Mayor Brandt called the meeting to order at 7 p.m., and Village Clerk Mastandrea called the Roll.

3.1 Mayor’s Report
3.11 2019 Employee of the Year – Tonya Zozulya
3.12 2019 Employee of the Year – Tim Baynon
Mayor Brandt opened up Items 3.11 & 3.12 together. Mayor Brandt stated she had the privilege of attending the Employee Recognition luncheon on February 14. Terry Hawkins, utilities superintendent retired after over 30 years and was recognized at the luncheon.
Mayor Brandt noted the two winners of the 2019 Employee of the Year are being recognized at the meeting tonight. Both employees had multiple nominations, and it was determined both were very deserving of the award.
Mayor Brandt announced 2019 Employee of the Year – Planning & Development Manager Tonya Zozulya.
Village Manager Burke provided the process of determining and awarding the Employee of the Year. Village Manager Burke provided highlights of Planning & Development Manager Zozulya’s nomination and read excerpts from the nominations. Assistant Village Manager/Community & Economic Development (CED) Director Gilbertson stated he has learned much from Planning & Development Manager Zozulya since he started with the Village and thanked her for her hard work and dedication.
Mayor Brandt presented Planning & Development Manager Zozulya with the 2019 Employee of the Year plaque. Planning & Development Manager Zozulya stated she is honored to receive the award and thankful to her coworkers, residents, and the business community. Mayor Brandt stated Planning & Development Manager Zozulya provides so much to the village as a resident and employee who wears many hats and thanked Tonya and her family.
Mayor Brandt announced 2019 Employee of the Year – Forestry/Parks Foreman, Tim Baynon noting he was recognized at the last meeting for an APWA award he also recently received and provided background regarding Forestry/Parks Foreman Baynon’s service with the Village.
Public Works Director Woodbury noted Forestry/Parks Foreman Baynon has an outstanding work ethic, along with great customer service who is a critical member of the team. Public Works Director Woodbury noted Forestry/Parks Foreman Baynon took it upon himself to obtain his Arborist certification, graduated from the 3-year Illinois Public Service Institute, and recently won the APWA award for customer service. Public Works Director Woodbury stated he is well deserving of the award and thanked Forestry/Parks Foreman Baynon and his family.
Mayor Brandt presented Forestry/Parks Foreman Baynon with the 2019 Employee of the Year plaque. Forestry/Parks Foreman Baynon thanked his family, the Village of Lincolnshire, and Public Works staff for the opportunity.
3.13 Stevenson High School – Varsity Patriot Dance Team
Mayor Brandt noted the Village is proud of the Stevenson High School Patriots Varsity Dance Team who won the National Championships in the large varsity jazz competition.
3.14 Board Room Pictures
Mayor Brandt made note of the recent artwork displayed in the Board Room. Village Manager Burke stated former Mayor Evie Cooper recently moved and donated the pictures. The pictures are pen and ink drawings of buildings in the area.

3.31 Revenues and Expenditures for the Month of January, 2020
Village Treasurer/Finance Director Peterson noted the Revenue and Expenditure Summary is included in the Board packet; and all revenues and expenditures have been properly recorded for the month of January 2020.
3.4 Village Manager’s Report
3.41 Lincolnshire Drive/Cumberland Drive Drainage Study Meeting
Village Manager Burke noted a village-wide drainage meeting is scheduled for Wednesday, February 26 at 7 p.m. in the Community Room. Staff will be sharing a preview of what has been looked at and found with regard to drainage in the Lincolnshire Drive/Cumberland Drive area. A full report will be provided to the Board once the study has been wrapped up.
4.0 PAYMENT OF BILLS
4.1 Bills Presented for Payment on February 24, 2020 in the amount of $394,334.45
Village Treasurer/Finance Director Peterson provided a summary of the February 24, 2020 bills prelist presented for payment with the total being $394,334.45. The total amount is based on $177,500 for General Fund; $152,700 for Water & Sewer Fund; $19,900 for Water & Sewer Improvement Fund; $460 for Fraud, Alcohol, Drug Enforcement; $34,000 for Vehicle Maintenance Fund; and $9,600 for General Capital Fund.
Trustee Grujanac moved and Trustee Harms Muth seconded the motion to approve the bills prelist dated February 24, 2020 as presented. The roll call vote was as follows:

5.0 CITIZENS WISHING TO ADDRESS THE BOARD (on agenda items only)
5.1 Presentation Regarding Proposed Earth Day Rally 2020 in the Village of Lincolnshire (Half Day School Students)
Hamilton King, Lewis King, and Aria Grossenbach, 5th grade students at Half Day School, provided a presentation regarding a proposed Earth Day Rally for 2020 in the Village of Lincolnshire.
Village Manager Burke noted the students have met with staff regarding the proposed rally, and staff felt it important to share with the Village Board.
Mayor Brandt suggested reaching out to the Lincolnshire Garden Club for help. Mayor Brandt also suggested a shoe drive program for an event.
Trustee Grujanac asked what the Village needs to do to be a green partner. Village Manager Burke stated in looking into this, it appeared we would just need to register our event. Village Manager Burke noted in order to use the old “Fresh Market” parking lot, the owner of the Property, IRC requires a licensing agreement and insurance. The Village could provide the agreement and insurance in order to ensure the students are able to use the site for the event.
Trustee Grujanac asked what time the event would take place. Lewis King stated the event would take place at 3 p.m. with the walk from the library to the parking lot starting at approximately 3:10 p.m.
Mayor Brandt noted support and suggested reaching out to Anne Maine from the Lake County Forest Preserve for additional help.
