at Millside. Trustee Brad Schroeder seconded the motion and the motion carried. Trustee Jerald Schroeder then made a motion to pay the retirement luncheon. Trustee Ken Albers seconded the motion and the motion carried.

Trustee Michael Albers asked why the sidewalks weren’t installed with the curbing on Sycamore Street by the Park. Trustee Roger Rickhoff replied that he didn’t think there was enough room to install it on the north side. Originally, it was discussed to put the sidewalk on the south side of the street but one of the homeowners was against it. The Committee will review this again for next spring.

Village President Duane Ripperda mentioned a discussion he had with the owner of Ed’s Pallet. Ed Wuebbels has been working on getting his property lines marked and feels the Village Sanitary Sewer Plant road may be on someone else’s property. The Board decided to wait until Wuebbels has the property surveyed to worry about the roadway.

Trustee Ken Albers, chairman of the Water & Sewer Committee, informed the Board that the Committee met and worked out a rate schedule for the next few years. Rate increase as of January 1, 2020 will be $5.00 increase to the minimum charge across the Board. This should bring our rates up comparable to the neighboring communities. Attorney Aaron Epplin will prepare the Ordinance for the December meeting.

Supt. Steve Mullins said an aerator at the Sewer Plant has failed and needs replacement. Trustee Jerald Schroeder made a motion to purchase a new aerator for up to $6,500. Trustee Michael Albers seconded the motion and the motion carried.

Trustee Ken Brauer presented the Board with the TIF agreement with Lakenburges Motor Co. Motion made by Trustee Jerald Schroeder to adopt Resolution 2019-06, A RESOLUTION AUTHORIZING THE VILLAGE PRESIDENT AND SECRETARY TO EXECUTE A REDEVELOPMENT AGREEMENT WITH DENIS LAKENBURGES, OWNER OF LAKENBURGES MOTOR CO, LLC. Trustee Ken Brauer seconded the motion and the motion carried.

Attorney Aaron Epplin went over the draft parade ordinance with the Board. The Board made a few changes and Epplin will prepare for the next month’s meeting.

Trustee Ken Brauer made a motion to pay all bills as presented. Trustee Brad Schroeder seconded the motion and the motion carried.

Trustee Jerald Schroder then made a motion to adjourn the meeting. Trustee Brad Schroeder seconded the motion and the motion carried. Meeting adjourned 8:30 pm.
