Village of New Baden Village Board met March 26.

The Special Meeting of the New Baden Village Board was held remotely via Zoom Meetings on Thursday, March 26, 2020. The meeting was allowed to be held telephonically by Illinois Executive Order 2020-07 dated March 16, 2020. Mayor Picard called the meeting to order at 6:00pm. Agendas were emailed to Board Members and confirmations were sent via text message to all Elected Officials to make them aware of the meeting on Tuesday, March 24,2020.

Present and answering to roll call: Mayor Christy Picard; Trustees Bob Oster, Taylor Zurliene, Randy Joe Linthicum, Nicole Pederson, Tom Kuhn and Chris Locke. Absent: None. Staff Members Present: Village Clerk Teri Crane; Village Administrator Erika Kennett; Chief Building & Zoning Official Jerry Green; and Chief of Police Chuck Mackin. Staff Members Absent: Attorney Doug Gruenke of Bruckert, Gruenke & Long, P.C.; Commissioner of Public Works Ronald V. Renth; EMS Director Allen Gilbert; and Treasurer Casey Pierce.

Memorandum of Understanding to the Collective Bargaining Agreement with the New Baden Police Department

A motion was made by Trustee Oster and seconded by Trustee Zurliene to approve a Memorandum of Understanding (MOU) to the Collective Bargaining Agreement (CBA) for the New Baden Police Department for Police Officer Angela Wagner. The CBA provides that no employee may receive an increase in wages greater than 6%, in the aggregate, of the wages for the previous year. If an employee, pursuant to the CBA would otherwise be entitled to a wage increase greater than 6%, the balance of the increase that was not received is added to the increase for the following fiscal year. In Fiscal Year 2019-2020, Officer Wagner was scheduled to receive an increase in wages equal to 7.5% greater than the wages in the previous year. Officer Wagner intends to participate in the Village’s Early Retirement Incentive (ERI) Program, and must declare her intention to participate in the ERI on or before March 30, 2020. Since she will participate in the ERI, she will not receive the balance of her 7.5% wage increase. This MOU will allow the Village to award Officer Wagner a wage increase of 1.5% retroactive to September 13, 2019.

Ayes: Oster, Zurliene, Linthicum, Pederson, Kuhn, Locke. 

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Full-time Police Officer Advertising

A motion was made by Trustee Locke and seconded by Trustee Zurliene to approve advertising for a Full-time Police Officer to fill the vacancy left by the retiring of Officer Angela Wagner. Chief of Police stated he has been having issues filling shifts with Officer Wagner retiring and Officer Hagemann not working due to a Workmen’s Comp injury.

Ayes: Oster, Zurliene, Pederson, Locke.

Nays: Linthicum, Kuhn.

Absent: None.

A majority of the Board voting aye, the motion carried.

There being no further business to be brought before the Village Board, a motion was made by Trustee Zurliene and seconded by Trustee Pederson to adjourn the meeting.

Ayes: Oster, Zurliene, Linthicum, Pederson, Kuhn, Locke.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried, and the meeting adjourned at 6:23pm.
