Village of New Baden Village Board met April 20.

Here is the minutes provided by the board:

The Regular Meeting of the New Baden Village Board was held remotely via Zoom Meetings. The meeting was allowed to be held telephonically by Illinois Executive Order 2020-07 dated March 16, 2020, due to the Covid-19 pandemic. Mayor Picard called the meeting to order at 7:00 pm.

Present and answering to roll call: Mayor Christy Picard; Trustees Bob Oster, Taylor Zurliene, Randy Joe Linthicum, Nicole Pederson, Chris Locke, and Tom Kuhn. Absent: None. Staff Members Present: Village Clerk Teri Crane; Village Administrator Erika Kennett; Chief of Police Chuck Mackin; Public Works Employee Tim Deien (Public Works Commissioner Ron Renth is on medical leave); Attorney Doug Gruenke of Bruckert, Gruenke & Long, P.C.; and Chief Building & Zoning Official Jerry Green. Staff Members Absent: Treasurer Casey Pierce, and EMS Director Allen Gilbert.

Mayor Picard stated she was proud of the Village of New Baden’s leadership and staff in these unprecedented times; she appreciates everyone.

Consent Agenda

A motion was made by Trustee Oster and seconded by Trustee Pederson to approve the Consent Agenda, which includes the of payment of current invoices and Minutes from the Regular Meetings on April 6, 2020.

Ayes: Oster, Zurliene, Linthicum, Pederson, Locke, Kuhn. 

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Ordinance 2020-04- 20-A: Amending New Baden’s Budget for Fiscal Year 2019- 2020

A motion was made by Trustee Zurliene and seconded by Trustee Linthicum to approve Ordinance 2020-04-20-A: Amending the Village of New Baden’s Budget for the Fiscal Year Beginning May 1, 2019 and Ending April 30, 2020. This is the only amendment to the Fiscal Year 2019-2020 Budget. Village Administrator Kennett went over some of the key adjustments to the Budget; Ms. Kennett stated that amendments were only issued for anything over $1,000.

Ayes: Oster, Zurliene, Linthicum, Pederson, Locke, Kuhn.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Ordinance 2020-04- 20-B: Adopting the Budget for Fiscal Year 2020-2021

Mayor Picard extended her thanks to the Finance Committee for their effort in putting the Budget together. Administrator Kennett went over a few of the key items in the Budget.

A motion was made by Trustee Zurliene and seconded by Trustee Oster to approve Ordinance 2020-04-20-B: Adopting the Budget for Fiscal Year 2020- 2021.

Ayes: Oster, Zurliene, Pederson, Locke.

Nays: Linthicum, Kuhn.

Absent: None.

A majority of the Board voting aye, the motion carried.

Ordinance 2020-04- 20-C: Collective Bargaining Agreement with New Baden Police Dept.

A motion was made by Trustee Zurliene and seconded by Trustee Pederson to approve Ordinance 2020-04-20-C: Approving a Collective Bargaining Agreement for the New Baden Police Department. It is effective date from May 1, 2020, to April 30, 2023.

Ayes: Oster, Zurliene, Linthicum, Pederson, Locke, Kuhn. 

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Employee Vision Insurance: VSP Vision Choice Plan

A motion was made by Trustee Linthicum and seconded by Trustee Kuhn to authorize Employee Vision Insurance through Intergovernmental Personnel Benefit Cooperative (IPBC) with the VSP Vision Choice Plan. The Village will choose Plan B, effective July 1, 2020. This new plan gives increased benefits to the employees at a lower cost.

Ayes: Oster, Zurliene, Linthicum, Pederson, Locke, Kuhn. 

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

Legion Memorial Swimming Pool: 2020 Season

Discussion regarding the Gateway Regional YMCA (Clinton County YMCA) Contract and the opening of the Legion Memorial Swimming Pool for the 2020 Season. In the midst of the Covid-19 pandemic, discussion centered on social distancing, the cost to maintain the pool, and the amount of time required for the Public Works Department to have the pool ready to open. Public Works Employee Tim Deien stated that it takes 6 weeks to have the pool operational. The consensus of the Board was to be fiscally responsible and taking the safety of the residents into consideration and decide to not open the Swimming Pool this season. The Pool is typically opened from Memorial Day weekend to mid- August (when the Wesclin School District resumes classes).

A motion was made by Trustee Zurliene and seconded by Trustee Locke to approve the decision to not open the Legion Memorial Swimming Pool for the 2020 season.

Ayes: Oster, Zurliene, Linthicum, Pederson, Locke, Kuhn. 

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried.

There being no further business to be brought before the Village Board, a motion was made by Trustee Pederson and seconded by Trustee Linthicum to adjourn the meeting.

Ayes: Oster, Zurliene, Linthicum, Pederson, Locke, Kuhn.

Nays: None.

Absent: None.

A majority of the Board voting aye, the motion carried, and the meeting adjourned at 7:42 pm.
